PEMILIK EC DIIZIN BELI FLAT KEDUA
Keluarga yang pernah nikmati subsidi perumahan tidak perlu bayar levi jualan semula apabila membeli EC baru dan flat DBSS
PEMILIK kondominium eksekutif (EC) kini dibenarkan membeli EC kedua, flat baru Lembaga Perumahan dan Pembangunan (HDB) atau flat yang dibina pemaju privet di bawah Skim Reka, Bina dan Jual (DBSS).
Bagaimanapun, mereka boleh berbuat demikian hanya selepas menunggu selama 30 bulan setelah menjualnya - sama seperti yang dikenakan terhadap pemilik hartanah privet.
Kebenaran tersebut adalah salah satu daripada tiga kelonggaran berkaitan dengan pemilikan EC yang diumumkan HDB dalam satu kenyataan semalam.
Dua lagi ialah keluarga yang pernah sekali menikmati subsidi perumahan, tidak perlu membayar levi jualan semula apabila membeli EC baru dan flat DBSS dan pemaju EC diperlukan mengetepikan sekurangkurangnya 90 peratus daripada unit yang dibina khusus bagi pembeli kali pertama.
Skim perumahan EC diperkenalkan dalam 1995 bagi memenuhi aspirasi pasangan profesional berpendapatan sehingga $10,000 sebulan yang ingin memiliki hartanah privet.
Sehingga sekarang, 23 projek EC yang menyediakan sekitar 10,400 rumah telah dibangunkan dan dijual sektor privet.
Antara projek terbaru ialah La Casa di Woodlands yang dibangunkan Far East Organisation dalam 2005.
Menjelaskan lebih lanjut, HDB berkata sebelum ini pembeli EC kali pertama tidak dibenarkan sama sekali membeli EC kedua, flat baru HDB atau flat DBSS.
'HDB akan menarik balik dasar sekatan ini dengan serta merta,' kata HDB.
Jika pemilik EC membeli rumah mereka itu dengan memanfaatkan geran perumahan, mereka diperlukan membayar levi jualan semula sebanyak $55,000 apabila membeli flat baru HDB kemudiannya.
Bagaimanapun, pemilik EC yang pernah sekali menikmati subsidi perumahan, tidak lagi perlu membayar levi berkenaan apabila membeli EC kedua atau flat DBSS kerana ia dijual pada harga pasaran.
'Ini berkuatkuasa mulai projek di Punggol,' jelas HDB.
Mengenai projek EC perlu mengetepikan 90 peratus unit kepada pembeli kali pertama pada bulan pertama ia dijual, HDB berkata golongan tersebut memerlukan rumah segera bagi memulakan kehidupan berkeluarga.
Projek pertama yang dikenakan peraturan itu ialah EC di Punggol Field.
Mengulas kelonggaran yang disifatkan sebagai positif itu, ketua pegawai eksekutif PropNex, Encik Mohd Ismail Gaffore, berkata bahawa pemilik EC kini mempunyai pilihan untuk membeli flat baru HDB.
Mereka juga tidak lagi perlu membayar levi jualan semula jika membeli EC kedua atau flat DBSS - satu penjimatan besar. |

