Pregnant woman loses baby after loan shark accosts her

By Tanya Fong
Dec 7, 2005
The Straits Times

A WOMAN suffered a miscarriage after a dispute with a loan shark on a staircase landing outside her flat on Sunday afternoon.

He confronted her as she was watering plants in the corridor, said the woman's husband, Mr Seah Wee Hong, a 32-year-old technician, who says he has never borrowed money from loan sharks.

He said it is the previous owner who owes the money.

When his wife threatened to call the police, said Mr Seah, the man decided to run off and pushed his way past her.

His wife then tumbled down the stairs at Block 305 in Yishun Avenue 9.

Mr Seah said his wife, who he declined to name, was four weeks pregnant. She is 32 years old and works as a nurse.

Said Mr Seah in Mandarin: 'I am fed-up, sad and angry. Why is my child being sacrificed for someone else's debt problems?'

Loan sharks have been hounding him and his wife ever since they moved into their three-room, ninth-floor flat in May, after getting married the previous month.

'We found out that the previous owner owed people money after the loan sharks started pouring black paint on our door and spraying our address all over the block, claiming that we owed them money,' said Mr Seah.

He and his wife made no less than four police reports and even put up several notices informing the loan sharks that their debtor had moved. The notices included the new address of the previous flat owner.

They also installed a surveillance camera outside their flat.

The harassment died down for a while, but resumed on Saturday. This time their flat was splashed with kerosene by a loan shark.

'He demanded to see the previous flat owners. Being fed-up already, my wife told him to look at the notice we had pasted on our door.

'Instead, the man tore down the notice. She told him that if he was unhappy, he could call the police.'

That was when the man became scared and tried to run off.

Said Mr Seah: 'She said she was pregnant and her stomach hurt. But the man just ran off. She called out for help and our neighbours went to her rescue.'

They helped to carry her back to her flat, where she called her husband. When he rushed home from the supermarket at about 3pm, she was already bleeding.

They went to Mount Elizabeth Hospital in a taxi.

Said Mr Seah: 'I was praying very hard that we would keep our baby. This is our first child. When the doctor said the baby may be okay, I was relieved.'

But the doctor warned them that if Mrs Seah bled again, they must return to the hospital.

She did - yesterday morning.

They rushed back, but the scan showed that she had lost the baby.

Said a distraught Mr Seah: 'She has been crying non-stop.

'The grassroots people came to our flat for a walk-about three months ago. They know our problem, but we did not get any help.'

The authorities have tightened their grip on loan sharks recently.

Last month, changes to the Moneylenders Act were passed in Parliament to include stiffer penalties.

First-time illegal moneylenders can be fined up to $200,000 and jailed up to two years. Repeat offenders can be fined $200,000 and jailed up to five years.

Loan sharks who damage property can be fined up to $40,000, jailed up to three years and given up to four strokes of the cane. Repeat offenders will receive up to six strokes.

Those who cause hurt will face the same fines and jail terms, but can be given up to six strokes. Repeat offenders face mandatory caning of up to 12 strokes. These punishments also apply to 'runners', or those who help moneylenders harass debtors.

This week, police confiscated the passports of 24 loan sharks, in moves to stop them operating their moneylending activities from overseas.

Five HIV-positive men who donated blood get jail terms
ADVERTISEMENT

SINGAPORE : Five HIV-positive blood donors were sentenced to a term jail of between 8 and 10 months by a Singapore court on Wednesday.
They had been charged under the Infectious Diseases Act for making false declarations about their sexual behaviour in their health assessment forms.

Their blood, upon testing later, turned out positive for the disease and was not used for any transfusion.

All blood donors have to fill out a detailed questionnaire before giving blood.

While all five men - Wong Shimin, Ng Choon Siong, Suhaidi bin Abas, Lua Bu Chung and Tan Yee Wee - said they had been truthful, investigations later revealed that they had lied about their sexual behaviour, such as having sex with other men and having a sexual orgy with women they had known for less than six months.

Judge Jasbendar Kaur said while it was commendable the five had volunteered to give blood, there was no doubt they gave false information.

A stringent questionnaire was needed to maintain public confidence.

While she sympathised with their medical condition, the judge said a sentence of some severity must be imposed.

In passing judgement, the judge also addressed a point in the mitigation pleas of two of the accused - Ng Choon Siong and Suhaidi bin Abbas.

Their doctor had said a jail term would be detrimental given their condition.

But the Prisons Service had said HIV-positive prisoners will be catered for and are segregated from other prisoners.

The five could have been jailed up to two years.

Past sentences for such lying offences have ranged from one week to 15 months in jail.

Mum allegedly kills son who wouldn't stop crying
Depressed Taiwan mum says she wanted second child to be a girl
December 08, 2005

SHE wanted her second child to be a girl.

But Madam Huang Jiajun, 20, who already had a 1-year-old son, gave birth to another boy.

The sight of her new baby upset her and, on Sunday evening, things came to a head when the 2-month-old boy cried persistently.

Madam Huang allegedly hit baby Li Yuanyu (above) so hard on the chest that he died, reported Apple Daily Taiwan.

