Royalty At Maulud Nabi

Bandar Seri Begawan - Her Majesty Raja Isteri Pengiran Anak Hajah Saleha and Her Royal Highness Pengiran Isteri Azrinaz Mazhar (picture above) yesterday consented to grace a Women's Special Gathering to commemorate the birthday anniversary of Prophet Muhammad (pbuh) held at the International Convention Centre in Berakas.

Her Majesty the Raja lsteri and HRH Pengiran Isteri were welcomed by the Special Gathering's Executive Committee members.

Their Royal Highnesses Pengiran Anak Isteri Pengiran Anak Hajah Zariah, Princess Hajah Rashidah Sa 'adatul Bolkiah, Princess Hajah Majeedah Nuurul Bolkiah and Princess Hajah Masna also attended yesterday's event.

The ceremony.began with the reading of the Al-Quran by Dayang Amal Nazirah, winner of Qari'ah Musabagah Tilawah Al-Quran 2006 Youth Nationals.

The Co-Chairperson of the Organising Committee, Datin Hajah Masnah delivered welcoming remarks followed by a special talk by an invited speaker from Malaysia, Dr Robiah binti Kulop Hamzah.

The ceremony then proceeded with the presentation of the Anagerah Bakti Hijrah Khas Wanita by Her Majesty the Raja Isteri and HRH Pengiran Isteri to three recipients.

All three recipients received cash amounting to B$10,000 each, a certificate of appreciation, a memento and free medical treatment in a first class ward at any public hospital in the nation.

Local Man Gets 22 Months & Cane For Theft, Mischief

Bandar Seri Begawan - A local man was sentenced to jail for one year and ten months, with two strokes of the cane, after he pleaded guilty to two charges of theft and one count of mischief.

Mat Azami bin Jumat, 25, was charged with stealing a 400-amp fuse housing/fuse carrier and a piece of 20tnm/I C earth wire measuring three metres belonging to the government at the Telisai Electrical Substation, Sungai Penyatang in the Tutong District sometime in the morning ofJanuary 31, 2007.

The second charge stated that he had committed mischief by causing damage to the feeding pillar and the wiring of the electrical substation.

On the third count, the defendant stole from a house belonging to a 46-year-old woman in Kg Bukit Sulang, Lamunin, Tutong District on the evening of March 29.

The defendant took two gold bracelets, a gold chain, four gold rings, a jade and a silver necklace, a jade locket, six silver rings, five tudong pins. Four Baju Melayu studs, a watch, a gold-plated-key holder, silver lighter, two knives and a Samurai sword.

According to Deputy Public Prosecutor Christopher Ng, the defendant managed to sell off the stolen items stated in the first charge to a scrap metal dealer in Telisai where he obtained B$40 which he used to buy food and Syabu, a Class 'A' controlled drug scientifically known as Methylamphetamine.

The prosecution also told the court that the defendant had caused damage costing an estimated B$24,620 to the feeder pillar and wiring of the said electrical substation.

Meanwhile, the gold jewellery that the defendant stole was exchanged with a friend for $100 and $40 worth of Syabu.

The police managed to recover the rest of the stolen items with the defendant's cooperation.

Senior Magistrate Hj Abdullah Soefri also heard from the prosecution that the defendant was first arrested on February 2, 2007 and that upon investigation, the defendant admitted to the theft and mischief offences.

He was subsequently released on police hail and committed the latest theft and mischief offences while on bail.

Anyone For Chilli Durian Chocolates?

Jerudong - The Empire Hotel and Country Club yesterday hosted a chocolate making demonstration for the local media at the E-Club lounge.

Demi Chef De'Partie of the hotel, Siti Amira Mubarak, shared recipes for the Cappucino Praline and Bitter Sweet Cocoa and demonstrated the methods of making the two chocolate recipes together with Chef Yusni Abdul Halim, Assistant Pastry Chef.

Members of the media also enjoyed a hands-on experience, where they had a hand in making the chocolate.

The Empire Hotel and Country Club launched its chocolate collection in December 2006, where chocolate lovers can now enjoy a selection of exquisite handmade chocolates.

Available in gift boxes of eight pieces, 16, 49 and 98 pieces, there are a total of 16 different varieties of chocolates, comprising classic and local flavours.

