CM must come clean on PPS September 7, 2014
The Penang government has yet to give an adequate response to police allegations. COMMENT
By Thomas Tarnel
Citizens are ever ready to condemn the police for not being vigilant in curbing crime.
However, the recent crackdown by our police force on the Penang Voluntary Squad (PPS) seems to have split democratic space into two, one occupied by those supporting the police crackdown and the other by those condemning it.
The police have made several allegations that Chief Minister Lim Guan Eng’s government has yet to respond to adequately.
As a concerned Malaysian, I appeal to all quarters to put aside their political biases to review the points below and judge for themselves the magnitude of the security problems posed by PPS. Do not be blinded by party loyalty or predisposed negativism towards our police.
1. Contrary to claims by the Penang government, state police chief Abdul Rahim Hanafi said police had never received applications to vet members of the PPS unit.
2. Abdul Rahim stated firmly he had never commended the state for setting up the unit and his men had never conducted patrols with them.
This is contrary to what Lim said in one of his speeches. In the same speech, he acknowledged Abdul Rahim and the installation of CCTVs (costing over RM9 million) for being instrumental in bringing down crime rates. Hence, the launch of PPS was completely frivolous, unnecessary and a waste of state resources.
3. Police investigations have revealed that 11 of the 156 PPS members detained have criminal records involving theft, robbery, drugs, triad-related offences and even homicide. Most alarmingly, Abdul Rahim said one them had links to a secret society and was detained under the Emergency Ordinance before it was abolished.
Bear in mind that the 154 who turned up for the Merdeka parade are presumably the most loyal members of the PPS. If we adopt that premise, a discovery of 11 out of 154 is very frightening. The leaders must be held accountable.
4. Another report says four of those arrested were tested positive for methamphetamine. The Chief Minister should not defend these persons with the lame excuse that they were on medication. Methamphetamine is an illegal drug in the same class as cocaine and other powerful street drugs.
5. The allegations above indicate that PPS has deviated from the original intention as stated in Lim’s speech on Sept 15, 2011. He said PPS was to support the police in their duty to uphold law and order in the state in an effort to attract more foreign investment and tourists.
How can drug addicts and those with serious criminal records be part of PPS?
6. The leaders must show the public audited accounts of PPS and how it is part of the Penang Budget. Live up to the CAT principle of competency, accountability and transparency. Failure to do so means CAT is a mockery of values and ethics as espoused by the Chief Minister.
7. The Penang state government must show the dates and minutes of meetings/state assemblies where the decision for the formation of PPS was made.
8. With the revelation that amongst the 154 who were detained, 11 have dubious criminal records, how can the state government pay out RM200 to each person for each day of detention?
9. If investigations reveal procedures were never in place or not followed, the leaders in PPS must step down and pay from their own pockets the money that was used to fund PPS activities from day one.
Penangites must not pay for such a catastrophic fiasco, if proven to be so. The guilty ones must pay the price and face the music.

Penang straining from over-development FMT Reporters
| September 6, 2014
A new mammoth project in Batu Ferringhi threatens to scar the island further. PENANG: A proposed mammoth development project in Batu Ferringhi is expected to wreak havoc on the overpopulated island which is straining under the burden of development.
Consumers Association of Penang (CAP) and Sahabat Alam Malaysia (SAM) President S M Mohamed Idris said he wanted the Municipal Council of Penang Island (MPPP) to address the valid objections raised by residents adjacent to the new project envisioned in the Sungai Mas area in Batu Ferringhi.
He said, “The problem is developers get away without doing a comprehensive social and environmental impact assessment (EIA) for projects that are not approved under the EIA Order.
“We had on numerous occasions urged for EIAs and extended public consultation to be carried out to seek public opinion on projects that would have an environmental and socio-economic impact.
“Consultation should not be limited to owners of the land adjoining the proposed project.”
He also noted that high-rise buildings had sprung up on all sides of the island regardless of whether the developers could fill the mass of apartments which was not a question to be raised, as “the state becomes very defensive over it.”
Mohamed Idris appealed to the government and local authorities to conduct a comprehensive study on the carrying capacity of the state and the demand for housing development prior to approving future development projects.
He said the government’s aim should not be to turn Penang into an international city but to create a healthy, habitable environment that is “in harmony with nature and the needs of the local communities.”
He lamented, “Penang has lost its charm and is slowly losing its greenery and original shoreline.”
He observed that the island had become a paradise for developers and no longer a haven for locals who loved the unique heritage of the island known as ‘The Pearl of the Orient’.

