Thank you for the question. What comes into my head when I see the word ADVERTISEMENT... 3 words - Deceiving, Informing, Being-used...

Advertisements can be deceiving, yes? Yet at certain point, they are all mostly informative. But above all, we often see us as consumers being used to believe in such deceiving acts in the adverts, and also those in the acts, are being used to deliver not-so-true informations.

Again, just my two cents... ;)

government spend few millions to promote tak nak rokok, dadah bahaya....

Advertisement for Jangan Merokok indirectly advertised for cigarettes. Govt need revenue from the sales of cigarettes.
Hence, they spent so much to tell people not to smoke is to make aware the existence of cigarettes.