All chocolates are handmade in Brunei with fresh and imported ingredients such as Hazelnut Praline, Cappucino, Bitter Sweet Cocoa, Tongkat Ali, Lavendar, Lime Lokum, Durian Ganache, Pandan Leaf, Saffron, Buttermilk Caramel, Tahaa Vanilla, Pisang Emas, Coconut, Fruity Nuts, Milk Chocolate and Chilli Truffle.

Maid Jailed For Taking Employer's Gold Chain

Bandar Seri Begawan - was sentenced to four months in jail by the Bandar Magistrate's Court Saturday after she pleaded guilty to stealing her employer's valuables.

Dayang Rusminah binti Dastim, aged 32, admitted to stealing a gold chain and a travel bag on March 31.

The court was told that while the defendant was cleaning her employer's bedroom, she saw a "916" brand gold chain on the make-up table.

She took the gold chain and decided to leave the house while her employer was busy having dinner and watching television.

The maid packed her belongings into a travel hag which belonged to her employer as she did not have a bag large enough to carry all her items.

She left the house and walked to a bank building at Kiarong Complex. The defendant hailed a taxi and went to Kampong Manggis to meet a friend who was planning to leave Brunei for Pontianak, Indonesia.

The next day, the defendant's employer, unaware that the maid had run away, noticed that the maid was not in the house. She checked the maid's room and saw that it had been emptied.

Realising that the defendant had run away, the employer checked her own bedroom and discovered that her gold chain and bag were missing.

According to the Prosecuting Officer Christopher Ng, the defendant was arrested few days after the incident after the police informed the immigration control posts around the country that the defendant was a fugitive.

The maid was stopped at the Sungai Tujoh Immigration Control Post. She was planning to travel to Pontianak, Indonesia via Miri, Sarawak.

Woman Jailed For Stealing Colleague's ATM Card & Money

Bandar Seri Begawan - A 25-year-old local woman was sentenced to four months behind bars by the Bandar Magistrate's Court Saturday after she pleaded guilty to stealing an ATM card and using it to withdraw cash.

Mariana binti Tuah who is employed at a shop admitted to stealing an ATM card and cash totalling $400 on two separate occasions.

The court heard that on March 20, 2007, the defendant was working at the shop from 8.00 am to 8.30 pm. At about 5.30 pm, she looked inside the hag of one of her colleagues. The defendant took an ATM card from the victim's bag which was kept under the cashier's machine.

Inside the bag, the defendant also found the victim's bank book which contained a slip of paper which had the victim's PIN number for her account.

The defendant took note of this number and went to a shopping complex at about 6.00 pm. She went to a bank ATM machine and withdrew BND$200 from the victim's bank account.

The defendant returned to her work place and put the ATM card back in the victim's bag.

Four days later, the defendant again took the ATM card from the victim's bag at about 4.30 pm. She went to the same ATM machine at about 5.00 pm and withdrew another BND$200. She went back to her work place and returned the ATM card.

According to the Prosecuting Officer, Christopher Ng, the victim only discovered that the money had been taken out of her bank account when she went to the bank ATM machine on March 26. She discovered that she had only BNDS612.42 left in her account whereas her bank book showed that she had funds amounted to BND$1012.42.

Alarmed by this, the victim visited the bank to update her bank book. She discovered that there were two cash withdrawals on March 20 and 24 that she did not make.

Community's Role In Disaster Training

Bandar Seri Begawan - "Members of the community are to be included for participation in preparation training in case of a disaster."

This was urged by Pehin Orang Kaya Indera Pahlawan Dato Seri Setia Haji Suyoi, Minister of Health, who was guest of honour at the opening ceremony of the Public Health Emergency Response Training at the Sheraton Utama Hotel in the capital last night.

Speaking to the participants of the programme, he said, "The greatest challenge will be how to sustain your interest. It will seriously affect your preparedness level if you later become complacent as you wait for disasters to happen. It is imperative that the agencies responsible continue to conduct preparedness training even in the absence of impending disasters and to widen participation to include members of the community as they will be the ones (affected) if a disaster does strike."

