Wet, Wet Weeks Ahead: Forecast
By Azlan Othman
Bandar Seri Begawan - The weather in Brunei will continue to remain generally wet over the next fortnight.
According to the Duty Forecaster of the Meterological Office at the Civil Aviation Department yesterday, Brunei is currently in the late inter-monsoon period transiting, gradually into the South West Monsoon. During the inter-monsoon, the weather over the country is largely influenced by the diurnal variation of the country, which is the sea breeze and land breeze effect.
Moderate to occasionally heavy around midday now and again, is the norm.
While thunderstorms and heavier showers almost develop over the inland in late afternoon, they usually dissipate to coastal areas either by late afternoon or early night, and continue to move out to sea.
The weather usually remains at sea overnight but gradually dissipates by mid morning. The Met Office added that the intensity of the showers is usually dependent on the strength of the two local breezes which would be further enhanced by the presence of active areas of weather development close to the country such as the Northern Inter-Tropical Convergence Zone (NITCZ) and tropical cyclones.-- Courtesy of Borneo Bulletin |

The Filipino workers at the Maine Police
Station after they were rescued
SOS Near Oilrig: 13 Fishermen Rescued
By Azlan Othman
Bandar Seri Begawan - Brunei's Marine Police rescued a group of fishermen near an offshore oilrig when their fishing trawler was sunk by big waves on Friday evening.
The Marine Police said yesterday that at around 5pm on Friday, a fishing boat called "SAHA 8" manned by 13 Filipino workers under the contract of a Bruneian employer departed from Muara at 6pm to fish outside Maharaja Lela oilrig with 300 degrees bearing.
At around 9pm, a big wave tipped the bow of the boat into the sea and the workers tried to remove the water before more waves hit and sank the boat. They seeked help by contacting their employer and jumped into the sea to save themselves and climbed into their skip boat.
In describing the chronology of the event, Marine Police said they received the distress call at 11.25pm from the police headquarters operations room in Gadong. The Marine Police immediately alerted the Ministry of Defence and Brunei Shell Petroleum (BSP) Co Sdn Bhd for a search and rescue operation.
Marine Police led by Insp Shamsulnahar was later dispatched at 11.45pm using their high-speed boat "Pemintas".
It was just past midnight, at around 12:40am that the police were informed that the sinking boat was located between Pilong and Champion rigs and their skip boat was drifting and could not last long.
The "Pemintas" approached Champion Sea and succeeded in locating them at 12 nautical areas from the last green pole.-- Courtesy of Borneo Bulletin |

Teach Your Kids The Value Of Money
By Fei Phoon
Bandar Seri Begawan - It's never too early to teach children where money comes from, a Malaysian financial consultant told Bruneian parents at a Friday night talk.
Wong Chai Soon, who is here to promote a programme called the Financial Quotient Camp, said that children tended to settle their attitudes towards most things, including money, around the age of 12.
He cited studies concluding that parents only had as little as a five per cent chance of contributing to their children's attitudes beyond the aforementioned age.
"Many parents think it is more important to earn more money than to teach their children how to manage money," said Wong. "Our immediate response is: kids have no money - how could they possibly know how to manage money?"
On the other hand, he said that in the course of continuously fulfilling children's requests for more money, it should become clear to parents that "it will never be enough". Turning a blind eye to the problem would only result in it gradually snowballing out of control, such as being driven to committing theft or damaging monetary blunders in later life.
"Many parents assume that their children will learn how to manage their finances on their own accord as they grow older, but in reality most people learn over a very long time, and after plenty of mistakes," said Wong. "Normally the people who declare bankruptcy are not poor people. Many of them are well to do and come from a good background," he added. He discussed research which revealed that a staggering 80 per cent of three to six year olds said they thought money came from "Dad's pocket", was "a gift from the bank", or magically "came out of a wall". Only 20 per cent understood that money was earned from work. "There were children older than 12 years old who still didn't understand where money came from; some believed that money came from the government!"
Children are the most vulnerable to aggressive modern-day advertising and marketing strategies and could lead them to develop a habit of spending and borrowing beyond their means. Parents should take on the responsibility of teaching their children to distinguish between needs and wants, and allocating amounts towards long and short term objectives. Wong, a father of three, hinted that the logic behind purchasing decisions was not difficult, even for young children to follow.
The camps accommodate 300 participants at a time and provide various levels of financial education to all age groups, from older teens to young adults.
Over the few day course, various activities are arranged for participants, such as visits to a financial institution or bank, a farm and a centre for special needs people. The exposure is necessary for children to realize how lucky they are, and the direct connections between hard work, careful planning and financial rewards. Further activities involve making simple craft items and sent out to find sales on their own.
"This is still the best way to impress on them just how difficult is 'difficult'," he said. The participants are given basic finance lessons, such as calculating compound interest as those accompanying credit card accounts and older students are introduced to the stock market and the basics of investment.
He has two bestselling books in Mandarin, most notably If You Don't Care For Your Money, Then Your Money Won't Care For You with plans to produce an English version. The first holiday camp in Brunei will be held at St George's School from June 21 to 23. -- Courtesy of The Brunei Times |

