IBU TUNGGAL BUNTU DEK ATURAN SEWA FLAT

Dog owners behaving badly | They're scared to go home | Family hides in house or lift because their neighbours lets dogs roam freely around their shared corridor | By Celine Lim And Ng Huihui |
| January 09, 2007 | | | | |
| |
| | THE daily 3-metre walk from the lift to their four-room flat is a heart-thumping experience for Ms Shen's two daughters. | Ms Shen shows how her younger daughter hides behind her when the lift door opens, in case the dogs appear. -- NG XINYAO 'My younger daughter hides behind me if the dogs run towards us when the lift door opens. When that happens, I shout for my neighbour to get her dogs and take them into the flat.' - Ms Shen
|
The girls, aged 9 and 13, are afraid of dogs. And their neighbour's two small dogs roam the HDB corridor, unleashed, two to three times a day. That is what Ms Shen told The New Paper.
The 39-year-old part-time administrative officer knew her immediate neighbour had dogs when they bought their Marine Parade home more than a year ago.
She believes one of them is a pomeranian, and the other, a terrier-like breed.
Ms Shen claimed she has spoken to her neighbour about her dogs making her daughters uncomfortable, but that nothing has changed.
She did not want to give her full name, or be photographed in full, for fear of offending her neighbour, as both of them share the same corridor area.
Ms Shen claimed her neighbour lets the two dogs out daily to urinate on old newspapers laid down in the corridor.
She said: 'The problem is that the urine leaks onto the floor and it often stinks. Our neighbour used to spray perfume to mask the smell, but not anymore.
URINATE ON FLOOR
'After urinating, the dogs run around for about five minutes.'
She claimed she has to escort her younger daughter home from school which is a 10-minute walk away, each day, in case the dogs are out.
Ms Shen claimed: 'My younger daughter hides behind me if the dogs run towards us when the lift door opens.
'When that happens, I shout for my neighbour to get her dogs and take them into the flat.'
She said her older daughter returns home from school on her own.
'But my older girl runs back into the lift if she sees the dogs outside the flat,' said Ms Shen. 'She then stops one floor below and waits at the staircase to see if the coast is clear, before going home.'
She claimed her neighbour, who lives with two grown-up children, has three dogs, but one of them is rarely let out of the flat.
Ms Shen also allege that the dogs tend to bark continuously for five to 20 minutes most nights, between 10pm and 11pm.
She said: 'The dogs also bark when we return home, if our neighbour's door is open.
'And going into our kitchen sometimes gets the dogs barking too. I think they can sense us as our window is near our neighbour's.'
HDB allows only one dog of an approved breed to be kept in flats. The list of dogs can be found on HDB's website in the 'Home Owners' section.
Cats are not allowed to be kept in HDB flats.
According to Ms Shen, it is not just their immediate neighbour who is inconsiderate with pets.
She alleged: 'There are many people with dogs in the Marine Parade area. Many dog owners don't clean up after their dogs and often there is poo or urine on the foot paths.'
There have been news reports and letters of complaints about irresponsible pet owners since August. Some object to their barking, while others complain about owners taking their pets into eateries.
One HDB resident told The New Paper that he has been bothered by his neighbour's dog barking.
'I get a fright whenever I walk past my neighbour's flat,' said Mr Alfred Koh, 55, a retiree.
'Her Jack Russell is so neurotic it barks non-stop. I can understand if it's a new dog. But it's been there for so many months now, why does it still bark whenever I walk past?'
But many pet owners are, and do try to be considerate.
Mr Kevin Hee, the manager of al fresco restaurant Graze in Rochester, said: 'Customers with pets will usually call us before they come to ask if they can bring their pets.'
Mrs Jina Williams, president of the Singapore Kennel Club, said dog owners should put their pets through basic obedience training and be mindful of others when they go out.
She also advises owners to keep their dogs on leash at all times when out.
She said: 'The only areas where dogs can be off the leash are at dog runs.
'And if someone is unfriendly when your dog approaches, you should move away from the person.'
Dog trainer Patrick Wong said dog training classes are meant for pet owners as well.
He said: 'But some people leave their pets to the trainer as they don't want to spend time attending class.
'If they don't, their dogs might be responsive to the trainer, but not to their owners.'

Property boom in luxury sector, but... | Buyers snap up heartland condos too |
CONDOS don't need to be next to an integrated resort to sell well.
Buyers are snapping up heartland projects too.
NTUC Choice Homes released 66 of 139 units in the first phase of Yew Tew Residences last weekend and have sold them all.
The average price for this leasehold project is about $500 psf.
The sentiment was equally positive at another leasehold project, the 240-unit ClementiWoods near the National University of Singapore.
Some 180 units have been sold in the two weeks since its soft launch.
The developer is Frasers Centrepoint, and the average price is about $550 psf.
As for freehold projects, 144 of the 180 units launched at Blossoms@Woodleigh near Potong Pasir were sold recently. That is a take-up rate of 80 per cent.
There are 240 units in this development from Allgreen Properties, with an average price of about $650 psf.
Property analysts say there is a feel-good factor behind the brisk sales.
Take IT consultant Ryan Lim, who is looking for a freehold condo in the East.
The bullish property market is one reason he's upgrading from his current five-room HDB flat in Punggol.
Mr Lim, 32, does not want prices to escalate beyond his reach.
Mr Lim and his wife, who works in the media industry, have a budget of about $600,000.
He said: 'I think the property market has improved and prices might increase further. I'm buying the place to live in, but it's also an investment avenue.'
Knight Frank research director Nicholas Mak pointed out that the three new projects are located far apart, so their market areas don't overlap.
'There were also no new launches for mass market condominiums in those areas for about a year. So, it's not surprising there's some pent-up demand,' he said.
HERD INSTINCT
'It's a combination of the feel-good factor and pent-up demand.'
But he doesn't believe that the buying frenzy has filtered down from the luxury market yet.
'I think it's more of a herd instinct and kiasu mentality that's driving it,' Mr Mak said.
Colliers International director (research and consultancy) Tay Huey Ying also said mass market housing is not witnessing the same level of buying frenzy seen in the luxury segment.
She said: 'The HDB market is still lacklustre. And there is still a fair bit of excess supply in the market.
'The upgraders have a lot of choices, unlike the luxury tier where the frenzy is concentrated on the Marina projects and those at Sentosa Cove.'

KES DUA KELUARGA 'MEREMPAT'
MALIKI: ITU KEHENDAK MEREKA SENDIRI
Oleh
Puad Ibrahim
Encik Rapan berbuat demikian kerana diminta keluar daripada flat sewanya ekoran gagal melunaskan tunggakan yuran sewa sementara flat Encik Hashim dirampas ekoran kegagalannya melunaskan pinjaman bank.
