Roads Leading To Capital To Be Closed For Royal Event

Bandar Seri Begawan - Several roads leading to the capital will be closed this Sunday from 6.30am onwards to ensure the smooth running of the royal guard of honour parade for the 61st birthday celebration of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.
The RBPF Deputy Director of Traffic and Investigation Department, Snr Supt Matamit bin Hj Kanak, announced this during a press conference at the officer's mess of Gadong Police Headquarters yesterday.
The roads that will be closed are: the junction of Jalan Tutong (Batu Satu) and the connecting road of Sultan Hassanal Bolkiah Highway (in front of Baadiah Building); junction of Jln Tutong and Jln Dato Basir (in front of the BSB Fire Station); junction of Jln Dato Basir and Jln Lintang (Taman Jubilee); junction of Jln Tutong and JIn Kumbang Pasang Junction of JIn Tasek Lama and Jln Stoney (in front of Terrace Hotel); and the junction of Jln Tasek Lama, Jln Bendahara and Jln Kg Berangan (near Sheraton Hotel).
Other roads that will de closed are the junction of Jln Kiange and Jln Elizabeth 2 (near the Chinese temple); Junction of Jln Kiangge and Jln Pemancha; junction of Jln Kiange and Jln Cator; junction of Jln Kianggeh, Jln Residency and Mc. Arthur; junction of Jln Residency and Jln Subok: and, junction of Jln Subok and Jill Kampong Kiangge.
Members the public who wish to view the royal guar of honour parade can park their vehicles at Maktab SOAS and near the school's sports complex:
They can also park their vehicles at the roadside of Jln Istana Darussalam Sumbiling, Jln Residency and JIn Kg Kianggeh. However, the police stressed that members of the public must ensure that their vehicles are parked properly so that they do not disturb with the proceedings of the event and traffic flow.
Meanwhile, the police reminded invited guests to bring their parking passes and to clearly display them on their vehicles so that the traffic police can assist them.
The parking area for VVIP pass holders is Jln Elizabeth 2. There are eleven other parking zones ranging from the letters A to K.
Zone 'A' is the parking lot of Yayasan Sultan Haji Hassanal Bolkiah, Zone 'B' is the parking area in front of the Lapau Building, Zone 'C' is the parking area at Jln Bendahara (in front of the Royal Regalia Building) and Zone 'D' is the parking area at Jin Stoney (where the Public Services Commission used to be located).

Cooperatives Hail New Partnership As Step In Right Direction

Bandar Seri Begawan - The signing of a Memorandum of Understanding (MoU) between Brunei Industry Development Authority (BINA) and Cooperative College Malaysia (CCM) yesterday brought together leaders of the cooperative sector.
Public response to the signing of the MoU on facilitating cooperation between cooperatives in both Brunei and Malaysia was positive.
There is much to our benefit in terms of education and training, said Pehin Dato Paduka Hj Mandini bin Dato Paduka Hj Basir, the Deputy Yang Di Pertua of GKN (Gabungan Koperasi Nasional or National Cooperative Federation).
"(The signing of the MoU) is a positive move that will expand the horizons for our cooperatives, as we will have more venues for interaction and business matching," he added.
The recent cooperative drive by BINA has also expanded business networks.
Pehin Dato Mandini said that GKN was planning a study visit to ANGKASA (Angkatan Koperasi Kebangsaan Malaysia Berhad) and Singore's National Cooperation Federation.
"With the reciant reactivation of the GKN Executive Committee, we are still trying to draw in more members," he said, adding that the biggest challenge was to spark inspiration and motivation among the members of GKN.
"We need to prove ourselves, show our achievements and form a strategic plan," he said.
While the Chairman of `Kopersi Belia Kitani Berhad' (Youth Cooperative), Rahimi bin Perdi, hailed the MoU as "a step in the right direction", he stressed that there needed to be more awareness about cooperatives, especially among the youths.
"A lot of youths think that cooperatives are for retirees. In fact, anyone and everyone can benefit from forming this type of legal organisation," said the chairman of the Youth Cooperative, which currently has approximately 250 members.
During an open discussion with local cooperative leaders, CCM Head of Cooperative Administration, Law and Leadership Hjh Hayati Hj Mohd suggested that there were still people in the cooperative sector who do not fully understand what a cooperative is.
In Malaysia, it is compulsory for cooperative board members to complete a Cooperative Board Member course at CCM, Hjh Hayati said. "It is important that board members are fully aware of what it means to be a cooperative, how it can be best utilised, and learn about corporate governance."
Basically, a cooperative is a business identity that has social responsibility.
Hjh Hayati, meanwhile, said that members of cooperatives should not simply aim to make profit, but become more capable and more confident.
"The quality of board members can be seen in the quality of a board meeting. A board meeting among executive members should generate business ideas," she added.