BLAMED TODDLER

At first, Madam Huang blamed her elder son for the injuries, but later admitted that she hit him.

She was said to have told the police at first: 'My elder son was playing with his brother when he accidentally hit my baby.

'It was too late to save him by the time he was sent to hospital.'

But the police questioned her again about the incident, which took place in Madam Huang's three-storey house in Taichung, Taiwan, after they found out that her elder son was only 1.

The police did not believe the baby's injuries could have been caused by another young child.

Finally, Madam Huang allegedly admitted to the police: 'Actually, I prefer girls. I wanted my second child to be a girl.

'I got a boy instead. So I got angry whenever I looked at Yuanyu.

'On Sunday afternoon, I was going to prepare dinner and so I put him in his crib which was in his room.

'I was hoping that he wouldn't cry or make any noise.

'But he cried and cried.

'At that moment, I was very angry. So I punched him twice on his chest.

'Then, I went to get milk for him. I tried to feed him, but I discovered that he wasn't breathing anymore.'

Madam Huang panicked and rushed to look for her mother.

--Apple Daily Taiwan
Seeing that Yuanyu was not breathing, Madam Huang's mother called for an ambulance.

ALREADY DEAD

However, the baby was found to have been dead for at least two hours by the time he arrived at the hospital. The police also found injuries on the baby's face.

Madam Huang reportedly said: 'I hit his face too. But I forgot how many times I hit him on the face.'

The boy's father, Mr Li Zhenxun, 25, rushed down to the hospital from the car repair shop where he worked when he was told of the bad news.

He had apparently left the house just an hour before the incident.

Mum fined $1,400 for confining daughter for 18 years
December 08, 2005

A JAPANESE housewife was fined 100,000 yen ($1,400) for the treatment of her 18-year-old daughter after allegedly confining her to the house since birth, Japan police said yesterday.

The girl, who is only 1.2m tall, has not received her mandatory nine years of education, the Japanese media reported.

'I never went to school. I was banned from going out and have no friends,' the teenage girl said in broken Japanese, reported Jiji Press.

Her ordeal in the southern city of Fukuoka came to light when she fled her home on 28 Oct and moved to a park after her mother beat her.

The police said they then arrested her mother, Miyuki Shoji, 40.

The mother had been 'outraged to find the victim had been watching television while she was out and beat her face and back several times', a police spokesman said.

Jiji Press said the mother was fined for injuring her daughter.

However, no further charges were filed because it could not be determined whether she completely neglected the girl.

The mother, whose husband was usually away from the house, reportedly told the police she was 'ashamed of letting (her daughter) out' as the girl had development problems. - AFP.

RUNAWAY TEEN 'RAPED' AT POLICE STATION
'Cop asks to see tattoo, then...'
December 08, 2005

SHE had run away from home and continued to misbehave even after she returned home.

So her father decided to discipline her by sending her to a Kuching police station in the East Malaysian state of Sarawak.

--Sin Chew Daily
He hoped that she would get counselling there to improve her behaviour.

Instead, the teen ended up being raped by a police officer 30 years her senior.

This was what she alleged after spending a night at the police station, Sin Chew Daily reported.

The 16-year-girl, who had earlier quit school, ran away from home in September.

Her worried father looked everywhere but was unable to find her. After nearly three months, he made a police report on 23 Nov.

But three days later, the teenager returned home.

The happy father took his daughter to the police station to withdraw his missing-person report.

But she continued to misbehave at home. Upset by her bad attitude, the father thought of a drastic move to discipline her.

He took her back to the same police station on 3 Dec and left her there for the night, hoping she would receive counselling and a dose of reality.

The girl has now alleged that while she was there, a 46-year-old police officer wanted to see a tattoo on her body.

He then allegedly forced himself on her and raped her in the sparsely-furnished office.

She claimed the rape took place on a table, and she was later pushed onto the floor.

Kuching police confirmed the case yesterday.

A spokesman said that the officer in question has been identified and will help in investigations.

The accused cop, a sergeant, has served the force for more than 10 years. He was transferred to the station five years ago.

The girl has been taken for examination in a hospital and a female police officer will take her back to the station so that she can describe how the rape took place.

Former president Nair dies

Singapore's leaders pay tribute to a man who left his imprint on society

By Lydia Lim
Dec 8, 2005
The Straits Times

FORMER president and veteran union leader Devan Nair died in Ontario, Canada, on Tuesday night of heart failure. He was 82.

His death, which was at 11.30am Singapore time yesterday, came just seven months after his wife died of pneumonia in April.

Eldest son Janadas Devan told The Straits Times that his last words were to his daughter and caregiver Vijaya Kumari, 40. As if in acceptance finally of his wife's passing, the former president told her: 'Your mother's gone.'

Even though his father was suffering from dementia, he was lucid at the end, said Mr Janadas, 51.

In his last months, the former English teacher - widely admired for his excellent command of the language - was reading Leo Tolstoy's epic novel War And Peace.

Singapore's leaders yesterday sent their condolences to his family.

They paid tribute to his many achievements, especially his key role in the pivotal struggle between communists and non-communists in the 1960s and his leadership of the labour movement in its early troubled years.