HDB plans to offer over 10,000 new flats over next 7 months

SINGAPORE : The Housing and Development Board (HDB) is building up the supply of new flats by 10,362 units over the next seven months to meet rising demand.
These will cut across different flat types and suit different budgets, said National Development Minister Mah Bow Tan.
For a start, two new Built-To-Order (BTO) projects have been launched in Sengkang and Bukit Panjang.
The new Compassvale Beacon in Sengkang will offer 750 flats, comprising 2, 3 and 4-room units, while the other BTO project is the 412-unit Segar Meadows in Bukit Panjang.
The BTO exercise will end on December 18.
Priced between S$69,000 and S$231,000, the two projects will help address housing needs, especially those of young couples.
This is good news for 26-year-old Mohammad Harris, who is looking to buy his first flat but could not afford a resale unit.
He said: "As long as I can get a house for myself and my family, it's okay. But my wife will consider the journey time to her workplace."
"The new flats will give me more options and I can select based on my budget," said Chong Poh Ying, also a first-time flat buyer.
Separately, the HDB plans to build another 6,000 units under its BTO system in the first half of next year.
The total number of flats offered under BTO this year is 4,800 units, double that of last year.
The National Development minister urged buyers not to be too choosy when offered a new flat.
"Be realistic about the chances of getting a flat. If you need a new flat, please take up the new flat even if it's not something you like, even if it's not ideal for you. Take it up and then gradually over time, you may upgrade to the flat that you like," said Mr Mah.
Those looking for premium flats will also have more choices.
Given its success, the HDB will release four more sites for its Design, Build and Sell Scheme for about another 1,900 new units.
The first, at Bishan Street 24, will be launched next month. Those in Simei Road, Lorong 1A Toa Payoh and Bedok Reservoir Crescent will be offered next year.
In addition, another three executive condominium sites comprising some 1,300 units will be progressively released under the Reserve List of the government land sales programme.
These will be in Yishun Avenue 11, Jurong West Street 42 and Seng Kang East Avenue.
Mr Mah also addressed concerns about flat prices.
"For HDB, the market has moved in recent months, but it hasn't moved to the extent of the private (market). Just looking at the numbers, I don't see any bubble forming at the HDB market. For a start, it's a bigger market and it's a much more stable market. The growth that we are seeing is a healthy one, in the resale market," said the National Development minister.
In view of the construction boom, Mr Mah said the rising construction costs will not have a direct impact on the prices of new HDB flats, as they are pegged to the average resale market prices. He also assured that the HDB flats will remain affordable.
As for the lower income families, Mr Mah said they've been helped by various schemes.

HDB's plan to release more flats will take some heat off market

SINGAPORE : Property analysts said the increased supply of HDB new flats will take some heat off mass property market. But they added that prices will keep the overall upward momentum.
The newly-launched build-to-order units are but a small portion of the 6,000 to be released in the first half of 2008. That is 25 percent more than the 4,800 units released under the scheme this year.
Together with the units expected from the planned release of seven other sites, next year is going to see a good surge in supply of mass market housing.
However, property consultants said the impact will be contained.
"If you look at the different segments, it's not going to have any impact on the high-end market or the mid-tier market. The new announcements is going to probably cause some upgraders to relook their plans on whether they should buy this new HDB flats or DBSS flats or executive condos as compared to that of mass market projects," said Nicholas Mak, Director of Consultancy and Research at Knight Frank.
Still, analysts said this will take the heat off the HDB resale market and slightly dampen demand in mass market condominiums for next year.
"Quite a few people are expecting the pick-up in mass market condos for next year. With this large increase in supply, this could divert some demand in the mass market," said Mak.
At the launch for HDB's November sales exercise, National Development Minister Mah Bow Tan said the cost of new flats will likely nudge upwards. That is because one of the factors in pricing them is the average price of resale flats.
However, he said the government won't jack up supply to keep prices down. He said: "We will be creating an oversupply situation downstream. The person who is a buyer today is also going to be a seller tomorrow.
"It may be an obvious thing to do today, to say let's build more flats because there's such high demand. But I think the lesson we have learnt over the years is that if you overbuild, you will create problems for the very people that you're trying to help."
Mr Mah added, however, that affordability will still be a key goal, with the income ceilings of applicants kept in mind.
Analysts also said plans for new executive condominiums will meet good market demand, especially those in mature estates such as Yishun and Jurong West.
"The demand for HDB flats is usually fairly volatile. For example in the mid 1990s, the number of applicants goes above 50,000 a year. But in recent years, over the last 5-7 years, that number can vary anywhere from 7,000 a year to as high as 14,000 a year. For next year, I don't think we'll be seeing much difference; it'll be around 10,000 to 12,000," said Mak. - CNA /ls