Bandar Seri Begawan - His Royal Highness Prince Haji Al-Muhtadee, The Crown Prince and Senior Minister at the Prime Ministers Office yesterday consented to visit the Town and Country Planning Department, Land Department, Survey Department and the Housing Development Department, which come under the Ministry of Development.
The Crown Prince was greeted on arrival by the Minister of Development Pehin Orang Kaya Hamzah Pahlawan Dato Seri Setia Awang Haji Abduliah; Deputy Minister at the Prime Minister's Office, Dato Seri Paduka Awang Haji Eusoff Agaki; and Deputy Minister of Development, Dato Paduka Dr Awang Haji Mat Surly.
Also present to greet the Crown Prince was the Permanent Secretary at the Prime Minister's Office, Pengiran Dato Paduka Haji Abu Bakar; Permanent Secretary (Technical and Professional) Awang Haji Mohd Said; Permanent Secretary (Administration and Finance) Awang Haji Brahim; Commissioner of Town and Country Planning, Awang Kok Seng; Surveyor General Awang Haji Mohd Jamil; Acting Land Commissioner, Pengiran Haji Abd Wahab; officers and staff front various departments.
HRH the Crown Prince visited the Town and Country Planning Department first and was briefed on the history, organisation structure, functions, role and strategic planning by the Commissioner of Town and Country Planning.
The Town and Country Planning Department plays a role in organising 'spatial' plans as a guide for land progress and development, as well as to control the use of land or building in areas that are under the administration of the `Pihak Berkuasa Yang Layak Kawalan Kemajuan'.
The Crown Prince visited various sections and was briefed on each section's roles which is to ensure the use of land to its optimum by preparing plans and development schemes and duties of controllers and land and building development enforcers.
At the Survey Department, HRH was welcomed by Surveyor General, Awang Haji Mohd Jarnil Haji Mohd Ali.
HRH took a closer look at the Land Development Section, GIS Mapping Section, Information and Communication Technology Section, Geodetic Section, Cadastral Section and administration while being briefed by the Surveyor General on each division's functions and roles.
The Survey Department's goals are to provide international standard Geomatic services to facilitate planning, development and administration for the Sultanate's land and maritime affairs in supporting the Ministry of Development's vision.
HRH then visited the Land Department where he was welcomed by the Acting Commissioner of Land, Pengiran Haji Abd Wahab bin Pengiran Haji Hassan.
The Land Department plays an important role in organising a, system of land administration with quality, efficiency and effectiveness.
The Land Department is also responsible in evaluating land, its price, taxes and heritage and other taxes. The department makes sure taxes are collected effectively and systematically, as well as to ascertain that land is used in accordance to the rules under land laws for optimum benefit towards the government and the public.
HRH also toured various sections of the department such as property registration and real estate business, land registration, preparing paper work for land affairs for deliberations, receiving rents and land profits, investigation of development and usage of land, evaluation of prices for land and properties for the government, give out temporary licence, sand and gravel permits.
His Royal Highness also visited the administration section that deals with public complaints among others.
HRH the Crown Prince also visited the Brunei-Muara Land Office before touring the Housing Development Department.
The Crown Prince was greeted by the Director of the Housing Development Department, Haji Mat Salleh bin Haji Matusin and was briefed on the background and organisational structure of the department, its roles and responsibilities and the National Housing Plan projects.
HRH was also briefed on the e-SIK AP, which is one of the e-government projects of the Ministry of Development implemented by the Housing Development Department in its effort to integrate information digitally and to enable members of the public to communicate through its website. The project is 55 per cent complete.