"With emerging diseases posing a real threat and looming before us and with other forms of disasters that could happen when we least expect, we have to recognise the collective need for heightened levels of vigilance, commitment and resources to safeguard public health against outbreaks:'

He added that. "The key elements in national as well as global disaster and disease outbreak management involve effective cooperation at the national and international levels."

Natural disasters result in tens of thousands of deaths and adversely affect the lives of millions of people. Over the last 28 years natural disasters alone have caused over US$100 billion worth of material damage.

Given the potential for the breakdown of public health services as a result of natural and man-made disasters, the Ministry of Health welcomes actions aimed at supporting and improving preparedness and capacity of healthcare systems to meet health challenges posed by emergencies.

Effective disaster response requires adequate and advance planning, preparation and practice. Well trained professionals play critical roles in disaster responses. Human capacity enhancement is an important component of disaster preparedness.

The Institute of Medicine as the organiser of the event and the Ministry of Health and all relevant departments should consider this a top priority.

Catastrophic events come without warning or there is some prior notice. It is essential that the leadership roles, responsibilities, and lines of authority for responding to such an event be clearly defined and effectively communicated in order to facilitate rapid decision-making.

It is important to recognise that public health preparedness is only one aspect, albeit an important one, in the overall emergency and disaster preparedness of any country or even region.

Although we focus specifically on public health and the interface between hospitals and health departments, many aspects of public health preparedness will require involvement of non-health stakeholders as well.

Health organisations are not simply coordinating with one another, but also must coordinate and build relationships with these other non-health entities to address the multifaceted aspects of preparedness.

In welcoming remarks, the chairman of the working committee of the Public Health Response Training, Dr Zaw Wint, said, -The course aims to provide up-to-date knowledge and skills to the professionals in the field of disaster management by bench marking with up-to-date know-how from the Centers of Disease and Control.

"It will particularly focus on the public health aspect of managing emergencies and disasters in two -tracks' during this week long training."

The first -track- caters to first responders to the disasters and emergencies in managing mass casualty events. The second "track" provides advanced level training in public health management emergencies and its management targeting the planners at the management level.

The event drew 55 participants (38 active and 17 observers) who include health care providers, related professionals, health care managers and planners, personnel from National Disaster Management Centre, Ministry of Defence, Ministry of Home Affairs and other relevant agencies.

The programme will be conducted by consultants from the CDC in two tracks. The first track is the "The Management of Mass Casualty Events" by Dr Bill Rich, and the second track is "Advanced level training in public health emergencies and its management" by Dr Paul Giannone.

Dr Bill Rich is a long-time emergency responder and trainer with a career spanning over 29 years, among them, in the US Navy, Fire and Rescue Services and state disaster medical assistance team of Georgia State.

Dr Paul Giannone was Team Leader at CDC Public Health Team for the Hurricane Katrina 2005, the Incident Manager at CDC Disaster Emergency Operations Centre, and the Team Coordinator at CARE Afghanistan/Pakistan Border 2001.

The guest of honour presented souvenirs to the workshop facilitators.

The event was jointly organised by the Institute of Health, Universiti Brunei Darussalam and Centers for Disease Control, Atlanta, US.

If you are turning over in your bed, spending sleepless nights and Mien arrive at office with droopy eyes, then head straight to terudong Park Medical Centre (JPMC).

You may he suffering from a disorder called sleep apnoea. The country's first sleep clinic that has a sleep laboratory will try to solve your midnight blues and help you catch 40 winks.

Sleep apnoea is a condition in which tissues in the airway passages collapse and block breathing for brief but frequent periods while a person sleeps. It's usually diagnosed in a sleep lab, where people can be observed and monitored while they sleep. People with sleep apnoea usually suffer from excessive sleepiness during the day and are prone to develop high blood pressure and heart disease.

Some of the signs include morning headaches, memory or learning problems, irritable Feeling, not being able to concentrate on work mood swings or personality changes; perhaps feeling depressed, dry throat when you wake up and frequent urination at night.

Consistent with previous reports, sleep apnoea improved when participants lost weight -- but only about 10 of them were able to minimise the breathing problem with weight loss alone, Reuters said in a recent report on the disorder.