HDB LANCAR 9,000 FLAT AWAL TAHUN DEPAN

LEMBAGA Perumahan dan Pembangunan (HDB) akan melancarkan lebih 9,000 flat baru dalam enam bulan pertama tahun depan bagi memenuhi permintaan untuk flat-flat baru yang semakin meningkat.
Daripada jumlah itu, 6,000 flat akan dibina di bawah skim Bina Ikut Tempahan (BTO), 1,900 unit di bawah Skim Reka, Bina dan Jual (DBSS) dan 1,300 unit pula merupakan kondominium eksekutif (EC).
Ini diumumkan Menteri Pembangunan Negara, Encik Mah Bow Tan, di majlis pelancaran dua projek BTO terkini di Bukit Panjang dan Sengkang semalam.
Menjawab pertanyaan media mengenai kemungkinan harga flat baru akan dinaikkan ekoran langkah HDB meningkatkan projek pembinaannya di tengah-tengah kerancakan sektor pembinaan dan pasaran jualan semula, Encik Mah berkata:
'Saya tidak nafikan harga flat baru akan meningkat jika harga flat di pasaran jualan semula HDB juga meningkat. Namun saya memberi jaminan harga flat-flat baru adalah dalam kemampuan ramai.'
Menurutnya, harga flat baru HDB tidak ditentukan oleh kos pembinaan flat semata, tetapi berdasarkan kemampuan pembeli.
'Dalam menentukan harga flat baru, kami akan lihat harga flat jualan semula, tetapi kami akan memberi diskaun dan kemudian uji kemampuannya.
'Ia termampu jika sebuah keluarga tidak perlu menggunakan lebih 30 peratus pendapatan keluarga untuk melangsaikan bayaran gadai janji bulanan flat,' ujarnya.
Mengenai dua projek BTO yang dilancarkan semalam, sejumlah 1,162 flat dua hingga empat bilik ditawarkan.
Segar Meadows di Bukit Panjang Ring Road menawarkan 412 unit flat tiga dan empat bilik, manakala Compassvale Beacon di simpang Sengkang East Avenue menawarkan 750 unit flat dua, tiga dan empat bilik.
Secara purata, harga flat dua bilik adalah antara $69,000 dengan $87,000; flat tiga bilik antara $116,000 dengan $143,000 dan flat empat bilik antara $180,000 dengan $233,000.
Pameran dua projek BTO itu kini berlangsung di HDB Hub sehingga hari terakhir permohonan pada 18 Disember ini.
Mengenai pembinaan 6,000 flat BTO yang akan dilancarkan tahun depan, Encik Mah berkata tumpuan akan diberi kepada kawasan Sengkang dan Punggol.
Empat estet pula telah dikenal pasti untuk projek ala kondominium DBSS, iaitu Bishan, Simei, Toa Payoh dan Bedok.

New allocation system for select state-owned homes expected to cut long waiting lists

