Keep Your Quest For Excellence on Course
By Shareen Han
Bandar Seri Begawan - Never sit on your laurels, the Home Affairs minister reminded Bruneians yesterday, stressing that although the sultanate has already reduced its dependence on foreign professionals, the quest for excellence should continue.
Bruneians should not be complacent, Pehin Orang Kaya Johan Pahlawan Dato Seri Setia Hj Adanan BPSK Dato Seri Setia Hj Md Yusof said at the opening of the Brunei Malay Teachers' Association annual meeting yesterday. They should continue to strive for better performance in their professions through lifelong learning, he added.
Lifelong learning will see an increasing number of educated local youths utilising their expertise in various fields to overcome the challenges of globalisation, he said. Co operation and coordination with His Majesty's Government to further expand the country's economy are important, he said.
This is especially crucial for Malays to remain competitive in their professions both in the domestic and international levels, the minister said. "In the past, we were very much dependent on foreign resources, but we are now capable of producing educators in various fields," he said.
"We are now capable of determining the principles, planning and the direction of our own country under the wise leadership of His Majesty Sultan Hj Hassanal Bolkiah Mu'izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam," he added.
Graduates should strive for a higher qualification level such as a Masters degree or a doctorate in an increasingly competitive environment, the minister said, adding that citizens and residents of Brunei do not have to settle for diploma and first degree qualifications only.
He stated that the strengths of one country now rest on the abilities of professionals and a highly skilled workforce who are knowledgeable, skilled and productive in various fields. "Without knowledgeable and highly skilled professionals, an organisation or society cannot overcome many obstacles and will remain static, as well as not capable to bring about any dynamic and progressive changes," the minister said.
Pehin Dato Hj Adanan said that the Brunei Malay Teachers' Association should continue to play its role in capacity building, generating more economic activity and upholding the Malay Islamic Monarchy philosophy.
The association is the oldest non-governmental association in Brunei. It was established in 1937 to unite the nation's Malay teachers. It now has a total of 2,500 members, compared to less than 100 members when it first started.
The minister said that the association's achievements are a manifestation of mutual understanding, strong binding ties and cooperation among all its members.
He hoped that the association would be more committed to raising the quality of human resources who are highly educated and disciplined, and will in turn help to develop the country.-- Courtesy of The Brunei Times |

'Missing' Men In Jail For Cable Theft
By Hj Minor Absah and Malai FadleyRizal
Bandar Seri Begawan - Three local men produced before the Bandar Magistrate's Court Saturday for theft of electrical cables belonging to a private company in Kg Sg Belukut have been sentenced to jail terms.
According to a press release by the Housebreaking and Car Theft Unit of the Criminal Investigation Department, Zulhazmi bin Abdullah received four months' jail while Rosli bin Hj Omar and Zainuddin bin Jabin both got three months in jail.
Two of the men were reportedly lost in the jungle while trapping deer on May 12, 2007.
From earlier reports, several government agencies comprising the Royal Brunei Police Force, Fire and Rescue Unit and the Dog Unit of the Gurkha Reserve were involved during the search operation for three days and two nights.
The two eventually found their way out of the jungle after spending two nights in the woods.
According to investigations conducted by the Special Investigation Unit and the Housebreaking and Car Theft Unit of the Criminal investigation Department, the two confessed that they had entered the jungle to escape police from the Bandar Central Police Station who rushed to the scene after receiving information that the two and the other convict had committed theft.
While two of the convicts escaped into the woods, the other man lodged a false report to the police saying that the vehicle used in the commission of the theft had vanished before the cable theft had occurred.
But the vehicle was found hidden by him and he gave inaccurate information to the family of the other two men. At the same time, the Housebreaking and Car Theft Unit also arrested three foreigners for similar offences related to cable theft committed in the area of government housing projects still under construction in Kg Lumapas, Kg Meragang and Kg Tanah Jambu.
All defendants involved in both cable theft cases were brought before the courts for theft and causing damage, offences that carry a penalty of a five-year jail term and not less than two strokes of the cane.
Estimated damages caused by the thefts have been put at more than BND$10,000.
Despite solving several cases involving cable thefts, the Police and Department of Electrical Services still continue to receive reports and complaints on such thefts.