Involve Youths, Minister Tells Mukim, Village Councils

Bandar Seri Begawan - It is important for mukim and village consultative councils to get all levels of the community including the youths involved in all of their projects, as they will be the ones who will carry on such efforts in future.

This was stated by the Minister of Home Affairs, Pehin Orang Kaya Johan Pahlawan Date Seri Setia Awg Hj Adanan who chaired a meeting with members of the Mukim and Village Consultative Council Organising Board, penghulus, village leaders, heads of longhouses and members of Mukim and Village Consultative Councils in Tutong yesterday.

Pehin Adanan, who is also the chairman of the Mukim and Village Consultative Council Organising Board, also called on mukim and village consultative councils to become "motivators" for the local community.

As every mukim and village has its own unique qualities, Pehin Adanan believes that the "Sam Kampung, Sam Produk" (One Village, One Product) vision could become a catalyst that will develop the economy and improve the standard of living of communities.

It is hoped that the consultative councils would be raised to a more successful and competitive level to improve the harmony, welfare and success of their respective mukim or village, he said.

The Ministry of Home Affairs has allocated a budget of $125,000 for 2007 to 2008 to assist mukim and village consultative councils in organising projects or work programmes.

The minister said that it is important for councils to strengthen the culture of helping each other and caring for the less fortunate in their respective communities. This includes giving assistance to government agencies in weeding out negative elements in society such as criminals, drug abusers and immigration offenders.

"We want to see the mukim and village consultative councils in this district (Tutong) active in implementing programmes that will uplift the image and credibility of the consultative council," Pehin Adanan said, adding that it is important to gain trust from the local community.

One of the main objectives of yesterday's meeting was to clarify new regulations for the organising board as well as the mukim and village consultative councils in Tutong.

Among those who attended the meeting were: Deputy Minister of Home Affairs cum Deputy Chairman of the Mukim and Village Consultative Council Organising Board Pehin Dato Paduka Awang Hj Dani bin Hj Ibrahim; and Permanent Secretary at the Ministry of Home Affairs, Awg Hj Mohd Mandi bin Pehin Dato Laila Utama Hj Awang Abdul Rahman.

Permanent secretaries and deputy permanent secretaries of other ministries as well as representatives of various government ministries and departments were also present.

After the recital of Surah Al-Fatihah, a speech was delivered by Acting Tutong District Officer Awg Hj Jamain bin Momin.

Deputy Permanent Secretary at the Ministry of Home Affairs Dato Paduka Awg Hj Adnan bin Hj Hanafiah also briefed about the amendments to the regulations for the organising board as well as mukim and village consultative councils, which was enforced by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam on May 1, 2006.

Three Months Jail For Stealing $1

Bandar Seri Begawan - A local man was sentenced to three months' imprisonment by the Bandar Magistrate's Court Monday for stealing one dollar and a car CD player.

Ak Abdul Rahman Rahimi bin Pg Mahali, 22, who worked as a car washer at Menglait, pleaded guilty to stealing both items from a gold coloured Toyota Corolla which was parked at the vicinity of Bangunan Suasa in Beribi at about 3pm a week ago.

The court heard that the defendant went into the vehicle through an unlocked door and took the said CD player and the cash kept in a CD case in the vehicle. The defendant was then stopped by members of the public when he returned to collect the stolen CD player which he hid earlier behind a water tank at the vicinity.

No Fear Or Favour In ACB Probes

Bandar Seri Begawan - Investigations on corrupt practices by the Anti Corruption Bureau (ACB) will he conducted without fear or favour or regard to ranks. Those involved will be brought to court, said the Deputy Minister at the Prime Minister's Office, Date Seri Paduka Eusoff Agaki bin Haji Ismail, during the ACB's Silver Jubilee celebration yesterday.

He also advised all levels in the civil service to be concerned on the effectiveness of the service and the implementation of tasks as well as responsibilities to improve the integrity of working personnel through training and suitable exposure. The AC B has made efforts to educate society on corruption prevention by holding lectures for agencies in be civil service education institutions, private sector companies and the general public.

揟wenty-five years have passed and the question for civil servants is how far they have achieved in the aspirations and hope of the government in practicing personal values that are efficient trustworthy and responsible? Or how far has our government service system free from corruption practices?