RENTERS who have long hankered after that state-owned black-and-white colonial bungalow but are put off by the long waiting list can now bid for their dream home.
State landlord Singapore Land Authority (SLA) said it is opening up its properties for bidding to make their allocation more transparent.
Currently, tenants check SLA's portal www.spio.sla.gov.sg for information on available properties and then register their interest with SLA-appointed agents.
There is usually a long waiting list for these properties as demand is high. State properties can be 5 to 50 per cent cheaper than properties in the private market.
Renters have said that getting one is like winning the lottery - a tenant is selected either on a first-come, first-served basis or through a balloting exercise when a property is released.
Under the new scheme, anyone interested in these properties will be invited to view them during open houses. They then have up to one week to submit a private bid to the SLA. Bidding will close the following Friday and results will be announced the same day.
The new system will allow these buildings to be secured within a week or so of their being made available.
All in, SLA has 2,360 units available for rent and the occupancy rate is 91 per cent. However, not all of them will come under the bidding scheme.
An SLA spokesman said the new method 'encourages a fairer allocation process'. The bidding system also allows market forces to decide the value of the properties, ensuring a 'more accurate market value'.
At least 36 houses in popular locations - ranging from terraced and semi-detached houses to bungalows - will be open for bidding in the first half of next year.
Mr Kevin Barrios, 29, a postgraduate student from the United States due to start work in Singapore, expressed concern that the new procedure will drive up rents. He pays $700 for a one-bedroom apartment in the Portsdown Road area.
But Mr Eric Cheng, executive director of property agency HSR Property Group, said the bidding system is fairer.
He said many of his clients faced months, or even years, of waiting for such properties to become available.
'If someone really needs a house and is willing to pay for it, it's fair that he should get it,' said Mr Cheng.
SLA held a pilot bidding exercise for five of its properties last month and Belgian pilot Bernard Latierre was one of the successful bidders.
The price he paid - $6,550 a month for a semi-detached house in Seletar with a land area of 738 sq m - is reasonable, he said.
He had waited more than eight months for it. 'It's near my children's school, has lush greenery and lovely architecture. We wouldn't have got to live here if not for this new bidding system,' he said.
SLA said properties that have a two-year tenure and are in popular locations will be selected for bidding. Wherever possible, SLA will also allow existing tenants to renew their tenancies directly, provided the rental is adjusted to the market rate.

HDB launches sale of 4-room, bigger flats in Northeast zone

SINGAPORE: The Housing and Development Board (HDB) has launched the sale of more than 300 four-room and bigger flats in the Northeast zone.
The flats are in Punggol, Sengkang and Hougang.
This is the second sales exercise for the Northeast zone under the combined balloting/walk-in system.
Interested flat buyers may submit their applications online from Monday until December 17.
HDB will conduct a computer ballot of all the submitted applications to determine the queue positions of the applicants.
Applicants will then be notified of their appointments to book a flat, subject to availability and ethnic quota when their turns are due.
Those who have missed the application period can submit their applications online from 8am on December 18. They will be given appointments to book a flat after those who have earlier submitted their applications within the application period.

HDB survey shows strong satisfaction with SERS

SINGAPORE: Most Singaporeans are satisfied with the Selective En Bloc Redevelopment Scheme (SERS), according to a Housing and Development Board survey.
The poll was conducted from December 2006 to January 2007 among residents living in the new SERS blocks at Boon Tiong Road.
To mark the SERS Completion Ceremony at Boon Tiong Arcadia, MP for Tanjong Pagar GRC, Associate Professor Koo Tsai Kee, joined residents for a party.
Their area was the first site announced under SERS and many are happy with the estate's look.
Over 300 households responded to the HDB survey and about 91 percent of them said they were in favour of the SERS scheme.
Almost 90 percent were satisfied with the new facilities such as a pavilion, playground, fitness corner and elderly friendly facilities.
More than nine in ten respondents also liked the block layout, the new mail boxes, block orientation and facade design and finishes.

