golongan less IQ menguasai ekonomi & genius ppl?

In rich and developed countries,
Super smart become Scientist / Academics,
Smart become Businessmen / Entreprenuers / Industrial players
Mediocre Becomes politicians at the disposals of Businessman,
Less smart join the rat race and become the feeder to all above
Basic intelligence group to do odd labours and low skilled jobs.

In Mid Developing countries
Super Smart leaves the country to become scientists and academics in developed countries
Smart one becomes scientist and academics
Mediocre one becomes Businessman and Entreprenuers
less smart becomes politicians
Basic intelligence group become the economic feeders
Basic intelligence group work on low skilled jobs too.

In less developed countries
Super smart leaves to oversea to work as academics and scientist
Smart leaves to oversea to venture into business band entrepreneur
Mediocre leaves to oversea to find better job and employment
Less smart becomes scientist and academics
Basic intelligence group become businessman/ entrepreneur
Basic intelligence group becomes politician
Basic intelligence group becomes economic feeder
Basic intelligence group become odd labours

And this vicious cycle will make sure every countries' status quo remains.
To make your country develop, you need good talents. Good talents to run business, academics, politics, and economy.
But the situation of this world is such that whenever you groom talents, they first consider opportunity elsewhere first knowing that the future is better somewhere else. They will always say that their country is too backward and cannot accomodate his talent/ start ranting and complaint about his country.
But we all know, without these talents, how are things going to change?
Globalization created the situation where mediocre or developing nation will never be able to retain their talents. Without the ability to lure talents, they can't become developed nations. (With the exception to few). This scenario happens rampantly in the 80s and 90s till today, where barrier between countries for the most talents are basically non existence.
How to break away from this brain drain vicious cycle?

So OP, what is Malaysia in this ranking? High, Mid or low developed country ?