No need for gangsters to take care of Penang, says Zahid Hamidi - See more at: http://www.themalaysianinsider.c ... thash.l4IOxPio.dpuf
Penang got another warning about its unregistered Voluntary Patrol Unit (PPS) from Home Minister Datuk Seri Dr Ahmad Zahid Hamidi last night.
“Ini Zahid Hamidi tahu? (This is Zahid Hamidi, you know?)" he said in his speech at the Bukit Bendera Umno division delegates' conference in Batu Ferringhi, Penang, yesterday.
He said there was no need for the unit or any other organisation to be set up in the state to “take over” the duties of the police.
"We do not need samseng (gangsters) to take care of security... I will ask the CPO (state police chief) and OCPD (district police chiefs) to take care of security in the state. "There is no need for PPS to take over the job. Police are the police. The authority and the law remain the responsibilities of police.”
Zahid, who is also Umno vice-president, said security fell under the federal government, although the authorities also needed help from the public, non-governmental organisations and others.
"But don't be insolent by forming a security organisation without referring to the Home Ministry. Jangan kurang ajar (Don't be rude)."
Zahid said the federal government respected the powers of the state government.
He said police were also loyal to the government of the day, even in Penang, which is ruled by Pakatan Rakyat, as long as no laws were broken.
"When laws are broken, the law does not know anyone, may it be a citizen, an assemblyman, an MP or even a chief minister. Action will be taken.”
Zahid said he had the name list of all 10,000 PPS members and their details, as well as information that 11 had criminal records.
"They will not get away... I will screen all the members to ensure those who are part of secret societies and with criminal records will not escape the law.
"Sesiapa yang langgar undang-undang, langgar saya dulu (whoever who wants to break the law goes through me first)," he said.
Zahid said he also told the inspector-general of police (IGP), deputy IGP and the state police chief there would be no selective enforcement by the force.
The police, he said, would be professional in carrying out their duties.
Yesterday, Chief Minister Lim Guan Eng said state Pakatan Rakyat leaders would stand in front of their PPS members if they were to be arrested.
He also challenged Putrajaya to take the dispute over the legality of the unit to court, instead of detaining the members.
On PAS' volunteer corps Unit Amal, Zahid said the police would act if the organisation broke the law.
Earlier, Bukit Bendera Umno division chief Datuk Ahmad Ismail also hit out against the PPS, calling the unit a "modern urban communist".
He urged the authorities to check which of the PPS members held licences to night club and owned gambling machines and firearms.
Ahmad said Zahid and the police had the division's backing in acting against those who challenged the law.
He also asked Putrajaya to resurrect the Internal Security Act and keep the Sedition Act in order to control and maintain peace in the country.
Ahmad also hit out at the DAP-led Penang government, citing “difficulties” living under the party's rule, and accused it of making use of a few Malays as tools.
He said there were attempts to disunite the Malays and called on both Umno and PAS to cooperate for the sake of race and religion. – September 6, 2014.

Isu PPS tambah rekod buruk DAP P.Pinang
Oleh MOHD. FIRDAUS ISMAIL
[email protected]
BUTTERWORTH 6 Sept. - Kontroversi berhubung penubuhan Pasukan Peronda Sukarela (PPS) menambahkan lagi catatan rekod buruk pentadbiran Kerajaan DAP Pulau Pinang yang mentadbir negeri ini sejak 2008.
Bekas Ketua DAP Cawangan Bagan Luar, G. Asoghan berkata, isu penubuhan PPS yang menyaksikan ahli-ahlinya ditahan polis turut memperlihatkan kelemahan Lim Guan Eng selaku Ketua Menteri.

Ahad, 7 September 2014 @ 1:53 PM SPRM Pulau Pinang teliti laporan berhubung peruntukan PPS
GEORGETOWN: Suruhanjaya Pencegahan Rasuah Malaysia (SPRM) Pulau Pinang sedang meneliti laporan kemungkinan berlaku penyalahgunaan peruntukan kerajaan negeri di sebalik penubuhan Pasukan Peronda Sukarela (PPS).
- BERNAMA