Cultural Sensitivity Vital To Spreading Islam
By Sobrina Rosli
Bandar Seri Begawan - Understanding, accepting and respecting other cultures and religions are vital to spreading Islam, as these make it easier for non-Muslims to comprehend the ways of Islam.
These sensitive approaches are to be emphasised during the six-day Basic Dakwah Course that will be attended by 65 participants - officers and staff of various ministries and departments.
"When we understand the religion and culture (of nonMuslims), they become more comfortable as they see that there is an apparent acceptance of their beliefs," Juliana Budin, a public relations officer at the Islamic Dakwah Centre, said in an interview with The Brunei Times. "They would be more willing to interact (with us)."
The course is basically aimed at educating and guiding participants on how to interact with non-Muslims whom they directly or indirectly interact with, particularly those living in rural areas. It is also to disseminate knowledge on different beliefs as well as other issues related to it. She explained that the course, which is held annually, will involve visiting rural areas. This year the course participants will be visiting the Menderam Besar Long House in Mukim Labi, Ulu Belait. "We will also be visiting them nearing the time for Maghrib prayers. The participants will be performing the prayers in the long house, as well as having meals with them to show the Muslims' acceptance of nonMuslims and not stereotyping them," she said.
"The participants will then be divided into groups to give them the opportunity to interact with the indigenous people and they all can have a discussion on Islam. We use a soft approach to encourage them," she added.
Juliana Budin said that the course would be beneficial to participants because it prepares them to respond to any inquiries regarding Islam.
The course will be conducted by 10 officers of the Islamic and Guidance Conservation Section, Women Guidance Course Unit and the Lectural and Media Electronic of the centre, which is Brunei's main office for the propagation of Islam.
The topics which will be covered include Dakwah Methodology towards Non-Muslims and Introduction to the Christian Religion and its History. The course starts today and ends on May 26. -- Courtesy of The Brunei Times |

