Baru-baru ini, Kementerian Pembangunan Wanita, Keluarga dan Masyarakat mengumumkan akan menggubal Akta Warga Emas untuk melindungi kebajikan golongan itu sebagai persediaan mencapai status negara tua pada 2030.


Berdasarkan unjuran data Jabatan Perangkaan, sebanyak 15.3 peratus daripada jumlah keseluruhan penduduk negara ini berusia 60 tahun dan ke atas pada 2030.

Ia bermakna populasi warga emas ketika itu akan menjangkau 5.8 juta orang daripada keseluruhan 38.1 juta jumlah penduduk negara.


Oleh itu, penggubalan akta khusus untuk warga emas ini dilihat sebagai langkah positif bersifat holistik untuk melindungi golongan tersebut.


Antara kandungan akta berkenaan adalah melindungi kebajikan dan hak asasi warga emas, memperkasakan ahli keluarga dan komuniti, mewujudkan sistem sokongan yang kuat untuk warga emas dan mewujudkan sistem sokongan kukuh bagi penjaga.


Pada masa sama, kementerian itu akan meneliti kesesuaian dikenakan tindakan terhadap anak-anak yang tidak bertanggungjawab kepada ibu bapa dalam akta tersebut bagi memastikan kesedaran masyarakat umum tentang kepentingan menjaga warga emas meningkat.


Walaupun niat di sebalik penggubalan akta ini boleh dianggap baik, terdapat beberapa masalah dari segi pelaksanaannya.


Secara khusus, cadangan memaksa anak-anak untuk menjaga ibu bapa sendiri kemungkinan membawa beberapa masalah tidak dijangka.


Sebagai negara yang mempunyai nilai-nilai ketimuran, tanggungjawab menjaga ibu bapa yang tua dianggap sesuatu kebiasaan.


Namun, memandangkan keadaan ekonomi sebahagian besar rakyat, boleh dikatakan mustahil bagi anak-anak untuk menanggung tanggungjawab menjaga ibu bapa sepenuhnya.


Dibimbangi peruntukan tersebut hanya akan menyusahkan anak-anak yang sedang menghadapi cabaran untuk melangsungkan kehidupan sendiri, apatah lagi menanggung kehidupan ibu bapa mereka.


Tambahan pula, kita perlu mengambil kira situasi di mana sesetengah anak yang mungkin membesar dalam rumah tangga yang tidak selamat sehingga dia perlu mencapai kemandirian dari segi kewangan untuk melarikan diri daripada ibu bapa yang menderanya.


Tindakan memaksa anak untuk terus berurusan dengan penderanya adalah langkah tidak wajar.


Dalam pada itu, menjaga warga yang semakin hari semakin tua bukanlah tanggungjawab individu, malah merupakan tanggungjawab bersama masyarakat.


Kerajaan harus menginsafi­ hal ini dan merangka seterusnya melaksanakan langkah-langkah komprehensif sebaik-baiknya untuk menjaga kebajikan warga emas.


Lebih-lebih lagi kita harus sedar bahawa tindakan membebankan anak-anak yang sedang mengalami kesukaran dalam menampung kehidupan sendiri adalah tidak mampan.


Oleh itu, pendekatan holistik harus merangkumi peningkatan gaji dan juga perlu memisahkan negara kita daripada rantaian bekalan global yang menurunkan gaji pekerja.


Perlu juga diperkenalkan Skim Pencen Warga Emas bagi memastikan setiap warga emas yang tidak menerima pencen mendapat bayaran RM500 sebulan daripada kerajaan.


Kerajaan harus melunaskan tanggungjawabnya terhadap rakyat dalam merangka dasar berkesan, bukannya meletakkan beban tersebut di bahu orang yang sedang mengalami impak negatif akibat angkara golongan pemodal. – Utusan Online