6 percentage point reduction in CPF housing withdrawal limit from Jan 1

SINGAPORE : The CPF housing withdrawal limit for buying houses will be reduced by six percentage points from 1 Jan 2008.
It will be cut to 120% of the valuation limit, down from 126%.
The CPF housing withdrawal limit is being reduced to ensure that Singaporeans have enough savings when they retire and also for health care.
It was introduced in 2002 - at 150% of the valuation limit.
Analysts said the reduction is unlikely to have much impact for buyers and sellers.
"While it does result in lesser CPF to be used for buy housing, the impact on the market is not significant. But it does make people a little bit more careful when it comes to calculations over the long term," said Eugene Lim, Assistant VP, ERA Realty Network.
"The impact on the mid-tier and high-end market is likely to be very limited because home buyers in this segment rely very little on CPF financing," said Nicholas Mak, Director of Consultancy and Research, Knight Frank.
According to analysts, it's hard to predict if prices will rise or fall. But one thing they agree on is that the six percent reduction in the CPF housing withdrawal limit will not have an impact on prices.
Industry watchers remain confident that the market will continue to be healthy, although they expect the figures from the final quarter of 2007 to be slightly lower.
About 70 private developments are expected to be launched in the first quarter of 2008.
"I expect the market to continue to remain healthy although the rate of growth in price appreciation and rental appreciation would probably be a bit more tapered, a bit more moderated compared to what we've seen one year ago," said Mak.
However, the US sub-prime issue and the possibility of a recession in the US market are likely triggers for a slowdown in the housing sector here.

Govt considers tightening eligibility criteria for HDB rental flats

SINGAPORE: As there are not enough rental flats in Singapore, the government may tighten the eligibility criteria to ensure that rental units go to those who need them most, according to National Development Minister Mah Bow Tan.
He added that the Housing and Development Board (HDB) will also beef up the supply of rental flats over the next two years to meet rising demand.
There are over 40,000 rental flats in Singapore and most of the 1- and 2-room units are home to needy families with an average monthly household income of below S$1,500.
The monthly rental for a 1-room flat is about S$30, while a 2-room unit goes for about S$60.
HDB said the demand for such subsidised flats has risen over the years. Currently, over 3,000 applicants are on its waiting list and it could take between 5 and 11 months before they get a unit.

Resale prices of HDB flats highest in 10 years

IT'S official: HDB homes have enjoyed a spectacular bull run of 17.4 per cent in 2007 - the highest growth in a decade - but market watchers say a repeat is unlikely this year.
The Housing Board (HDB) on Wednesday released flash estimates for the fourth quarter ended Dec 31 which showed home prices rising 5.6 per cent compared to the previous quarter.
This is a dip from the 6.6 per cent gain in the third quarter last year and brings the total increase in HDB resale prices for 2007 to 17.4 per cent.
Housing anaylsts said this slowdown was expected due to various reasons, including a recent change in market sentiment to a more cautious mood.
Detailed figures for the quarter are not released yet, but analysts say the transaction volume in the fourth quarter have dipped significantly.
This is due to fewer property launches and quieter activity, and also unrealistic prices sellers are demanding. Experts say HDB prices are unlikely to soar too high, and will rise less than 10 per cent for 2008.
HDB also recently announced new flat supply in Punggol and Yishun under its Build-To-Order (BTO) programme, which builds flats only when a certain demand is reached.
It plans to offer about 4,800 new BTO flats in the first half of 2008.
It has also recently launched a plum site at Bishan for condo-style HDB homes to be built, with more such sites in Simei, Toa Payoh and Bedok to come.