Shortage Of ICT Experts Forecast In 5 To 10 Years
By Hadi DP Mahmud
Bandar Seri Begawan - Brunei Darussalam will face an acute shortage of ICT personnel five to 10 years from now.
"The in-country talent pipeline for IT professionals is insufficient to meet the forecast demand," Deputy Minister of Communications Dato Paduka Hj Yusoff Hj Abdul Hamid was quoted as saying by Oxford Business Group (OBG) in a recent paper that discusses the projects aimed at raising the supply of IT professionals in the sultanate.
"We need certified IT training centres of international standards within Brunei Darussalam to produce ITcertified personnel, trainers and other major IT professionals," said the deputy minister in the paper by OBG, a publishing and consulting group that focuses on emerging markets in the Middle East and Asia.
Dato Paduka Yusoff Abdul Hamid added that having the right IT-literate workforce may boost the sultanate's capability and competitiveness in meeting the challenges of globalisation. KPF Comserve, a local ITtelecom company that began operation in 1996, has formed a strategic partnership with SAP, a global provider of business software, to build a training facility in Brunei.
The two will create a programme to give people in the sultanate the opportunity to develop the skills and expertise needed in the ICT sector and fill the hundreds of vacancies available in the industry, OBG said.
SAP has a customer base of 38,000 worldwide and these include Microsoft, Nokia, Airbus, IBM and BMW, while KPF Comserve's clientele includes the Ministry of Defence and Brunei Shell Petroleum.
With the vacancies available in the sector, the ICT programme will facilitate employment by giving Bruneians a marketable degree that will have international recognition.
"Universiti Brunei Darussalam and the Authority for Info-Communications Technology Industry of Brunei Darussalam have shown interest in the training programme, which will be up and running by the second half of the year. The goal is to attract young entry-level professionals into the industry as well as create a network focusing on knowledge sharing between industry leaders. This in turn should facilitate business between communities and nation members in the region," said OBG.
The Brunei Economic Development Board (BEDB) was also cited as taking steps to promote the national ICT sector by encouraging technological ventures among SMEs. In achieving this, BEDB has introduced an initiative to implement an I-Centre that will serve as a platform for existing businesses and start-ups to access the facilities they need to promote themselves and penetrate the market further.
"Through the I-Centre, we hope to sow the seeds for a Brunei ICT industry that is internationally competitive," BEDB chairman Timothy Ong was quoted as saying. The centre is expected to be fully operational in August and will house 16 offices. Not to be left behind, well established companies in the sultanate are also taking steps to keep up with neighbouring countries, such as Singapore, Malaysia and China, by reassessing their technological resources, said OBG.
Haji Marsad, chief operating officer of DST Group, the country's leading mobile cellular provider, told OBG: "We see significant growth in the ICT area as a telecoms provider ... Our future direction will be to address this. We need to look at our strategy and see how we can develop our ICT capabilities to meet technological demands."
"Brunei is hoping to move in the same direction as Canada and the US in developing its ICT industries and increasing Internet penetration. For this to happen, the government will be focusing on building up human capital and talent to supply the ICT sector," the paper stated. -- Courtesy of The Brunei Times |

HM's Police Outrider Suffers Injuries
By Waleed PD Mahdini and Hadi DP Mahmud
Bandar Seri Begawan - A police outrider of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam's escort sustained serious injuries during rush hour traffic late yesterday afternoon after a collision with another vehicle at Jalan Beribi.
According to witnesses who saw the incident,, the collision occurred between one of 'the police riders on His Majesty's motorcade, which was moving from Jalan Telanai to Sengkurong with another vehicle that was moving from the intersection at Beribi to Sengkurong.
His Majesty, who was driving closely behind the police rider swerved immediately to avoid the collision that unfolded in front of his vehicle.
Witnesses then reported seeing His Majesty stop his vehicle and climb out, which ground rush hour traffic to a standstill.
A good Samaritan, who according to witnesses said was driving a blue Suzuki Vitara, was approached by the monarch, who then climbed into the vehicle.
It was unclear where the vehicle with the monarch in it was headed for. According to a reliable source at Ripas Hospital, the fallen rider suffered serious head injuries as a result of the collision and was admitted to the Intensive Care Unit, where he was put on life support.
Several onlookers had earlier described that the rider skidded from his motorcycle upon colliding with the car.
There has been no official word from the authorities but according to reliable onlookers at the scene, it is believed that His Majesty is safe and well.
Authorities have in the past repeatedly advised motorists to pull their vehicles to the side of the road and allow emergency vehicles, such as ambulances and fire-engines as well as official motorcades to pass through.-- Courtesy of The Brunei Times |
