siapa boleh beritahu aku kat singapura kawasan mana  harga rumah flat 4 bilik HDB berharga $500K.... aku dah check kat HDB website, teletexts, kawan agent rumah.. ternyata harga rumah 4 bilik yang paling mahal adalah di kawasan queenstown iaitu $305K... di queenstown jugak adalah satu satunya estate yg harga flat executive nya $527K...

CHEAPER THAN HDB FLATS  
Last year, a double-storey along this street was sold for $200,000. There are others available. What's the catch?








LANDED houses going cheaper than most HDB flats?
Is this possible in Singapore?

Yes, and it has been one of the island's best kept secrets.

  
This little cul de sac in Bedok is probably one of the cheapest private estates in Singapore with houses going for a song. Well, almost.

Just imagine - a 2,300 sq ft double-storey terrace house (the size of two HDB five-room flats) in Jalan Chempaka Kuning was sold for just $200,000 in May last year.

SHORT LEASES

That's about the price of a three-room HDB flat in today's market.

And where prices of terrace houses go, you're looking in the region of at least $800,000 for a similar-sized freehold unit in the area, said ERA Real Estate assistant vice-president Eugene Lim.

But in this estate along Bedok Road, there is a catch to the low price. The leases of the properties are short - with about 29 years left.

But that has not dampened the estate's popularity.

We did a search and found that there were several transactions for these homes in the past year.

There are about 140 leasehold terrace and semi-detached houses in that cluster which includes Jalan Chempaka Puteh, a street that runs alongside Jalan Chempaka Kuning.

This large plot of freehold land belongs to Mr Koh Sek Lim, a property owner in the east area who has since died.

He sold a 70-year lease of the land in the 1960s to several developers who built and marketed the houses there, said residents.

Despite the short leases left, residents told us they didn't mind.

Other than the low price some said the land available for gardening was a big draw.

This was why retiree Mr Ahmed Ibrahim, 65, forked out $450,000 cash for his semi-detached house back in 1996.

The remaining lease was about 39 years then.

Mr Ahmed, who's living there with his wife and daughter, said he intends to live there until the lease runs out.

But the glimmer of hope for residents such as him is that the Chempaka Housing Estate Residents' Association (CHERA) is now exploring options for residents to top up their lease to 99 years or convert it to freehold.

The association, which is holding its annual general meeting (AGM) this weekend, said they are still working out the details, such as the cost of the lease top-up or the price for converting the lease to freehold.

Said Mr Ahmed: 'If I could buy over my plot of land, at least I can leave something behind for my children.'

The New Paper understands that when the lease expires in 2035, the land will revert to the trustees of Mr Koh's estate.

To our understanding there's no possibility of the land being sold before the lease is up.

The structure of the will doesn't allow the land to be liquidated before the lease is up, said a source.

We understand the only option will be to let the lease run its course.

  
  
So, the true options for the residents there are few.

But some of the older folks there are unconcerned about the lease situation, and said that by the time the lease expires, they would not be around anymore.

The residents there are mix of young couples and retirees.

Many houses still have that old 1970s look but a number have already been renovated.

And right next to the estate is the bustling Bedok Market Place with its mix of coffeeshops, a Shop N Save supermarket and a number of small car accessories shops.

The Tanah Merah MRT station is about 15 minutes walk away.

Housewife Madam Fauziah's corner terrace is painted a soft yellow-orangey colour, and the garden is obviously her favourite area with deck chairs sprawled around ever ready for that early morning tea out in the open.

She said they bought the property for $392,000 in 2001, with a remaining lease of about 34 years then.

Madam Fauziah, who's in her 40s, said they upgraded from a five-room HDB flat in Bedok back then.

She said: 'We were shocked when we saw the price in the newspaper classifieds.

GOOD PRICE

'It was cheaper than a HDB maisonette which we were considering, which was around $400,000 at that time.'

Madam Fauziah and her businessman husband then decided to buy the place, and also took a 10-year bank loan.

Said Madam Fauziah: 'By the time the lease is up, our children would've grown up, got married and moved away.'

Aside from this cluster, there are other private estates in Singapore with short leases too.

There is one cluster near the Rail Mall in Upper Bukit Timah, and another at Beng Wan Road off Serangoon Road.

A semi-detached house of about 2,900 sq ft in Jalan Siap behind Rail Mall was sold for $308,000 last August.

The remaining lease is about
40 years.

But property watchers say some concerns are that such old buildings tend to have water seepage problems, poor plumbing and weakened foundations as time passes.

And financing the place is yet another worry.

Banks usually take the cue from a government rule barring the use of Central Provident Fund (CPF) savings for the purchase of homes with 30 years or less left on their leases.

Because of this ruling, buyers of such homes would find it difficult to get a loan topay for their property.

