Ride home? $45 ...no meter | For crowds of party-goers leaving New Year bashes last Monday mornings, the thousands of cabs on S'pore streets were hard to find. Weary revellers trying to get rides home were met instead by taxi touts... | | January 09, 2007
| |
| |
THE weather held up and the festive atmosphere was infectious.
| [size=-2]Cut-throat cabbies aren't new. This file picture from an August 2006 The New Paper report shows cabbies striking a deal with tourists at Boat Quay. | Yet, some revellers saw red after ringing in the New Year last weekend.
Some say they walked up to two hours before they got a cab while others insist they got hustled into paying cut-throat rates for a street pick-up.
Ms Nadia Gomes, 31, a marketing executive, claimed two cabbies asked for $45, for what should have been a $20 trip.
PACKED TAXI STAND
She had left a New Year party at Clarke Quay around 1am.
Seeing the taxi stand packed with people and the line hardly moving, she returned to the party.
Said Ms Gomes: 'I thought the situation would get better later.'
Around 3am, she and her boyfriend returned to the cab stand only to see more people, some frantically using their mobile phones to call for a cab.
She added: 'I saw and overheard one driver getting out of his cab to negotiate prices. It was ridiculous.'
So the duo waited across the road opposite Liang Court Shopping Centre.
Some 10 minutes later, a cab stopped and its driver asked them for $45.
About a half hour later, another taxi came along, a white Mercedes.
The same thing happened.
Said Ms Gomes: 'He asked for $45 too. I was angry. But my boyfriend was tired so he bargained it down to $35. The driver seemed desperate because he agreed immediately.'
They forked out $35 for a trip to Loyang Avenue that should normally cost up to $20, including the late night surcharge.
Added Ms Gomes, who is from the Philippines and has been working here for about four years: 'This is the first time I've faced this. It is pure exploitation and it is unacceptable.'
NO RECEIPT
She could not recall which company the cab belonged to. Nor did she record details like taxi car plate number or the driver's name which is displayed prominently at the front seat.
She did not ask for a receipt and neither did the driver issue one.
Ms Gomes explained: 'We gave in because we were so tired. We waited an hour and tried calling all the booking lines, but we never got through.'
Mr Michael Tham, 19, a national serviceman, was another reveller who had trouble finding a cab in the same area.
He left the Ministry of Sound before 3am, with his girlfriend.
Seeing a long queue of about 50 at the cab stand, they decided to walk out of the area.
Said Mr Tham: 'We ended up walking for nearly two hours. Even the few empty cabs we tried flagging did not stop.
'My girlfriend had to take off her shoes and use my socks to walk. It was such a tiring and frustrating time.'
Mr Tham and his girlfriend walked past Chinatown and went towards the Havelock Road area where they finally got a cab at 4.35am.
He added: 'We tried calling for cabs for the whole two hours but the lines were busy all the time.'
But he did not have to pay an inflated charge, like Ms Gomes.
TOURISTS PREYED ON
There have been reports of overcharging before.
The New Paper reported in August 2005 that some cabbies were preying on unsuspecting tourists at Boat Quay, asking for $50 for a short trip to Orchard Road.
ComfortDelGro, which runs the largest fleet of more than 16,000 cabs, said its drivers must charge a metered fare when accepting street pick-ups.
Hourly charges for its Mercedes limousine service, which includes the Presido, Sovereign and MaxiCab, are available from $39 only through a booking hotline.
Both Premier and SMRT taxi spokesmen also said they too do not allow their drivers to negotiate fares.
Cab companies said they rely on spot checks and feedback to nab errant drivers.
These drivers are then counselled or, in rare cases, sacked.
Said a ComfortDelGro spokesman: 'Last year, we conducted over 40 spot checks in Clarke Quay. We warned 16 drivers and sacked one driver.
'We have also received a complaint of touting on New Year's Eve which is still under investigation.'
CABBIES DISCIPLINED
Though Premier taxis had not received any New Year-related complaints, it disciplined 69 cabbies last year. Fewer than half of these involved overcharging.
The Land Transport Authority (LTA) is aware of these errant cabbies and said it is working with the cab companies and Traffic Police to conduct regular spot checks.
But its spokesman said some cabbies are seasoned enough to identify enforcement officers and escape detection.
Said LTA spokesman Naleeza Ebrahim: 'Even when we send new officers, these experienced drivers are able to recognise 'civil servants' and they would disperse as a precautionary move.'
REPORT OFFENCES
This is where the public can help.
She added: 'What we really need is for the public to recognise that they can also play a part by reporting the offences of the drivers by calling LTA with the taxi licence number, or even driver's name, and the time and place of the incident, and the name of the taxi company.'
The LTA hotline is 1800-CALL LTA (1800-2255-582).
Cabbies can also be hauled up for refusing to pick up passengers when their cabs are empty and they do not have an 'On Call' or 'Changing Shift' sign.
They can be penalised for refusing to take passengers to their desired location unless a destination is displayed.
LTA said it investigates all complaints thoroughly.
Cabbies found guilty can have their licences suspended or revoked if they chalk up too many demerit points.

Horror in Hong Kong | Bus drags girl, 6, with coat caught in door | January 10, 2007
| |
| | A 6-year-old girl was dragged and killed by a mini-bus after her coat got caught in the door as it drove off in Hong Kong yesterday.
| [size=-2]Shocked onlookers wait for help to arrive as 6-year-old Tam Yi-Kwan lies on the ground after being dragged by the bus. -- APPLE DAILY, ORIENTAL DAILY NEWS | Little Tam Yi-Kwan cried out 'Mummy' once before being dragged for 15m under the bus in front of her horrified mother, reported the Hong Kong media.