Baju Kurung Triggers Minor Gas Leak In Seria

Bandar Seri Begawan - The free flowing baju kurung can trip the wearer if she accidentally steps over it but yesterday it came close to trip-pima the gas supply to shops and created a minor commotion.
An elderly woman's baju kurung got stuck in a gas pipe outside a row of shops along Jalan Bunga Seria and broke the pipe causing a minor gas leak.
At 12.33pm, Seria Fire and Rescue Department responded to a report of the gas leak from a store owner. Firefighters ordered vehicles to be moved away from the scene and shopkeepers were ordered to evacuate.
Relevant authorities were called in to locate the valve and shut off the gas. Store workers decided to play it safe and cleared the parking lot until the leak was fixed.

Call To Respect Malay Language

Bandar Seri Begawan - The Director of Arts and Literature Bureau Dr Mataim bin Bakar urged students, teachers, parents to respect the Malay language in line with its position as Brunei's official language as outlined by the Brunei National Board.
He told a religious public speaking competition among secondary schools and colleges at the Sayyidina Ali Secondary School in Kuala Belait.
"It was brought to our attention that a large group of students and youths are abandoning the use of quality and correct Malay language to the extent that the language is not practised in their daily lives.
"The matter is worsened when parents themselves encourage their children to use foreign language within the family circle and this is an unhealthy phenomenon and is a worrying trend in the country."
The chief guest said the religious public speaking competition is an activity that produces students with smooth deliberation skills, who are conversant and self-confident.
Without such characteristics, participants are unable to present good, logical, pragmatic and rational contents.
Awg Ahmad Zulwaqar bin Suhaili from Mahad Islam Brunei Tutong School emerged as the champion in the male category. His talk touched on the impact of drugs on the youth and nation. He obtained 91 per cent.
In the female category, Dyg Siti Khairunnisa binte Mohd Rosli from Sayyidina Ali Secondary School won first place. She talked on being kind to parents in religious terms. She obtained 92.5 per cent.
The guest of honour presented trophies to winners and certificates to participants.
Meanwhile, the event's chairman Awg Abd Ghani bin Hj Abd Kadir said the competition was jointly organised by the Religious Section, Curriculum Education Department at the Ministry of Education and Sayyidina Ali Secondary School Kuala Belait.
The 19-year-old competition aimed to expose talented students to public speaking, motivate and activate the students' mind to debate and gain courage in delivering a talk before a crowd.
This year, 20 government schools and colleges, four schools under the Ministry of Religious Affairs and four private secondary schools participated.

Brunei Darussalam 2007 Report To Woo Foreign Investors

Bandar Seri Begawan - The Government of His Majesty the Sultan and Yang DiPertuan of Brunei Darussalam and Oxford Business Group yesterday inked a Memorandum of Understanding (Moll) to publish the first edition of "The Report Series: Brunei Darussalam 2007".
The 150-page report, .which is targeted at foreign investors, is one of the most comprehensive books on the Sultanate's economy.
The signing ceremony, which was held at the CSPS, Sukma Indera Hall in Gadong, was between the Prime Minister's Office and Oxford Business Group (OBG).
Signing on behalf of His Majesty:s Government was Special Duties Officer at the Prime Minister's Office Awang Zainal Abidin bin Tinggal, while OBG was represented by its country director, Neslihan Aydagul.
YAM Pengiran Anak Khairul Khalil bin Pengiran Syed Haji Jaafari was among those who witnessed the signing ceremony. Also present were Permanent Secretary at the Prime Minister's Office Pg Dato Paduka Hj Ismail bin Pg Hj Mohamed, state dignitaries, senior officers and other invited guests.
To produce this extensive analysis, a team of six OBG analysts have been working closely with the Prime Minister's Office team for three months.
Awang Zainal Abidin noted that the publication of this report was aimed at enhancing the good image of Brunei and His Majesty's Government.
Meanwhile, OBG's country director lauded the commitment of His Majesty's Government to drive its economy forward.
"We are committed in helping Brunei achieve its full potential through our economic analysis," Aydagul said. "OBG believes that high quality analysis brings exposure and is a key component to attract new foreign investment while shining a spotlight on economic and business activities."
Brunei is the fifth country in the region to be featured in the prestigious OBG economic publication series.
"We are delighted to be covering Brunei as part of our research in Asia. We have had extensive subscriber interest in Brunei and hope that our research will be a valuable tool in detailing the extensive investment opportunities that are present," said Editor In Chief Andrew Jeffrey
The 2007 Brunei Darussalam Report will provide a comprehensive overview and analysis of the Sultanate's political macroeconomic environment.