When contacted, DBS said they do approve such loans on a case by case basis although such requests are few.

The bank added that the loan period is usually shorter, and is dependent on the borrower's profile, the location and resale value of the property.

UOB said they would consider granting loans for properties with a remaining lease of at least 45 years.

The bank added that they do constantly review their policies to cater to the changing needs of the market.

MUST USE CASH

ERA's Mr Eugene Lim said that there's a market for such properties with short leases, going by the number of transactions in the market.

We did a quick search and found that there were several transactions for such properties in the Rail Mall and Bedok areas in the past year.

Said Mr Lim: 'Well, these properties cater to people who want to live in landed houses but have no budget.

'The only thing is that for such houses, getting loans can be an issue. So, most likely, you've to use cash.'

$20m for a rundown plot in Amber Road

THERE'RE are patches of algae on the wall.

The paint is also peeling, showing off the even uglier weathered interior.

When you peek beyond the fence, you'll notice the overgrown weeds, unswept porch and dirty tiles.

The obvious sad truth is that this abandoned, dilapidated bungalow has seen better days.

Most people would not pay
$1 million for this pre-war house.

But to some property hunters, the value of this property lies in the land, not the house.

The asking price for this place - a cool $20m.

It is one of four pre-war houses on a plot of land along Amber Road.

The freehold plot is about 2,117 sqm, or about the size of seven tennis courts.

The land-owners - who will probably make big bucks from this sale - declined to be interviewed.

Property consultancy CB Richard Ellissaid the property is zoned for a 23-storey high-rise residential development.

Executive director Jeremy Lake said: 'There's a general interest from developers keen to buy land.

'This area is popular because it's near the beach, CBD area, Changi Airport and the Chinese Swimming Club.

'There aren't many such sites here available for sale.'

According to Mr Lake, the property could be about 80 years old.

They are currently negotiating with a few parties on the price.

BELIAU terdesak membiayai perbelanjaan rawatan ibu bapanya yang sakit sehingga simpanan dalam Tabung Simpanan Pekerja (CPF) ketandusan.

Flat empat biliknya yang baru dibeli tiga tahun lalu pula masih belum boleh dijual.

Oleh itu, Cik Sariah (bukan nama sebenar) tidak ada pilihan lain selain meminjam wang daripada ejen tailong yang dikenali sebagai Shaik Rassd.

Ejen itu pula meyakinkan Cik Sariah keikhlasannya membantu dan tidak mengenakan faedah terlalu tinggi.

Bak harapkan pagar, pagar makan padi, ejen itu atau nama sebenarnya Shaik Raheem Abdul Shaik Shaikh Dawood mengambil kesempatan.

Sebaik sahaja tanda tangan Cik Sariah tertera pada kontrak bertulis yang disediakan peguamnya, nasibnya sudah ditentukan ejen tailong itu.

Walaupun beliau hanya meminjam secara keseluruhan $27,000, bayaran yang dikenakan hampir $65,000.

Cik Sariah, yang kini menetap di Johor Bahru bersama suami warga negara itu, membuat perjanjian dengan Shaik Raheem agar tidak lari ke ejen lain apabila flatnya sudah boleh dijual dalam dua tahun sebagai syarat pinjaman.

'Manalah saya tahu dia nak buat macam itu sebab bila saya teragak-agak nak tandatangan kontrak yang disediakan, dia (Shaik Raheem) suruh saya baca bismillah dan supaya yakin,' katanya.

Menurut beliau, masalah kewangan semakin dirasa apabila bapanya diserang penyakit angin ahmar dan ibunya diserang pelbagai penyakit seperti jantung dan darah tinggi dalam 1997.

Pinjaman yang diambilnya secara beransur-ansur, tetapi bayaran yang dikenakan membuatnya terpinga-pinga seketika.

Flat empat bilik Cik Sariah di Woodlands itu berjaya dijual dengan harga $178,000 pada 1999 dan beliau hanya menerima wang tunai dari hasil jualan sekitar $46,000.

Apabila Cik Sariah mendesak bertanyakan baki wang $65,000, Shaik Raheem hanya memulangkan $3,000 daripada baki $38,000 selepas memotong jumlah pinjamannya.

DIPERANGKAP JANJI MANIS EJEN TAILONG
Ejen rumah Shaik Raheem Abdul Shaik Shaikh Dawood awal bulan ini dihukum penjara 22 bulan kerana bersalah menipu tiga pemilik flat HDB lebih $130,000. Penipuan itu berlaku antara Mei dengan Jun 1999 apabila flat mangsa dijual melebihi harga pasaran melalui firmanya, Shaik Rassd Realty. Ketiga-tiga mangsa tampil memberikan kisah sebenar yang berlaku di sebalik kes tersebut. Laporan oleh Khalid Khamis.