Second batch of condo-style HDB flats to be launched this weekend

SINGAPORE: The second batch of condo-style public apartments will be launched on 5 January.
The apartments at City View@Boon Keng, which will be completed in 2011, promise the trappings of private residential homes. But they will not come cheap.
The project is part of HDB's Design, Built and Sell Scheme (DBSS), where private developers build and market the flats.
City View@Boon Keng is the second DBSS project; the first is at Tampines.
At 40 storeys high, the City View@Boon Keng apartments will tower over many HDB flats in the area.
The mixed development will comprise 714 units, two-thirds of which will be 5-room flats and the remainder 3- and 4-room units.
The average cost of the apartments is S$520 per square foot, a record for new HDB flats.
Hoi Hup Realty Pte Ltd's director, Wong Chee Herng, said: "It goes all the way from just slightly below S$350,000 to, I think, the most expensive unit is very close to S$740,000. We don't see an issue of pricing here, because when the buyers come to see the layout, the design, I think they will appreciate what they will pay for."
Buyers will pay for the view of the city and features commonly found in private condominiums.
JGP Architecture (s) Pte Ltd's director, Chan Sze Chin, said: "A buyer who comes in here does not have to spend any more money or time to hack the walls to install things like air-con pipes or water heater pipes and even kitchen cabinets. In addition, we've also provided quite a fair bit of plants to the balconies to add to the greening of the development."
Industry players believe City View@Boon Keng will draw good response due to its location.
Knight Frank's property consultant, Nicholas Mak, said: "The price is about half of that of some of the 99-year (leasehold) condominiums in that area, such as City Lights and South Bank. But, at the same time, they (prices of City View@Boon Keng apartments) are also a bit higher than those for the EC, executive condo.
"From the launch of the first DBSS flats in Tampines till now, I think, it would be reasonable to assume that prices of DBSS would have gone up by about the same quantum as HDB resale flats, which is between 20 and 30 per cent."
Analysts say the price of a 5-room HDB flat in the resale market in the Boon Keng area will cost about S$450,000.
The City View@Boon Keng project is expected to attract the interest of young, middle-income families. Its marketing agents are confident the apartments will be a hit with home buyers.
They say the project is likely to be oversubscribed by more than 10 times, attracting 8,000 to 10,000 buyers.
Sales will be conducted by way of a ballot. Application starts on 5 January and will end at midnight on 16 January.

SINGAPORE: Some 8,000 people were at the sales launch of City View @ Boon Keng, the second batch of condo-style public apartments under the HDB's Design, Build and Sell Scheme.
And so far 1,100 people have applied to buy their dream homes in the 714-unit development, undeterred by the high average cost of $520 per square foot.
City View @ Boon Keng is located on the city fringes and is within walking distance of the Boon Keng MRT station.
At 40 storeys high, the development also promises a fantastic view of the city.
But some potential buyers are interested in the project's location.
"Location wise, it's good. This is near my mum's house, within 2km, worth a try," said a potential buyer.
"I'm used to living in this area. If I want to get a private condominium in this area, it's very expensive. So I thought that I want to give it a shot here," said another potential buyer.
But some find the price expensive. "It's a bit too expensive. We'll see how it works within our budget. Maybe, we can get a lower-floor unit," said a visitor to the show flats.

APABILA melihat rumah sebandung siap dengan laman dan seni bina menarik di Jalan Bukit Kempas, Johor Bahru, Encik Mohamed Dawood Mohamed Jamaludin terpikat lalu membelinya.
Namun, akhirnya Encik Mohamed Dawood 'dihalau' dari rumah yang diubah elok bagai istana itu kerana beliau membelinya menggunakan nama seorang penduduk setempat.
Menurut Encik Mohamed Dawood, 62 tahun, beliau membeli rumah itu pada 1994 menggunakan keuntungan daripada menjual flat tiga biliknya di Boon Lay.
'Setelah membayar cengkeram saya diberitahu rumah itu milik Bumiputera. Seorang pegawai bank yang membantu menjual rumah itu menyarankan agar saya membelinya menggunakan nama saudaranya dahulu.
'Saya bersetuju kerana beliau berjanji akan memindah hak milik rumah itu dalam tempoh lima tahun,' ujar beliau, yang kini bekerja sebagai pengawal keselamatan.
Beliau membeli rumah itu secara tunai pada harga RM208,000 ($90,500) dengan menggunakan nama rakyat Malaysia itu, Nora (nama samaran).
Encik Mohamed Dawood bersetuju juga untuk memasukkan RM20,000 dalam akaun simpanan tetap di bawah nama Nora.
Beliau mengunjungi rumah itu setiap hujung minggu. Pada mulanya, tiada masalah timbul dan beliau sekeluarga menjadikan rumah itu sebagai rumah hujung minggu.
'Namun pada 2001, Nora mendesak saya supaya menjual rumah itu dan meminta kunci rumah. Selang dua minggu ketika saya menjenguk rumah itu, ia telah didiami orang lain.
'Mangga pintu rumah itu sudah ditukar, rumah itu dicat semula dan orang yang mendiami rumah itu memberitahu saya 'pak cik dah takde apa-apa di sini lagi',' ujar bapa dua anak itu dengan nada kesal.
Malah simpanan tetap RM20,000 itu juga habis dibelanjakan Nora, dakwanya.
Peralatan dan perabot rumah juga digunakan oleh penghuni baru itu.
Encik Mohamed Dawood telah mendapatkan bantuan dua firma guaman di Johor Bahru untuk menghalau mereka namun usahanya belum membuahkan hasil.
Usaha Berita Harian menghubungi Nora juga gagal.
Menurut seorang peguam di sini yang dihubungi semalam, Encik Mohammed Lutfi Hussin, Encik Mohamed Dawood masih boleh mendapatkan semula sebahagian daripada wang yang digunakan untuk membeli rumah itu.
'Sekiranya beliau mempunyai bukti yang menunjukkan beliau telah membiayai sepenuhnya pembelian rumah itu, beliau boleh mendapatkan perintah mahkamah untuk menjual rumah itu,' ujar beliau...