The press release added that this is either due to the rise in prices of metals or there are still some irresponsible parties who have been ignoring warnings given earlier.
The police have advised companies not to buy scrap metals from the public if they are known to be properties of the government.
It is a criminal offence to buy such scrap metals and owners of companies can be charged in the courts.
The police are also seeking cooperation from the public in providing information to curb such criminal activities.
Information on any criminal activities should be reported immediately to the Housebreaking and Car Theft Unit of the Criminal Investigation Department at 2232001 ext 0 or 412, nearby police stations or to Police Emergency Line 993.-- Courtesy of Borneo Bulletin |

Minister of Education Pehin
Orang Kaya Seri Lela Dato
Seri Setia Hj Abd Rahman
Dato Setia Hj Mohd Taib
'No Let-Up In Efforts To Achieve Reforms'
By Shareen Han
Bandar Seri Begawan - Brunei Darussalam must keep the momentum going on efforts to achieve reforms on various areas - such as education, social and economic development, poverty reduction and the, environment - despite its remarkable standing in the United Nations' human development index in 2004.
This a proud achievement, Minister of Education Pehin Orang Kaya Seri Lela Dato Seri Setia Hj Abd Rahman Dato Setia Hj Mohd Taib said of the sultanate being 33rd out of 177 nations in the UN score charts.
But Brunei must continue to put more emphasis on promoting equitable access to information and knowledge to the public, said the minister at yesterday's launching of the inaugural meeting of the Brunei Darussalam National Commission for the United Nations Educational, Scientific and Cultural Organisation (Unesco).
This, he said, is part of efforts to further the sultanate's achievements of the so-called Millenium Development Goals, which outline a number of basic socio-economic objectives.
Communication and information have become major issues for most people and nations, because they affect development and peace, and contribute to the attainment of a "more just society with stronger ties of solidarity", he said.
He stressed the importance of formulating principles, policies and strategies to widen access to information and knowledge, as well as developing an infrastructure and building capacities for increased participation in the knowledge society.
"It is my hope that the four committees of the Brunei Darussalam National Commission for Unesco will quickly establish formal contacts, as well as explore the possibilities or organising joint activities with either the Unesco Office Jakarta or Unesco Office in Bangkok," the minister said.
Pehin Dato Hj Abd Rahman said there is an "urgent need" for the officers of the national commission to familiarise themselves with the operations and general knowledge on Unesco, thus the need for Unesco's regional offices to conduct relevant workshops for the officers involved.
The national commission was established after Brunei joined Unesco as the 191st member on March 17, 2005.
It was created as a cooperating body to help in the implementation of training programmes, conduct studies, organise public awareness campaigns and other activities. The minister said that the national commission is tasked to advise the Brunei government on policies of Unesco, encourage active participation from all sectors and disseminate information on its objectives to Brunei's communities.
Han Qunli, deputy director of Jakarta's Unesco Office, said that a number of activities have been carried out in the fields of science and technology, as well as communication, since the visit of Bruneian delegates for technical consultations with Unesco. "A national commission works closely with all major partners of civil society," he said, adding that it provides a range of interdisciplinary knowledge and expertise to pursue Unesco's objectives.
He told more than 200 guests that Unesco will issue its midterm strategy for 2008-2013 and its next workplan during the 34th General Conference at Paris in October this year. National Commission for UNESCO Inaugurated
By Suria Rina PHA
Bandar Seri Begawan - The launching of the Brunei Darussalam National Commission for UNESCO is an important development particularly with the country's participation in regional and international organisations related to education, science and culture.
Two years ago, Brunei Darussalam marked a milestone when it became the 191st member of UNESCO and yesterday the country witnessed the launching of the Brunei Darussalam National Commission for UNESCO.
"On March 17, 2005 His Excellency the Brunei Darussalam High Commissioner to the United Kindgom, Great Britain and Northern Ireland signed the Constitution of UNESCO at the Foreign and Commonwealth Office in London." "Seven months later, a delegation from the Ministry of Education attended the 33rd, UNESCO General Conference in Paris," said the Minister of Education, Pehin Orang Kaya Seri Lela Dato Seri Setia Awang Haji Abdul Rahman, who was the guest of honour at the launching ceremony yesterday.
The minister spoke of the foundations of UNESCO.