ENCIK Ibrahim Hassan sebenarnya tidak memerlukan sebarang pinjaman wang untuk berpindah, tetapi akibat termakan janji manis dan ingin membantu rakan, akhirnya beliau setuju meminjam wang daripada ejen flatnya.

Apa yang tidak disedarinya, niat ejen harta-nah bernama Shaik Raheem Abdul Shaik Shaikh Dawood, ada udang disebalik batu.

Menceritakan pengalamannya berurusan dengan Shaik Raheem, Encik Ibrahim, 51 tahun, berkata ejen itu memang pandai berkata-kata dengan janji manisnya.

'Saya sebenarnya tak perlukan wang sebanyak itu cuma hendak membayar duit pendahuluan bagi rumah baru.

'Jadi pada mulanya hanya pinjam $5,000, tetapi disebabkan ipar saya yang pernah berurusan dengan Shaik, dia yang suruh saya pinjam lebih sebab faedah yang dikenakan sedikit sahaja,' katanya lagi.

Pada waktu itu juga, seorang rakannya pula datang meminta tolong untuk meminjam $5,000 kerana masalah kewangan dan tidak mahu diisytihar muflis.

Disebabkan itu, Encik Ibrahim bersetuju me minjam $25,000 untuk perbelanjaan rumah baru dan membantu rakannya itu.

Namun Shaik menawarkan untuk beri pinjaman 'sahabat' $50,000 sebagai umpan meyakinkan Encik Ibrahim.

Tetapi kapten feri itu hanya mahu meminjam $25,000 sahaja dan bersetuju dikenakan cagaran sebanyak $50,000 daripada hasil penjualan flatnya dengan baki wangnya dikembalikan.

Bila flat sudah dijual, Encik Ibrahim terperanjat apabila faedah yang dikenakan setimpal dengan pinjamannya, $25,000.

Bila ditanya, ejen tailong itu katakan faedah tambahan dikenakan kerana berjaya menjual flatnya dengan harga melebihi harga pasaran.

Flat dua tingkat di Pending Road yang dibeli pada harga sekitar $117,000 itu berjaya dijual pada harga $404,000.

MEREMPAT SELEPAS DIPAKSA KELUAR DARI RUMAH SENDIRI
TANPA rasa belas ihsan, Cik Siti Norhijah Md Nordin, dipaksa keluar dari flatnya dan merempat di jalanan kerana tersepit dengan masalah kewangan.

Tetapi bukan kerana 'dihalau' keluar oleh pihak berkuasa, tetapi oleh ejen rumahnya, Shaik Raheem Abdul Shaik Shaikh, 54 tahun.

Puncanya, untuk mengelak daripada dipenjara kerana tidak melunaskan bayaran bil api air berbulan-bulan lamanya.

Dengan hati berat, Cik Siti Norhijah, yang baru dibebaskan dari penjara pada 2003 kerana kesalahan dadah, terpaksa me nuruti ejen rumahnya.

Balasannya, beliau diberikan $500 untuk membayar hutang yang tertunggak supaya tidak dipenjara kerana kesnya sudah dirujuk ke mahkamah dan wang memindahkan barangannya dari flat itu.

Di sebalik perjanjian untuk membantu wanita yang terdesak tersebut, Shaik Raheem mengambil kesempatan untuk meraih keuntungan daripada wang sewa flat Cik Siti Norhijah di Commonwealth itu.

Flat tersebut kepu nyaan Cik Siti Norhijah bersama bekas suaminya sebelum beliau dimasukkan ke Pusat Pemulihan Dadah (DRC) dalam 2001.

Apabila dibebaskan pada 2003, beliau diarahkan supaya hadir di mahkamah kerana tidak membayar bil api air.

'Pada waktu itu manalah saya ada duit. Saya sudah cuba berunding dengan pihak terlibat, tetapi hadapi jalan buntu.

'Saya berjumpa Shaik Raheem untuk minta bantuan sekitar April lalu. Dia kata boleh tolong dengan pinjamkan wang pendahuluan dan sewa-kan flat saya untuk dapatkan semula wang pinjaman itu.

'Dia terus suruh saya keluar rumah begitu sahaja tanpa memikirkan saya nak tinggal di mana,' kata Cik Siti Norhijah.

Sejak itu, Cik Siti Norhijah hanya tahu flatnya disewa kepada pasangan Filipina.

Pada September lalu, beliau cuma tahu flatnya sudah dijual dan tidak mendengar lagi daripada Shaik Raheem selepas itu.

Namun, sesen pun duit sewa tidak dirasanya.

patut these are the type kita kena set example..make matter worse i think the minah hubby still inside DRC..