The OBG's economic publication series is critically acclaimed and was recently hailed by Newsweek as one of the most authoritative guides available on emerging economies.

Bandar Seri Begawan - His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam has consented for the release of five detainees who were held under the Internal Security Act for their involvement in distributing counterfeit Brunei money in the country.
The five are: 40-year-old Awg Sofri bin Dahali, 51year-old Awg Haji Abdul Salam bin Haji Dollah, 40-yearold Awg Bakar bin Hj Bali, 58-year-old Awg Hj Razali bin Hj Kahan and 42-year-old Awg Juni bin Haji Garip.
They were released after undergoing rehabilitation at the Detention and Rehabilitation unit in Jerudong.
In taking their oath, the five regretted for their wrongdoings and swore their allegiance to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam and the government of His Majesty.
They also pledged to abide by the laws and regulations of the country.
The five were part of the 16 people detained by the Brunei Internal Security Department in February 2004 under
Section 3 (1) (a) Internal Security Act Chapter 133 for their active involvement in smuggling, possession, selling and distribution of counterfeited Brunei currencies to the public. Thirteen of those arrested are locals, two foreign nationals and the other a permanent resident.
Nine others involved in the counterfeiting syndicate were released in 2005.
In a statement from the ISD in February 2004, they assessed those activities as an attempt to sabotage the economic stability of the country. Thorough investigation revealed that those detained were actively engaged in smuggling, possession, selling and distributing counterfeited Brunei currencies through a number of syndicates since 2001. It was revealed that the counterfeit notes were printed and smuggled into the country from abroad.
A total of B$542,350 of counterfeit currencies were confiscated by the police in the early stages of their investigation and further probes resulted in B$241,200 more of fake currencies being traced and later confiscated by the ISD.
Among those present at yesterday's ceremony was Awang Haji Omar bin Haji Abd Rahman, Acting Deputy Permanent Secretary at the Ministry of Home Affairs.

Dept Explains Water Disruption Discolouration

Bandar Seri Begawan - Brunei-Muara and Tutong Districts have been experiencing yellowish water from taps since July 8, which is due to a high content of organic matter in raw water caused by heavy rains at upstream intake in Kuala Ambang, Tutong.
As of July 10, the quality of treated water from Bukit Barun Treatment Plant, especially the colour, is well within the required World Health Organisation (WHO) Standards, according to a press release from the Water Services Department.
Although the public is still experiencing the yellow water due to the remaining suspended solids in the reservoir and distribution system, the Department of Water Services said it is carrying out continuous operational and monitoring activities to bring the situation back to normal.
The department informed the public that the quality of the water received is still within the WHO Standards for drinking water, except for the colour of the water received.
Water quality is monitored every two hours from the treatment plant and random samplings on the distribution and consumer point are taken daily. The public is also advised to clean their individual tanks to improve the quality of water.
Meanwhile, some of the areas in the Brunei-Muara District are still experiencing water disruption and intermittent supply due to the effects of maintenance works at Bukit Barun Treatment Plant on July 10.
The department said it is making continuous efforts to stabilise the situation and appreciated the public's patience and response towards the efforts carried out by the department in providing temporary water supply.
It also added that it would do everything it can to inform the public of such inconveniences, if any, in the future.

Five Women, Six Men Arrested In Lumut Drug Bust
Bandar Seri Begawan - Five women and six men were arrested in a drug bust by the Belait Narcotics Control Bureau branch late Wednesday afternoon.
Two of the six Bruneian men who have been detained are working in a private company. The Belait NCB raided a house in Kampong Lumut at about 4.45pm.
According to the department, a few of the detained persons are frequent offenders.
During the raid, the NCB discovered a sealer and few packets of methylamphetamine, locally known as syabu, weighing (gross weight) 3.6 grammes.
Cash amounting to B$ 1,444, believed to be proceeds from the sale of drugs, was also found. The enforcement agency said that it suspects the house in Kampong Lumut was also utilised for other illegal activities.