He said that UNESCO was founded on November 4, 1946 not long after the 2nd World War. "Since wars begin in the minds of men (and women), it is in the minds of men (and women) that the defences of peace must be constructed". This preamble to UNESCO's Constitutions goes on to say that peace, if is not to fail, must be founded upon the "intellectual and moral solidarity of mankind".
He pointed out that UNESCO's aspiration is very relevant to us today and the work of UNESCO to promote peace, understanding and cooperation among nations should get full support if mankind is to survive and thrive well into the next century.
The minister added that, "Most member states have established a National Com-mission for UNESCO. The UNESCO National Commissions are national cooperating bodies set up by the member states for the purpose of coordinating their governmental and non-governmental bodies with the work of the Organisation".
"They provide valuable insight concerning the Organisation's programmes and help implement many initiatives including training programmes, studies, public awareness campaigns and media outreach," said the minister.
He said that the Commissions also develop partnerships with the private sector, which can provide valuable technical expertise and financial resources.
At yesterday's ceremony, the minister welcomed the newly-appointed members of the Brunei Darussalam National Commission for UNESCO. He hoped that they will carry out their responsibilities conscientiously and with full conviction. And it was fully hoped that the Brunei Darussalam National Commission for UNESCO will quickly establish formal contacts as well as explore the possibilities of organising joint activities with either the UNESCO Office in Jakarta or UNESCO Office in Bangkok.
He said the UNESCO's competency include education, science, culture and communication and information.
The minister also highlighted that in 2004, United Nations Development Programme (UNDP) report, Brunei Darussalam was placed 33rd out of 177 nations in the UNDP's Human Development Index.
However, he stressed that we must not rest on our laurels but continue to work harder to improve on that placing and to better meet the targets of the MDGs in areas of education, social development, health, social and economic development, poverty reduction, and the environment.
The ceremony yesterday was followed by the first meeting of the Brunei Darussalam National Commission for the United Nations Educational, Scientific and Cultural Organisatons (UNESCO) at the Empire Hotel.
Among the objectives of the commission are to increase the visibility of UNESCO and raise awareness and participation in UNESCO activities and programmes at the national level.-- Courtesy of Borneo Bulletin |

Finger Scans For UK Visas From June 5
By Amin Hosni
Bandar Seri Begawan - The British government is introducing data collection (ten-finger scans and a digital photograph) as part of a worldwide biometric identification process, designed to protect identities of individuals, facilitate future entries to the UK, combat visa fraud and abuse of the UK's immigration and asylum systems.
With affect from Tuesday, June 5, 2007 all visa applicants, irrespective of their nationalities, will have to apply in person at the British High Commission in Bandar Seri Begawan and provide their finger scans and digital photographs in support of their applications, a press release from the British High Commission said. As far as Brunei nationals are concerned, anyone who wishes to stay in the UK for more than six months will have to undergo finger scanning and provide digital photo.
All visa applicants must provide their biometric data, with the exception of holders of diplomatic passports and accompanying dependants travelling on official government business holders of official passports who are travelling on official government business in the United
Kingdom; United Nations officials holding UN travel documents who are travelling on official UN business; Commonwealth and NATO armed forces personnel posted for service in the UK; holders of a certificate of entitlement confirming right of anode in the United Kingdom and Children under the age of five. An exception may also be granted to applicants, who for genuine medical reasons cannot provide finger scans.
The application cannot be processed if an applicant refuses, or cannot provide, acceptable biometric data.
Finger scans will be collected from each applicant by using an electronic scanner. No ink, liquid or chemical will be used and the procedure will take no more than two minutes to complete.
All applicants should ensure that their fingertips are free from any forms of decoration (henna, for example), abrasions or other markings, and that any facial cuts and bruises have healed or disappeared prior to providing their biometric data as these may affect their ability to provide acceptable finger scans and photographs.
Digital photographs cannot be taken with applicants wearing head coverings that hide the faces, dark sunglasses, and face or neck coverings.
It remains the British High Commission's commitment, the press release added, to ensure the integrity of their visa process. Any applicant submitting false documentation or other information in support of their application may be refused a visa and the matter may be referred to the local authorities. In view of the introduction of the biometric data collection, the Visa and Consular Sections of the High Commission will be closed on Monday, June 4 for staff training.