She suffered severe head injuries and was pronounced dead at Kwong Wah Hospital at 12.30pm.
The 48-year-old driver, identified only by his surname Wong, was arrested in connection with her death.
He was released on HK$5,000 ($980) police bail and has to report back on 8 Feb.
The bus has been sent to the Ho Man Tin police vehicle checking centre.
| [size=-2]The distressed bus driver. -- APPLE DAILY, ORIENTAL DAILY NEWS | FOLLOWING MOTHER
The police said Yi-Kwan was on her way to the Heep Woh Primary School in Kowloon City, where she attends the afternoon session, with her 42-year-old mother when the accident happened.
Witnesses said Mrs Tam stepped off the bus first near Embankment Road holding her daughter's schoolbag, with Yi-Kwan following closely behind.
But the little girl's feet had scarcely touched the ground when the bus moved off with her coat snagged in the door.
A startled Yi-Kwan called for her mother and struggled briefly, but could not free her coat as the bus took off.
Her mother screamed and the driver of a car behind the bus honked for it to stop.
But the bus driver braked only after the girl had been dragged 15m.
Police spokesman Vincent Wong Kwok-yan told the Hong Kong media:
| [size=-2]The child's distraught mother, who witnessed the tragedy. -- APPLE DAILY, ORIENTAL DAILY NEWS | 'The bus moved off and she was pulled down to the ground before the rear wheel ran over her head.
'I don't think the driver knew. Her mother ran after the bus and hit it before the driver stopped.'
Mr Wong said it seemed the driver had moved off without checking to see if the girl had cleared the door.
The Education and Manpower Bureau sent psychologists to the school to counsel staff and pupils, including a Primary Six girl who witnessed the accident.
School principal Wong Yuk-Tong said: 'The girl's mother is very upset but has a strong will.
'She said she will carry on for her son.'
Yi-kwan's older brother is a Primary Six student at the school.
The police questioned passengers on the bus, which was en route from Yau Tong to Mong Kok.
Mr Au-yeung Ming, director of the Motor Transport Workers' General Union's mini-bus driver branch, called on drivers to be more patient.
He said drivers should wait until the passenger is at least a few steps away from the bus.
He added that door sensors would not have averted such a tragedy because they could only detect large objects such as school bags and not thin strips of fabric.

ALL she wanted was a taxi ride.
But Madam Chen Way Lee, 27, ended up with more than that.
The Singaporean had her modesty insulted when a taxi driver allegedly talked dirty to her.
First, a conversation about where she was from turned into one about China girls. Then, he began comparing her to prostitutes in Geylang and made lewd remarks about condoms and her chest size.
Said Madam Chen, a freelance researcher: 'He said that if I were in Geylang, there would be a long queue for me because I looked very cute.
'He added that he would be the first one to line up for me.'
The ride so far had lasted about nine minutes, but it was long enough for Madam Chen, who decided she had had enough.
She got off before the taxi had got to her destination, preferring to walk the rest of the way.
She also made a police report.
The taxi company concerned has since ended its arrangement with the 49-year-old driver.
The abuse began soon after Madam Chen got into the taxi at Newton Road on the afternoon of 29 Dec to go to Buffalo Road, off Serangoon Road.
Less than a minute into the ride, the cabby started talking to her in Mandarin.
Said Madam Chen: 'He asked where I was from. I thought it was a healthy topic and so I jokingly told him to guess if I was from Hong Kong or Taiwan.
'He asked me why I didn't put up China as a choice.
'He commented, 'Why is it that so many girls don't like to say they are from China?
'Is it because China girls who come here as mostly prostitutes?' '
Madam Chen said she was shocked by his remark.
She told the taxi driver, whom she described as a partially-bald man in his 40s or 50s, that not all girls from China are prostitutes.
'I told him there are women from China who work in proper jobs and put in long hours.'
JUST WARMING UP
But he was only warming to his theme.
According to Madam Chen, he told her that she didn't look like a China girl because her chest was smaller.
But he said she was cute and that he would be the first to line up for her if she were in Geylang.
This left Madam Chen speechless.
She said she had talked to him in the beginning because she thought it would be a normal conversation.
She said she kept quiet when he kept talking about prostitutes and sex.
She also claimed that he drove more slowly while talking to her because he wanted to prolong the conversation.
'(He also) said that all prostitutes from China want their customers to use condoms. He said he doesn't like to use condoms because of his personal preference.'
That was the last straw. She told him to stop the car and let her off, even though she was still some 500m from her destination.
She said: 'Before I alighted, he said jokingly, 'Don't mind, ah. I talk like that.'
Madam Chen said she did not tell him off because she was disgusted and wanted to leave as quickly as possible.
After paying the fare, she decided to walk the 500m to Buffalo Road, where she was to meet her husband, Mr Yap Min Wei, 29, a Singaporean.
POLICE REPORT
The couple, who work in the same company and had wanted to do some work together that day, changed their plans after Madam Chen told her husband about the driver.
Mr Yap said: 'I was very angry. I called my boss to let him know we have to take some time off to make a police report.'
Madam Yap remembered the taxi's licence plate number, but forgot to get the driver's name.
They filed a police report that day at the Central Police Division in Cantonment Complex.
