Cable Thieves Cause Huge Power Outage

Bandar Seri Begawan - Cable theft has been rampant in the country but for the first time, extensive power disruption was caused this week by the actions of a few cable thieves.
The interruption which occurred on Tuesday afternoon between 3pm and 4.10pm was described as "massive", and affected areas in Muara, mile 18 Jalan Tutong, Kg Manggis/Sg Akar and some parts in the Tutong District. The Minister of Energy at the Prime Minister's Office, Pehin Orang Kaya Seri Utama Dato Seri Setia Awang Haji Yahya, concerned with the situation visited affected areas and the facility where the cable thieves had stolen the cables from.
Talking to the press, he highlighted that as long as there is an avenue or ways to sell these stolen items (the copper wires from cables), these activities will continue.
The sites that the minister visited were the 66 kv Tungku 1, Substation 66 Kv Katok A, Substation 66 KV Lambak Kanan, and Substation 11 KVA-415V Tanah Jambu.
The minister said the massive electrical disruption last Tuesday was the first such incident in the country caused by the stealing of cables. Usually, power disruptions are caused when heavy machinery or animals damage the cables. In Kg Tungku, thieves vandalised the fencing to enter the area and managed to cut off part of the live electrical cables.
The Minister of Energy said that such acts are very irresponsible and have gone beyond the limits of tolerance of society and the country.
"It needs to be eradicated at an early stage before it leads to accidents and possibly death," he said.
Pehin Dato Seri Setia Awang Haji Yahya also said that such irresponsible acts are against the religion as well as the laws of the country.
Citing several laws, the minister said that those found stealing could be charged under Section 380 and Section 379 of the Penal Code and these carry a jail sentence and fine. Those assisting in the concealment of any stolen items or those receiving them will also be jailed and fined as well.
He also urged members of the public not to be ignorant and urged them to take notice of any suspicious behaviour and report it to the nearest police station.
He also stressed and called on those involved in the processing of scrap metal to provide cooperation by ensuring that items or materials that are bought or sent as scrap metal are not stolen items.
The Royal Brunei Police Force is currently conducting an investigation.

Loon Brunei, QAF In Deal With Nations

Bandar Seri Begawan - Loon Energy Inc, a Canadian public company with international oil and gas exploration and development projects, has stated that its wholly-owned subsidiary Loon Brunei Limited has signed an option agreement with Nations Petroleum Brunei Limited, a wholly-owned subsidiary of Nations Petroleum Company Ltd.
Under the terms, for a period of one year from the date of its implementation. Loon Brunei has granted an option to Nations to obtain a 50 per cent interest in the Production Sharing Agreement signed by Loon Brunei, and QAF Brunei Sdn Bhd on August 28, 2006 with Brunei National Petroleum Company Sendirian Berhad.
PetroleumBRUNEI, when contacted by the Bulletin yesterday has confirmed the agreement.
Nations has agreed to fund all costs and expenses of acquiring, processing and interpreting a minimum of300km2 of onshore 3D seismic as well as other costs and expenses incidental to the work commitment. The assignment of an interest to Nations after the completion of the seismic is subject to the approval of PetroleumBRUNEI and QAF.
PetroleumBRUNEI initially awarded the Agreement to Loon Brunei (90 per cent) and QAF (10 per cent) following a joint bid. In the event Nations exercises the option and is accepted by QAF and PetroleumBRUNEL the working interests in Block L would become Loon Brunei 40 per cent, Nations Brunei 50 per cent and QAF 10 per cent.
In addition, if at such time less than US$20.5 million has been spent in exploring Block L, Nations will fund all the exploration costs and expenses incurred until such time as that level of expenditure has been incurred.
The terms of the agreement also mentions the Minimum Work Commitment that includes an obligation to reprocess all
available existing seismic data, consisting of approximately 1,500km; to acquire 750 line km of on-shore 2D seismic data and 500 line km of 2D off-shore seismic data; to acquire 500 line km of off-shore 2D seismic data; to acquire I 50knf of offshore 3D seismic data; and drill a minimum of two exploration wells to a minimum depth of 2,000 metres for the first three years.
By a letter dated March 2, 2007, PetroleumBRUNIF.1, QAF and Loon have, subject to legal documentation, agreed to change the existing 2D and 3D seismic acquisition commitment with a 300krn23D seismic acquisition programme, which is scheduled to commence in 2007.