Ministers Disagree On How to Combat Climate Change
By Sonia K
Bandar Seri Begawan - His Royal Highness Prince Mohamed Bolkiah, Brunei's Minister of Foreign Affairs and Trade, attended the second day of the 8th Asia-Europe Meeting (ASEM) of Foreign Ministers in Hamburg yesterday.
On Monday evening His Royal Highness attended a reception for ministers attending the meeting hosted by Frank-Walter Steinmeier, President of the Council of the EU and Federal Minister of Foreign Affairs of Germany.
His Royal Highness later joined other foreign ministers and the Secretary-General of the Council and High Representative of Common Foreign and Security Policy for the EU, Javier Solana, at a working dinner hosted by Steinmeier.
The ministers exchanged views on Afghanistan, Iran, Iraq, the Middle East and the Korean Peninsula.
Foreign ministers on Tuesday from Asia and Europe disagreed on how to combat climate change, with a draft declaration leaving key policy issues vague, dpa quoted diplomats as saying.
The 10-nation Association of South East Asian Nations says its members need time but action is needed on global warming,
"I think we should now try, to find a way to try and bring about some measurable results," Asean Secretary General Ong Keng Yong told reporters.
"If we go on arguing about whether this number or this standard is fair or not fair we will never agree on what to do, and in the meantime the earth is getting warmer and more things are happening."
He said Asean countries should now work achieves "some of the deliverables".
"If we can sit down and prepare ourselves it will be not as bad as if we had not prepared ourselves."
A final statement from the meeting of 16 Asian and 27 European Union ministers or their deputies was also set to appeal to Myanmar to release Aung San Suu Kyi, 61, the Nobel Peace laureate who was told last week she faced a further year under house arrest, dpa added.
Many European nations were affronted last week by the extension of her detention from four to five years. There was "a frank exchange of Views on Myanmar" at the meeting, a draft for the final statement said.
On climate change, where European nations have been vying to offer deep cuts in their carbon-dioxide emissions, China led a group insisting that economic development took priority over cuts.
The final declaration was expected to "recognise the important role of energy and climate change as a major challenge for foreign policy" but gave no hint of any new accord on the issues.
The draft document hinted at disagreement on calls for investors to obtain greater security when they put their money into renewable energy and methods of improving energy efficiency.
Investors have sought minimum legal standards to ensure they do not lose their money. The draft statement said this must "take national circumstances into account".
The 43 nations at ASEM called for "cooperation on technologies that promote sustainable use of energy, the development and utilisation of renewable and alternative energy and measures to deal with the loss of biodiversity rand deforestation".
On Monday, at the start of the meeting, the EU and China were at odds over climate change policy. Chinese Foreign Minister Yang Jiechi rebuffed calls for China, which has nearly a quarter of the world's population, to agree to sharp cuts in carbon dioxide emissions.-- Courtesy of Borneo Bulletin |

Police Warn Of More SMS Scams
By Azlan-Othman
Bandar Seri Begawan - The public should not be easily taken in by good news which seems too good to be true.
That is the message from the Royal Brunei Police Force who again reminded people not to fall victim to Short Message Service (SMS) scam.
And one should not be too gullible or greedy as there are cases of people losing their savings after falling for such scams. So don't be too eager to part with your hard-earned money.
The Criminal Investigation Department of the Royal Brunei Police Force in a statement release yesterday said of late, the police have received many reports from the public about SMS scams received from abroad, especially the Philippines.
The SMS falsely informs the recipient of the SMS that he has received a large chunk of cash from a lottery. After the victim communicates with the sender of the SMS, the victim is told to send cash as bank charges to "process" the prize-money.
Police advised the public not to be duped with such enticing tactics which prey on gullible people.
Police reminded the public not to communicate with the SMS sender and not to send any cash. Once the SMS sender receives the cash, he will disappear and cannot be contacted.
The Bulletin has repeatedly highlighted such scams that promise handsome cash rewards by tricking the victim into sending "processing fees" for none-existent "prize-money".
In one case, a Bruneian received a message saying "You have won a big reward of 2.5 million pesos amounting to B$70,000 as your mobile phone number has been selected as a winner of the last four-digit mobile phone competition".
The message went on to instruct the "winner" to deposit money amounting to B$1,562 in an account in the Philippines through a money transfer agent.