Toa Payoh Lorong 8 completes main upgrading programme

SINGAPORE: Residents at Toa Payoh Lorong 8 are enjoying a 38-million-dollar facelift of their estate.
A total of 1,532 households from 11 blocks now have a better living environment.
Besides new covered linkways and an amphitheatre, residents can now live amidst lush greenery. Other enhancements include playgrounds, pavilions and barbeque pits.
The lifts have also been upgraded with more security features and will now stop at every floor.
The precinct comprises 3-, 4- and 5-room flats and was built in the mid-1970s.
Residents paid between S$3,000 and S$6,000 to have their neighbourhood revamped. For one resident, the value of his flat has appreciated by 15 times since he bought it decades ago.
Dr Ng Eng Hen, Manpower Minister and MP for Bishan-Toa Payoh GRC, said: "They are telling me that the value of the flat has gone up and they are very happy with it. They feel that everyone can benefit from the common facilities, so that's quite useful."

SEMINAR JUAL BELI FLAT SECARA DIY BERBAHASA MELAYU

PEMILIK flat Lembaga Perumahan dan Pembangunan (HDB) boleh melakukan sendiri (DIY) jual beli flat tanpa perlu mendapatkan khidmat ejen rumah.
Yang mereka perlu tahu hanya cara-cara atau proses jual beli.
Ini bukan saja dapat menjimatkan masa, bahkan wang termasuk komisen ejen rumah dan harga flat jualan semula yang kini rata-rata dipasarkan atas harga taksiran.
Peluang menimba pengetahuan itu kini terbuka menerusi Seminar Jualan Semula dalam bahasa Melayu yang julung-julung kali akan dianjurkan HDB bulan depan.
Menurut seorang jurucakap HDB, seminar itu diadakan menyusuli 'maklum balas positif dan banyaknya pertanyaan menerusi telefon daripada pemanggil Melayu hasil satu laporan mengenai ura-ura HDB mengadakan seminar berkenaan yang disiarkan Berita Harian November lalu'.
'Seminar ini juga sebahagian usaha berterusan HDB bagi mendidik orang ramai mengenai proses penjualan semula dan memudahkan penjualan secara DIY,' jelasnya ketika dihubungi semalam.
Perangkaan HDB menunjukkan jual beli flat secara DIY telah meningkat daripada 5.5 peratus pada 1998 kepada 7.2 peratus sehingga September tahun lalu.
Jurucakap HDB menyatakan ceramah akan disampaikan oleh dua pegawai jualan semula HDB yang berpengalaman.
Panel seramai empat pegawai juga akan melayan sebarang pertanyaan dalam sesi soal jawab.
Antara isu yang dibentangkan:
# dasar dan prosedur berkaitan jual beli flat;
# perancangan kewangan bagi bakal pembeli dan keperluan mendapatkan surat kelayakan pinjaman HDB (HLE);
# peraturan berkaitan keperluan opsyen untuk membeli; dan
# kesulitan yang tidak diduga dalam urus niaga flat jualan semula.
Seminar akan berlangsung di Punggol Room, besmen 1 HDB Hub di Toa Payoh, dari 9.30 pagi hingga 1 petang 23 Februari ini.
Tempat terbatas - untuk 100 peserta sahaja. Setiap peserta dikenakan bayaran $25 termasuk cukai barangan dan perkhidmatan.
Mereka yang berminat boleh mendaftar dan menyertakan cek secara pos atau datang sendiri ke HDB Hub pada waktu pejabat. |

