  The Netherlands remained a neutral country in World War I, although they had to keep his army in a state of permanent mobilization.  The German invasion of Belgium in 1914 led to a huge surge of Belgian refugees in the Netherlands (nearly 1 million people).  The First World War led to fundamental changes in Dutch society.  In connection with the blockade of Germany's food supply, and dual-use goods was limited, and placed under the control of Great Britain.  This has led to food shortages and the introduction of the cards.  The situation returned to normal with the end of the war in 1918.