Muslim NGOs want police to arrest Guan Eng over Voluntary Patrol Unit By HIMANSHU BHATT Published: 7 September 2014
Lim Guan Eng, pictured here wearing the PPS uniform, has stood his ground in defending the unit as a legitimate organisation as allowed for under the state government. - The Malaysian Insider pic, September 7, 2014.A group of 51 Muslim non-governmental organisations (NGOs) have backed a memorandum to the police in Penang, calling for the arrest of Chief Minister Lim Guan Eng over his leadership of the state government’s Voluntary Patrol Unit (PPS).
Calling their group the Islamic NGOs Front of Penang, the participating bodies want Lim to be hauled up for investigations on the PPS, which has been pronounced illegal by the Inspector-General of Police.
The memorandum, addressed to state Chief Police Officer (CPO) Datuk Abdul Rahim Hanafi, was submitted to the state police headquarters by a group of representatives today.
The NGOs include Malay rights group Perkasa, the Federation of Peninsular Malaysia Students (GPMS), Organisation of Islamic Welfare and Dakwah of Malaysia (Pekida), the Tanjung Malay Association and the Penang Silat Council. Among those present to hand over the memorandum were Penang Perkasa youth chief Mohd Rizuad Mohd Azudin and GPMS information chief Ahmad Yaakob.
A total of 157 members, including state executive councillor Phee Boon Poh and Seri Delima assemblyman R.S.N. Rayer, were arrested on August 31 after a PPS contingent had finished marching during the official state-level Merdeka Day parade in George Town.
They are being investigated under section 43 of the Societies Act 1966 for being involved with an unlawful organisation.
Lim has challenged IGP Tan Sri Khalid Abu Bakar to a debate on the legitimacy of the PPS which was formed to help in emergencies and disasters, as well as for community patrolling.
He has said the state will accept the decision of the courts on the legitimacy of the PPS.
Lim has also wondered aloud when police would come after him over the unit. He said that the state government, consisting of the state executive council and the chief minister, is responsible for the formation of the PPS.
The memorandum submitted today congratulated the police for the mass arrest which it said proved that the police did not neglect the numerous police reports made against the PPS.
“In spite of this, after a week has passed following the arrests of PPS members, we find that the police have not taken any action on Lim Guan Eng, the chief minister of Penang, although he is the head and highest state leader fully responsible for the formation and activities of the PPS,” it said.
The participating NGOs in their memorandum hoped that relevant laws, including the Sedition Act 1948, the Public Order (Preservation) Act 1958 and others would be used to arrest Lim and charge him in court.
On September 2, nine police reports were lodged by representatives of a group of 14 NGOs calling itself Gabungan Kewakilan Melayu Pulau Pinang, which included Perkasa, against a news report by journalist Susan Loone in Malaysiakini.
Loone was subsequently arrested for sedition before being released on police bail on September 4.
The report, which appeared in the news portal on September 1, had quoted Phee, while he was under arrest overnight on August 31, as claiming that he was interrogated by the police for four hours and was treated like a "criminal". – September 7, 2014.

Of course its not easy to arrest LGE sebab pengikut sama sakit mental dengan pemimpin nya , tapi kalau di biarkan nescaya habih duit kerajaan negeri di kerjakannya, akhirnya kerajaan Pusat juga terpaksa step in untuk cover balik segala perbelanjaan yang terpaksa di buat , so kerugian pasti akan di tanggung kelak oleh semua pihak kerana duit rakyat yang jadi mangsa .

Camne LGE masih menafikan kerajaan negeri belanja 1.5 million setahun untuk PPS , sedangkan dalam website ketua menteri kenyataannya sendiri terang sebut perbelanjaan sebanyak tu memang di buat pada PPS ? Ish awat la haih .
Sebelum ni Datuk Zainal silap sebut 1.5 billion , LGE mengamuk lalu di website UMNO online dah di perbetulkan jadi 1.5 million , still LGE nafikan jugak jumlah ni pun kenapanye , dia lupa apa yang dia sendiri tulis di website rasmi CM tu ? ..... hmmm .

Zahid urges Penangites to reject patrol unitNew Straits Times – 16 hours ago
GEORGE TOWN: Home Minister Datuk Seri Dr Ahmad Zahid Hamidi yesterday urged Penangites to reject the outlawed Voluntary Patrol Unit (PPS) because of their unruly behaviour. Describing PPS as samseng (hooligans), Zahid said the defiant unregistered organisation had no place in the local community.
“People do not need PPS to patrol Penang, the police can ensure public safety and order,” he said at the Umno Bukit Bendera division delegates conference here on Friday.
Meanwhile, Zahid said 11 PPS members have been found to have previous criminal records.
“The full PPS member list is with me and I will go through it. I have also instructed top police officers to handle the matter without fear or favour.
“Errant PPS members will not be able to evade the law,” he said, adding that PPS members who
had violated the law would be punished.
Meanwhile, Penang Umno took a swipe at Chief Minister Lim Guan Eng for his handling of the issue.
Its chairman, Datuk Zainal Abidin Osman, said he was baffled as to how Lim could describe the 156 PPS members detained by the police last week as heroes.
“We also want to know why has the state government allocated as much as RM1.5 million annually for the illegal PPS.”
Zainal Abidin was asked to comment on Lim’s defiance over the police crackdown on PPS, which was deemed illegal for failing to register with the Registrar of Societies.
Lim, at a function in Butterworth yesterday, denied that his administration spent RM1.5 million on PPS.
“It’s impossible for the state government to fork out such a big sum of money when Penang’s reserves stand at about RM1.5 million.
“I want Zainal to prove his claims that the administration has contributed that much to PPS.”
Lim said the DAP-led state government was ready to quit if Zainal was able to show evidence of his allegation.