Poor will not be neglected in HDB upgrading

THE Housing Board will not neglect the needs of the poor, or be rigid, as it upgrades flats under schemes which have recently been revamped.
The Minister of State for National Development, Ms Grace Fu, gave this guarantee as the Housing & Development (Amendment) Bill, which facilitates one of the new programmes, was discussed and passed in Parliament on Monday.
During the debate, various MPs had put forward wish-lists.
Madam Cynthia Phua, MP for Aljunied GRC wanted the Government to absorb the co-payment that will be required for lower-income households to get their homes upgraded.
Under the new Home Improvement Programme (HIP), which focuses on essential improvements within a flat such as repairing spalling concrete, residents will have to pay between 5 and 12.5 per cent of the total bill. They can opt out of some items.
The other new scheme recently introduced - the Neighbourhood Renewal Programme where improvements are made across several precincts - is to be fully paid for by the Government.
Mr Liang Eng Hwa, MP for Holland-Bukit Timah GRC asked for items such as aluminium window frames or accessibility features for the elderly and disabled to be added to the list of essential improvements under the HIP programme.
He also wanted the Government to consider extending its upgrading schemes to to private estates.
Ms Fu rejected Mr Liang's suggestion that government subsidised upgrading be offered to private estates, pointing out that private homes could be owned by foreigners as well as permanent residents. Unlike owners of HDB flats, private home owners also have the option of selling their homes collectively.
On the question of lower-income households, Ms Fu said that flatowners can cut their bills by opting out of various improvements.

Condo-style flats to be limited

THE pricey condo-style flats that have been in the news lately will remain the minority of public housing units, with the Government pledging on Monday to continue providing affordable homes.
Its assurance came as high-end flats in Boon Keng launched by private developers recently were going for as high as $727,000 for a five-room flat.
The flats come with interior layouts and fittings more commonly seen in private condominiums, such as bay windows in bathrooms, large balconies and built-in wardrobes.
Buyers are also concerned with the soaring prices of resale Housing Board flats which shot up 17.4 per cent last year - the highest in a decade - and the higher- than-valuation prices - by as much as $100,000 - which sellers in coveted districts are demanding.
National Development Minister Mah Bow Tan, addressing these concerns in Parliament on Monday, explained that high-end flats - built under the Design, Build and Sell Scheme - 'serve to fulfil the needs of a niche segment of the HDB market - those with higher aspirations and who can afford a higher price'.
Under the programme, developers are free to design and price the flats as long as they work within the rules of public housing.
This means they have to sell flats to families earning no more than $8,000 a month - the limit for households buying public housing.
The first such project, the 616-unit Premiere@Tampines by Sim Lian Land, drew almost 6,000 applications for its two-, four- and five-room flats which are sold from $138,000 to $450,000.
The second, the 714-unit City View @ Boon Keng by Hoi Hup Sunway Development, drew about 3,500 applications for three- to five-room flats. Prices ranged from $349,000 to $727,000.
The City View prices had prompted some to question if they were affordable to those earning $8,000 a month.
Nominated member of parliament Eunice Olsen asked if the income ceiling could be raised for such flats. |