In another example, a Bruneian was shocked when he received a similar SMS congratulating him.
The victim who had never entered any such game, called the number given in the text message and he was told that he had won two million-pesos or $64,500 Brunei dollars.
He was asked to send details of his bank account and $1,000 Brunei dollars in order for him to get his prize-money. This man was not the only recipient of this text message as his friends had also received the dodgy SMS.-- Courtesy of Borneo Bulletin |

By Za'im Zaini
Bandar Seri Begawan - Dr Zulkarnain Hanafi, a local Otorhinolaryngologist Head and Neck surgeon, was recently conferred the Honorary Fellowship, which carries the title FRCGP (Fellow of the Royal College of General Practitioners) of the United Kingdom.
The award was given during the Royal College of General Practitioners Spring General Meeting on May 18, 2007 in London.
The Honorary Fellowship is the highest honour that the Royal College of General Practitioners of UK can bestow on an individual not in the general practice (family medicine) profession. It is awarded for distinguished contributions to the work of the Royal College, which include improving care in general practice or influencing the work of general practitioners in the UK or in another part of the world. The College's first fellows were elected in 1969. A Fellow of the College exemplifies its motto 'cum scientia caritas', and is an ambassador for the College's standards and values in whom the College is happy to signal its pride.
Previous recipients of this prestigious fellowship include Baroness Julia Cumberlege (Parliamentary Under-Secretary of State of Health of UK, 1992- 97), Professor Sir Ian Kennedy (a highlight of Sir Ian's long and distinguished career was chairing the public inquiry into children's heart surgery at Bristol Royal Infirmary), Dame Deirdre Hine (Chief Medical Officer at the Welsh Office from 1990 to 1997, President of the Royal Society of Medicine from 2000 to 2002, and Chair of the Commission for Health Improvement from 1999 until April 2004), Professor Dame Carol Black (Immediate Past-President of the Royal College of Physicians of UK) and Lord Sutherland of Houndwood (Vice-Chancellor of the University of London from 1990 to 1994, Principal and Vice-Chancellor of the University of Edinburgh from 1994 to 2002, President of the Royal Society of Edinburgh from 2002 to 2005).
The Royal College of General Practitioners (RCGP) was founded in 1952 in London, England. It aims to maintain the highest standards of general medical practice in education, training and research. The Royal College of General Practitioners is a network of around 27,000 doctors all over the world who are committed to improving patient care, developing their own skills and developing general practice.
A citation read by Dr John Howard, the Medical Director for the MRCGP (International) Board during the award ceremony, highlighted the various contributions made by Dr Zulkarnain.
"It was largely due to the vision, leadership and very active diplomacy demonstrated by Dr Zulkarnain, as Dean of Medicine at the Universiti Brunei Darussalam (UBD), that the trajectory of establishing the discipline of family medicine in Brunei has been so impressive," said Dr Howard.
"Dr Zulkarnain is a Brunei citizen who qualified from Liverpool University and subsequently underwent specialist training in Ear, Nose and Throat (ENT) surgery. On his return to Brunei, Dr Zulkarnain rapidly established himself as a much-respected clinician and Head of Department at the RIPAS Hospital.
"Almost immediately he became the Clinical Tutor, introducing innovative programmes for hospital staff and general practitioners. Dr Zulkarnain was appointed Dean of the newly-formed Institute of Medicine, UBD in 2000. A key role for Dr Zulkarnain has been to plan and facilitate the development of the undergraduate, postgraduate and continuing professional development programmes."
Dr Howard added that he first became acquainted with Dr Zulkarnain in 2000 when, through colleagues at St George's Hospital Medical School, the Royal College was asked to consider the accreditation of the Brunei Postgraduate Diploma in Primary Care with the Membership of the Royal College of General Practitioners International (MRCGP[INT]).
"This subsequently became only the second MRCGP[INT] accredited site internationally. Within just a very few years of recruiting and training extremely able young doctors, vocational training has been established with a summative assessment, being taught and examined by those selfsame young Brunei Family Doctors," said Dr Howard.
"Dr Zulkarnain has been a driving force in setting up the undergraduate medical programme at UBD in which primary care is an integral part of the curriculum. We anticipate that Brunei can act as a centre of excellence for the Southeast Asia Pacific Region, supporting the development of Family Medicine in other countries sharing similar healthcare issues."