MAJLIS PERLANTIKAN PANGKAT ANGGOTA PASUKAN PERONDA SUKARELA (PPS) PULAU PINANG
UCAPAN YAB KETUA MENTERI
MAJLIS PERLANTIKAN PANGKAT ANGGOTA
PASUKAN PERONDA SUKARELA (PPS)
PULAU PINANG 20 OKTOBER 2013
Sekian terima kasih.

PAS kini hadapi pergolakan dalaman, kata Guan EngThe Malaysian Insider – 7 hours ago
- View PhotoPAS kini hadapi pergolakan dalaman, kata Guan Eng

betul lah kata orang bahwa birds of a feather flock together , ketiga2 parti menekankan kuasa mutlak pemimpin tertinggi rupanya, so no wonder lah depa boleh bersama under pakatan walau krisis dah sampai peringkat self destruct mode dah pun.

Setiausaha Agung DAP Lim Guan Eng berkata, PAS sekarang sedang menghadapi pergolakan dalaman. – 7 September, 2014.

Updated: Monday September 8, 2014 MYT 7:40:20 AM Hadi’s authority undermined
At odds: Mohamad and Hadi. KUALA LUMPUR: PAS’ central committee (CC) has openly snubbed party president Datuk Seri Abdul Hadi Awang’s decision to reject Datuk Seri Dr Wan Azizah Wan Ismail for the Selangor mentri besar post.
In a move seen as undermining Hadi’s authority, the committee resolved to reject the post if the Sultan of Selangor picked a candidate from PAS.
The stunning decision was announced by deputy president Mohamad Sabu who had chaired the five-hour meeting in the absence of Hadi who is attending the International Union for Muslim Scholars’ event in Indonesia in his capacity as its vice-president. The council’s president is Sheikh Prof Dr Yusof al Qardhawi.
“We will reject,” Mohamad told a media conference in no uncertain terms.
However, PAS secretary-general Datuk Mustafa Ali, who was also at the conference, said the party had only decided to maintain that PKR had the prerogative to name the mentri besar.
“In the end, it is the Sultan who has the final say on this,” he said, adding that the Sultan’s decision should not be pre-empted.
Asked if he agreed with Mohamad that PAS should reject the post if appointed, Mustafa said: “I did not say that. I just said the post belongs to PKR”.
Among those who attended the meeting were vice-presidents Datuk Tuan Ibrahim Tuan Man, Datuk Husam Musa and PAS Youth chief Suhaizan Kaiyat.
In another dramatic development, PAS’ Syura council which also met yesterday, reminded central committee members that they had to abide by the president’s order as stipulated under Article 26(9)(m) of the party’s constitution.
“The president has the final say on all matters of interest to the party,” it said.
The council’s deputy chief Haron Din said the central committee had no power to override Hadi’s decision.
“The president has the discretionary powers to nominate candidates and the final decision lies with Sultan of Selangor.”
PAS vice-president Salahuddin Ayub said the party would leave the decision on who should replace Tan Sri Khalid Ibrahim to the Sultan of Selangor.
Asked if the party should accept the central committee’s decision or the Syura Council’s orders to abide by party president, Salahuddin said he would stick by what the CC had decided.
“As far as I am concerned, the party’s decision stands,” he said, refusing to comment further.
On Friday, Hadi ignored the central committee’s earlier decision to nominate only two PKR candidates for the post and submitted the names of three assemblymen as candidates to take over from Tan Sri Khalid Ibrahim.
Describing Dr Wan Azizah as “weak and unqualified” to lead a state as important as Selangor, he said was it within his powers to nominate candidates for the post under the party’s constitution.
Hadi also pointed out even the former Kelantan Mentri Besar Datuk Nik Aziz Nik Mat was nominated by then president Fadzil Noor without consultations with the central committee.
Meanwhile DAP secretary-general Lim Guan Eng was quoted by Bernama as saying that he did not want to meddle in PAS’ internal affairs and urged Hadi to give Dr Wan Azizah a chance, while other leaders were unrestrained in firing their rockets at the PAS leader and questioning his calibre.
Selangor DAP chief and party publicity secretary Tony Pua said it was ironic for Hadi to question Dr Wan Azizah’s capabilities after PAS lost two states – Terengganu and Kedah – under his watch.
“Hadi is the man who lost Terengganu overwhelmingly after becoming menteri besar for just one term and was the man who refused to replace the Kedah menteri besar even after the latter was bedridden for months in hospital,” he was quoted by a news portal.
Selangor DAP vice-chairman Teng Chang Khim said Hadi’s track record was dismal as shown by PAS losing power in Terengganu and Kedah under his leadership.
“That is the record of his capability,” he was quoted by the portal.