Two Foreigners Held For House Break-In

Bandar Seri Begawan - Personnel from the BSB Police Station recently arrested two foreign nationals hours after a house break-in in Kg Menglait, Gadong.
This was announced yesterday in a press conference by Acting Senior Superintendent Pg Kamaluddin PSR Pg Haji Jaya, Deputy Director of Crime Investigations Department.
Police recovered an estimated $65,000 worth of stolen items from the suspects, in their late 20's, following a public tip-off.
Recovered were jewellery, a watch, laptop, digital camera, $15,000 cash, and US dollars, Thai Baht, Chinese Yuan, Singapore dollars, and Malaysian Ringgit totalling $25,000.
Investigations revealed the suspects have committed several house break-ins and theft in Batu Bersurat, Menglait, Beribi, Jangsak and Berakas.
Both men have been remanded for two weeks to help the police in their investigations.
The Crime Investigations Department, Royal Brunei Police Force thanked members of the public and the crime investigations section of the BSB police station for their cooperation in the arrest of the two men.

Laos Deputy PM Briefed On BEDB Projects

Bandar Seri Begawan - The Brunei Economic Development Board (BEDB) yesterday briefed the Deputy Prime Minister and Minister of Foreign Affairs of Laos, Mr Thongloun Sisoulith on the BEDB's projects focusing on the Sungai Liang Industrial Park (SPARK), Pulau Muara Besar and the I-Centre.
The briefing was also attended by Mr Somphet Khousakoun, Permanent Secretary at the Ministry of Foreign Affairs of Laos and Dr Bounthong Vongsaly, the Lao Ambassador to Brunei Darussalam.
In his presentation, BEDB Acting Chairman, Dato Paduka Timothy Ong emphasised that economic diversification for Brunei Darussalam must be based on the country's competitive strengths.
"Building in Brunei Darussalam's competitive strengths, the BEDB is committed to building new industries within as well as beyond the oil and gas industry in order to male more employment and business opportunities for the people of Brunei Darussalam," Dato Timothy said.

Loyalty To The Monarch Upheld

Bandar Seri Begawan - Imams reminded the people to be loyal to the monarch as is required in Islam, especially in regards to a monarch that places importance on the wdlfare of the people.
The message was conveyed by imams in yesterday's Friday sermon in mosques and suraus throughout the country.
"As people who are under the protection of the monarch, they need to be responsible in answering the calls made by His Majesty in his titah, as long as the calls made are based on good and that they are not against the teachings of Islam," the Imams said. "The responsibility of leading a country is not an easy task. It is a heavy task if it is carried by oneself and performed by oneself.
"It needs support, involvement and sacrifice from all parties especially government institutions as well as private sector organisations to jointly administer, develop and help the country to progress," the imams added.
People were also reminded that favourable success and development needs an engine of officers and personnel from the government as well as the private sector who are committed, efficient, honest, sincere, loyal and responsible
"With the involvement and support from all under the leadership of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, the nation has experienced many changes and progress, and enjoys peace with political stability and a strong economy," the imams said.
In conjunction with His Majesty's birthday anniversary on July 15, 2007, imams called on Muslims to be present at mosques, suraus and prayer halls all over the country to recite the `Surah Yassin', to hold lahlif and perform a thanksgiving prayer on Saturday evening to show appreciation to Allah SWT and loyalty to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

Brunei Maintains Steady Position In Worldwide Governance Ratings

Bandar Seri Begawan - Brunei continues to fare well in the latest World Bank's Worldwide Governance Indicators (WGI) report covering 212 countries from 1996 to 2006, which was released on Tuesday, July 10.
The latest ten-year report indicated that Brunei continues to be in third place in Mean behind Singapore and Malaysia in two areas of governance, namely Law Enforcement (Rule of Law) and Control of Corruption.
WGI in the ten-year report aims to present a picture of how countries have improved or declined in governance under the six components of voice and accountability, political stability, government effectiveness, regulatory quality, rule of law and control of corruption.
Brunei has managed to remain in the same position as it did a decade ago Brunei remains strong in the area of political stability, with a slight increment of 92.8 in 2006 from 91.8 in 2004 and 92.3 in 1996.
The country holds 2nd position behind Singapore in the Asean league 2006. Brunei also upped a bit in the area of Government Effectiveness with a score of 72.0 in 2006 from 71.6 in 2005.
In the Governance Scores for Asean Countries, Brunei came third with Singapore in first position and Malaysia in second.
Aart Kraay, lead economist in the World Bank's Development Research Group and co-author of the report said measuring governance posed unique challenges.