Mr Nair rallied unionists to form the National Trades Union Congress (NTUC) in 1961 and helped to steer Singapore workers away from militancy and onto a new path of cooperation with government and employers.

President S R Nathan wrote that he and all who had worked with Mr Nair to build the NTUC mourned his passing with 'passionate grief'.

'Through the NTUC he created, he left his imprint on Singapore society,' the President wrote.

Prime Minister Lee Hsien Loong said Mr Nair had served Singapore with 'courage and commitment' during its formative years.

'He belongs to the generation of founding fathers who made Singapore what it is today. His passing is a loss to us all,' Mr Lee added.

The NTUC, which plans a memorial service for its first secretary-general, said the union movement had much to thank Mr Nair for, 'a man whose heart was truly with our workers'.

Born in Malacca in 1923, he was the son of a rubber plantation clerk. He rose to become Singapore's third president in 1981.

Four years later, he left the office under a cloud of controversy after it was disclosed that he was an alcoholic.

Mr Nair later denied such an addiction, sparking a row with the Government that led to his medical reports and other details of his condition being made public.

He left Singapore in 1985.

He once traced his interest in politics to 1941. He said he was 'reborn a revolutionary' after he saw a Japanese soldier burn a Chinese man alive during the Occupation.

In the 1950s, he was detained twice for his communist leanings.

Mr Fong Swee Suan, 74, who was detained in Changi Prison with Mr Nair in 1956, recalled a tireless union leader who 'worked day and night'.

In 1961, the People's Action Party split. Most of the union leaders, including Mr Fong, left to form the Barisan Sosialis.

Only Mr Nair stood by the PAP.

In a 1981 speech, then-Prime Minister Lee Kuan Yew praised him, saying: 'His moral fibre withstood the trauma of the rejection of his former faith in communism.'

Historian Melanie Chew, who visited him abroad, recalled: 'He always pined for this country after he left.'

He will be buried in Ontario in a private ceremony this weekend. His family will bring his remains back for burial in Singapore at a later date.

Air Marshal Kills Passenger, Citing Threat

By JOHN PAIN
Associated Press Writer

MIAMI (AP) -- An agitated passenger who claimed to have a bomb in his backpack was shot and killed by a federal air marshal Wednesday after he bolted frantically from a jetliner that was boarding for take off, officials said. No bomb was found.

It was the first time since the Sept. 11 attacks that an air marshal had shot at anyone, Homeland Security Department spokesman Brian Doyle said. Another federal official said there was no apparent link to terrorism.

The passenger, identified as Rigoberto Alpizar, a 44-year-old U.S. citizen, was gunned down on a jetway just before the American Airlines plane was about to leave for Orlando, near his home in Maitland.

According to a witness, the man frantically ran down the aisle of the Boeing 757, flailing his arms, while his wife tried to explain that he was mentally ill and had not taken his medication.

The passenger indicated there was a bomb in his bag and was confronted by air marshals but ran off the aircraft, Doyle said. The marshals went after him and ordered him to get down on the ground, but he did not comply and was shot when he apparently reached into the bag, Doyle said.

Flight 924, which originated in Quito, Ecuador, had arrived in Miami just after noon, and the shooting occurred shortly after 2 p.m. as the plane was about to take off for Orlando with the man and 119 other passengers and crew, American spokesman Tim Wagner said. Alpizar had arrived in Miami earlier in the day from Ecuador, authorities said.

After the shooting, investigators spread passengers' bags on the tarmac and let dogs sniff them for explosives, and bomb squad members blew up at least two bags.

No bomb was found, said James E. Bauer, agent in charge of the Federal Air Marshals field office in Miami. He said there was no reason to believe there was any connection to terrorists.

Pain reports that, inside the concourse, things are returning to normal.

The concourse where the shooting took place was shut down for a half-hour, but the rest of the airport continued operating, officials said.

"This was an isolated incident," the airline said in a news release, adding that none of the other passengers or crew members were ever in danger.

Federal officials declined to say how many times Alpizar was shot, or reveal how many air marshals were on the plane.

Mary Gardner, a passenger aboard the Orlando-bound flight, told WTVJ-TV in Miami that the man ran down the aisle from the rear of the plane. "He was frantic, his arms flailing in the air," she said. She said a woman followed, shouting, "My husband! My husband!"

Gardner said she heard the woman say her husband was bipolar - a mental illness also known as manic-depression - and had not had his medication.

Gardner said four to five shots were fired. She could not see the shooting.

After the shooting, police boarded the plane and told the passengers to put their hands on their heads, Gardner said.

"It was quite scary," she told the TV station via a cell phone. "They wouldn't let you move. They wouldn't let you get anything out of your bag."

Relatives said Alpizar had been on a working vacation in Peru. A neighbor who said he had been asked to watch the couple's home described the vacation as a missionary trip.

"We're all still in shock. We're just speechless," said Kelley Beuchner, a sister-in-law.

There were only 32 air marshals at the time of the Sept. 11 attacks. The Bush administration hired thousands more afterward, but the exact number is classified.
