Terowong runtuh, 3 mati, 17 terperangkap

BEIJING 16 Nov.

China drought deprives millions of drinking water
By Andrew Torchia

SHANGHAI (Reuters) - Millions of people and cattle in north China face shortages of drinking water because of a severe drought, the government said on Saturday, promising to speed up disbursement of billions of dollars of subsidies to farmers.

State television quoted disaster relief officials as saying 4.4 million people and 2.1 million cattle lacked adequate drinking water. Official media have described the drought as north China's worst in half a century.

The Ministry of Finance said it would accelerate disbursement of 86.7 billion yuan ($12.7 billion) of annual subsidies for farmers to assist grain production and minimise the impact of the drought on rural incomes.

The government is particularly anxious to avoid a drop in rural incomes because of the threat of social unrest as millions of migrant workers, laid off from urban jobs during China's economic slump, return to the countryside.

Instead of distributing the farm subsidies evenly over this year as it did in the past, the finance ministry said it was immediately disbursing the entire 15.1 billion yuan earmarked to supplement the incomes of grain farmers.

It is also immediately disbursing part of a 71.6 billion yuan sum earmarked to aid capital spending by farmers. The ministry called on provincial governments to deliver that money into the hands of farmers in the worst-hit areas within a month.

However, meteorological officials said there were signs that better rainfall in coming weeks would ease the crisis. Rainfall is forecast for the next 10 days, the official Xinhua news agency quoted the China Meteorological Administration as saying.

Xiao Ziniu, director of China's National Climate Center, was quoted as saying most of north China's wheat belt was expected to receive slightly less than or nearly normal rainfall in March.

Xiao said earlier in the week that losses in China's winter wheat fields could be limited to just 2.5 percent if farmers moved quickly enough to irrigate their fields.

The drought is hitting eight provinces which contain about half of China's wheat-growing areas. As of Friday, 10.7 million hectares of wheat-growing fields had been affected in those provinces, the Ministry of Agriculture said.

Of that area, 4.5 million hectares were seriously damaged and 420,000 hectares suffered destruction of wheat shoots, the ministry said. Just over half of the total affected area had been irrigated so far.

China's Severe Task In Battling Drought

By Tham Choy Lin

BEIJING, Feb 10 (Bernama) -- In the next two weeks, China will anxiously watch the skies for much-needed rain as it battles to save crops and ensure adequate drinking water in the worst drought gripping the northern swathe of the country in half a century.

"Now is the critical period for the growth of winter crops. If in the next 15 days, there is no effective rain, the situation will be more severe," Water Resources Vice-Minister E Jingping told the media on Tuesday.

He said a "daunting task" was still ahead although the situation had eased considerably in the past two days due to some rainfall and measures to channel waters to hit areas.

Nearly 3.5 million people, 1.66 million livestock and nine million hectares of farm continue to be hit by water shortage.

A scarcity of rain, freeze and earlier irrigation due to the lack of water were the main factors causing the drought, instead of human activity, the vice-minister said. He said water had been channeled to more than 60 per cent of wheat-planted areas at a rate of 600,000 hectares daily, and most affected areas would be irrigated within 10 days.

China has issued the highest emergency to deal with the situation, which is threatening over 40 per cent of the country's winter wheat output.

The drought has spread to 15 provinces and many have been parched without rain for 80 to 100 days.

Water has been diverted from the Yangtze and Yellow Rivers to the affected areas, and last week, rockets and shells were fired into the skies to force down rain through cloud seeding.

Over the weekend, Premier Wen Jiabao had ordered top priority for relief efforts during a visit to Henan province, which provides 10 per cent of the country's agriculture crops and a quarter of wheat yield.

State media reported Wen as saying the fight against drought was crucial to ensure grain supplies and the country's efforts to stimulate domestic demand in the current global economic crisis.

73 dead, dozens trapped in Chinese mine: state media

Seventy-three workers were confirmed dead and dozens trapped underground after a gas blast early on Sunday at a Chinese colliery, the worst accident to hit the nation's mines in more than a year.

More than 400 miners were on the job when the explosion ripped through the mine overnight, the official Xinhua news agency reported. Some of the victims died after being rescued from the mine, it said.

The death toll makes this the most lethal accident reported in China's disaster-prone mining industry since 105 people died in a mine explosion in December 2007, also in Shanxi.

President Hu Jintao and Premier Wen Jiabao issued instructions to do everything possible to save those still trapped inside the mine, state television reported.

One man told Xinhua that a mere coincidence had saved him from being among those trapped Sunday at the Tunlan coal mine.

"I should have been among them, had I not changed my shift with another miner," said the man, who declined to be named. "He is still underground. I hope he is alive."

Xinhua said dozens of rescuers had gone underground at midday in search of those still missing. A total of 436 were at work when the blast erupted, and more than 300 miners escaped alive, the agency reported.

According to state media, more than 3,000 people died in Chinese coal mines in 2008.

However independent labour groups have long maintained that China's mining death toll is much higher than the government says, as local mine bosses and regional leaders cover up accidents to avoid fines and costly mine shut downs.

Government figures also show that almost 80 percent of the nation's 16,000 mines are illegal.

Most of the miners rushed to hospital after Sunday's accident had suffered carbon monoxide poisoning, Xinhua said, citing doctors at the Xishan Hospital of Coal and Electricity.

A photo posted online showed one of the survivors, apparently unconscious and with a blackened face, being rushed to medical treatment.

A total of 113 miners were under observation at hospital, including 21 whose injuries were "relatively serious," according to Xinhua.

The mine, which has an annual capacity of five million tonnes, is operated by the Shanxi Jiaomei Group, according to Xinhua.

It said that it was considered a relatively safe mine, with no accidents reported over the past decade.

Zhang Baoshun, the head of the Communist party in Shanxi, told them to take care and avoid getting hurt while carrying out their dangerous work.

China has vowed for years to improve safety at its mines, but has been hampered by a lack of resources to effectively supervise the sprawling industry, a major employer of destitute migrant workers.
