07 November 2013

Vietnam took delivery of its first Russian-built Project 636 'Kilo'-class diesel-electric submarine (SSK) during a ceremony held at Admiralty Shipyards in St Petersburg on 7 November, according to local media reports.

Vietnam to order Dutch corvettes

Menno Steketee, Amsterdam - IHS Jane's Defence Weekly
22 August 2013

Vietnam is to buy two corvettes from the Netherlands, Damen Schelde Naval Shipbuilding (DSNS) confirmed to IHS Jane's on 22 August.

DSNS has "reached an agreement in the negotiations for the delivery of two Sigma-class corvettes, Type 9814, to the Vietnamese Navy," the company stated.

Other sources say an official signing-ceremony is expected "sometime later this year". The value of the deal reportedly could reach EUR500 million (USD668 million), with the Dutch authorities partly responsible for funding the deal. No details have been officially divulged on the building programme, or its timeline, but it seems logical that one of the vessels will be built by DSNS in the Netherlands and the other in Vietnam, where Damen owns five commercial shipyards and is developing a sixth in Haiphong.

The contract covers the supply of 12 aircraft as well as related "technical equipment", according to Interfax and RIA Novosti on 20-21 August, citing unidentified sources.

The procured aircraft will augment a batch of four pre-modernised Su-30MK aircraft that were acquired by the Vietnam People's Air Force (VPAF) in 2004 and 20 Su-30MK2s that Vietnam purchased under two contracts signed in 2009 and 2010.

Briefing: Vietnam's surveillance and reconnaissance investment plans

Jon Grevatt, Bangkok - IHS Jane's Defence Weekly
01 August 2013

A strategic requirement to enhance capability to secure and protect assets in the South China Sea is driving Vietnam to invest in the development and procurement of a range of indigenous and foreign C4ISR-related systems.

Vietnam's industrial capabilities in these areas are basic, given the country's traditional focus on land-based procurement, but a number of developments in 2012-13 suggest Hanoi has now recognised that enhanced surveillance and communications capabilities are critical in securing the country's rapidly expanding offshore assets.

These developments include: Vietnam's agreements in 2012 with Russia and Sweden to co-develop and produce in Vietnam unmanned aerial vehicles (UAVs); several indigenous programmes undertaken by Vietnamese industry to develop and produce a range of small- to mid- range military UAV prototypes and the ground systems to control them; the Ministry of Defence's launch this year of a programme to procure off-the-shelf a foreign medium-altitude long-endurance UAV, with Israel Aerospace Industries' Heron thought to be under consideration; a production programme undertaken by the Military Telecommunication General Corporation (Viettel) this year of a new military communications system that is, according to state media, three to four times cheaper than imported devices; Viettel's development this year of an air traffic control system for the Vietnam People's Army (VPA) and its air and naval branches; Vietnam's procurement in 2012 of Airbus Military C-212-400 transport aircraft modified with maritime patrol mission kits; and Vietnam's plans, which emerged this year, to purchase unspecified Raytheon coastal defence radar systems and a de-weaponised version of the Lockheed Martin P-3 Orion maritime patrol aircraft.

Vietnam and Swedish firm sign UAV development agreement

Jon Grevatt, Bangkok - IHS Jane's Defence Industry
20 November 2012

The state-run Vietnam Aerospace Association (VASA) and Sweden's Unmanned Systems Group (UMS) have signed an agreement to collaborate on the development and production of unmanned aerial vehicles (UAVs).

The deal, for an undisclosed amount, was signed in Hanoi on 20 November and is partly in response to a growing requirement within the Vietnam People's Army to boost capabilities to map, monitor and patrol the country's 3,440 km coastline and offshore assets.

A statement by VASA said the project with UMS will cover three stages. In the first stage, UMS will transfer designs, technologies, and tools to VASA to enable localised production and control of two Magic Eye 1 medium-range tactical UAVs.