Following the citation, Dr Zulkarnain was formally elected as an Honorary Fellow of the Royal College of General Practitioners of UK and was presented the fellowship certificate by the President of the Royal College, Professor David Haslam.-- Courtesy of Borneo Bulletin |

"I first became acquainted with Dr Zulkarnain in 2000 when, through colleagues at St George's Hospital Medical School, the Royal College was asked to consider the accreditation of the Brunei Postgraduate Diploma in Primary Care with the MRCGP International," said Dr Howard.
"This subsequently became only the second MRCGP International accredited site internationally. Within a few years of recruiting and training extremely able young doctors, vocational training has been established with a summative assessment, being taught and examined by those selfsame young Brunei family doctors."
He added: "Dr Zulkarnain has been a driving force in setting up the undergraduate medical programme at UBD. We anticipate that Brunei can act as a centre of excellence for the Southeast Asia Pacific Region, supporting the development of family medicine in other countries sharing similar healthcare issues.

His Majesty marks RBAF's 46th year and opens Bridex
Waleed PD Mahdini
BANDAR SERI BEGAWAN
31-May-07
HIS MAJESTY Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam, Minister of Defence and Supreme Commander of the Royal Brunei Armed Forces will stand before another historic milestone in the nation's history for the dual celebrations of the 46th anniversary of the formation of the armed forces and the inaugural launch of the Brunei Darussalam International Defence Exhibition and Global Forum.
This year will also mark the monarch's fortieth year on the throne, that has seen the country advance through many leaps and bounds for the future benefits of its people and its prosperity. His Majesty is adored by his people and has been dubbed by many as being a caring and a working monarch. As a statesman and international diplomat, His Majesty has furthered not just the causes and standpoint of the nation but also provided a voice for its people in the regional and international arena. Throughout the forty years on the throne, His Majesty has travelled to many foreign countries, some of them the first ever both on official state as well as working visits. During some of these overseas visits, His Majesty, a working monarch and a career soldier, toured some of the hosts' military installations, most notably the elite formations of its armed forces. During His Majesty's first official visit to America, the monarch visited Fort Bragg in North Carolina, home of the US Army's Special Forces. Whilst in Indonesia, he toured Cijantung, headquarters of Indonesia's special forces, Kopassus. On His Majesty's first official visit to Russia, he toured the headquarters of Russia's elite counter-terrorist unit, known as 'Alfa' in Moscow. Jordan, Pakistan, United Kingdom, Singapore and Thailand are amongst some of the other countries that His Majesty paid a call onto the military establishments of the host countries. Simlarly, the monarch has also toured some of the major defence industries, as witnessed during His Majesty's visit to China, when he toured the massive armaments firm, Norinco. When the RBAF deployed to Indonesia in 2004, after the tsunami ravaged Aceh, and in 2005, when an earthquake ripped through Yogyakarta to support the international humanitarian missions, His Majesty was the first head of state to visit the stricken province of Aceh to see for himself the devastation that the fury of nature can unleash on mankind. The people of Brunei were quick to respond in joining the international effort in providing humanitarian and material assistance to the survivors of the tragedy. The Yayasan Sultan Haji Hassanal Bolkiah Foundation undertook rebuilding efforts to construct new homes, schools and mosques for the beleaguered Acehnese. Private and public institutions also lent their support in collecting donations that were delivered by the RBAF. During the OIC Summit in Kuala Lumpur, Malaysia last year, His Majesty announced that the sultanate was ready to send a tri-service Muslim peacekeeping force to Lebanon, together with Indonesia and Malaysia, as part of the concerted international effort to seek a peaceful end to the protracted war and violence in the Mediterranean state. Should this peacekeeping mission be approved, it would signal the first overseas deployment outside the region undertaken by the RBAF. Themed "Investing in Technology", Brunei's inaugural defence trade show also symbolises His Majesty's desire that the country utilise all the relevant available technolgies as a means to improve the people's standard of living and for the economic diversification of the country. E-government, e-health and e-education are just some of the many digital projects that have been made by the government. With His Majesty's leadership and care, the future seems certain as the RBAF continues to keep guard. The Brunei Times
