Bandar Seri Begawan - The Young Entrepreneurs Association Brunei (YEAB) held a dialogue session with the Tourism Department towards boosting public/ private sector cooperation in Brunei.
It was held at the Ministry of Industry and Primary Resources by Chief Executive Officer of Brunei Tourism, Sheikh Jamaluddin, tourism department representatives and YEAB members.
The Tourism Department gave a presentation on its roles and functions and explained the Department Strategic Plan.
YEAB members raised questions and issues relevant to the Department.
The dialogue covered general questions relating to the function of the department and discussed projects, procedures and activities related to the Tourism sector, opportunities present and the role young entrepreneurs could play in the tourism sector, especially in eco-tourism' and KNK (Kenali Negara Kitani).
YEAB said it has made plans to hold dialogues with the Fisheries and Agriculture Department under MIPR, and other government ministries in the near future.
"This dialogue represents the 3rd dialogue that YEAB has had with the departments under MIPR and has been extremely beneficial to our members, who have gained valuable information from the various departments to assist them in doing business and in their knowledge of the numerous opportunities that are available to them. These dialogues are also a positive step to demonstrate our mutual (MIPR and YEAB) willingness to encourage open .and productive public and also private sector cooperation" said the President of YEAB.
The dialogue ended with a discussion on the next steps to be taken to continue increased private/public sector cooperation.

Looking At The Bilingual Bruneian

Bandar Seri Begawan - A lecture on 'English and the Bilingual Bruneian' by Dr Noor Azam bin OKMB Hj-Othman will be held on Wednesday (April 18) 2.30pm at the Central Lecture Theatre G.12, UBD.
The general thesis is that as Brunei got more modernized, the greater the role of English became in the daily lives of Bruneians. This will be discussed in light of the change in the description of bilingualism in Brunei. Dr Noor Azam bin OKMB Hj Othman is the Deputy Director of the Language Centre at UBD and teaches language skills as well as linguistics courses in the Department of English Language and Applied Linguistics.
His PhD research was on the changes to linguistic diversity in Brunei Darussalam, with emphasis on native languages. Dr Noor Azam continues to conduct research on the languages of the seven `puak jati' of Brunei, and in languages use in Brunei in general. Brunei as a young nation-state began to develop rapidly only in the later half of the latest century, thanks to the discovery of oil in 1929. Prior to achieving its status as a 'modern nation-state' under the leadership of Sultan Omar Ali Saifuddien III in the 1960s and 1970s, Brunei's culturally and linguistically diverse population lived in virtual pockets of homogenous communities, whose ethnic identity was easily identifiable in terms of their respective location of residence.
Inter-group communication was minimal due to lack of contact between the different groups which in turn was due to a lack of access, resulting in a high degree of societal monolingualism in indigenous languages.
Using the notion of 'societal bilingualism' (Romaine 1994), and relating it to events in Brunei's social history, this paper discusses how the notion of bilingualism has evolved over time in Brunei, and the position of English in the 'bilingual equation' It draws its findings from a larger study which analysed interview as well as documentary data. Thus, Dr Noor Azam's thesis of a bilingual Bruneian.

Bandar Seri Begawan - As a developing nation that relies heavily on its oil and gas for its fiscal and economic needs, Brunei must exercise care that present benefits will also safeguard the future generations.
This was stated by Minister of Energy Pehin Orang Kaya Seri Utama Dato Seri Setia Awang Hj Yahya bin Begawan Mudim Dato Paduka Hj Bakar in welcoming remarks 6/0 of the Oil & Gas Directors' Night at the International Convention Centre yesterday evening. He added, "Realising this, various effort have been implemented. The government continues to strive for optimum returns from the clearly nonrenewable resource through a strategy of encouraging investment in major activities be it in the upstream activities including those involving exploration and production, in a more challenging environment."
The Minister of Energy who is also the Chairman of Board of Directors for Brunei Shell Petroleum Sdn Bhd, Brunei LNG Sdn Bhd, Brunei Shell Marketing Sdn Bhd and Brunei Shell Tanker Sdn Bhd, further said, "In the midstream, various studies have been conducted in identifying the best options for maintaining Brunei
Darussalam's reputation as the world's best LNG exporter. At the downstream level, we would like to ensure resources are utilised with maximum return not only for the investors but also most importantly to the nation." Speaking on the company's performance, he said, "We are extremely proud of the company's overall performance in year 2006. There was indeed pressure from the increase in investment cost mainly due to competition in getting equipment and main items such as rigs, steel and others. In this aspect, the implementation of measures toward optimum utilization of budget must continue to be given by all parties."
Touching on increasing global demand for oil and gas, the minister mentioned that "the Asia Pacific Energy Research Centre (APERC) in its report and outlook for 2006 stated that the demand for energy especially from oil and gas will continue to rise at an annual rate of 2% till year 2030. At this rate, the demand from APEC economies alone will show an increase of more than '60%."
"In meeting this demand for the APEC region alone, an investment of US6.0-7.5 trillion would be needed. This includes US$0.9-1.3 trillion for oil and gas production's facilities and a further US$0/ 5-0.7 trillion for pipelines."
He added "The growth in energy demand will be pronounced and steep in the developing countries mainly among Non-OECD (Organization for Economic Cooperation and Development) countries, counting to around 80%. This is not surprising, as the global population will grow to approximately 8 billion by 2030, with 95% of the growth occurring in developing countries. In addition, the world economy is projected to grow at a rate of 2.8% per annum and doubling in size by 2030."
"Based on the above scenario, fossil fuel will continue to provide over 8% of global energy supplies mainly for the transportation sector whereby it is forecast that the demand from transportation will grow up to 50% from the current level in 2030.
"Not surprisingly there is a lot of debate on the roles and ability of alternative energy resources in supplementing or even supplanting the hydrocarbon resources. However, to find an alternative source of energy that could either replaced or supplant oil and gas would be very difficult."

THE Indonesian contingent emerged champions at the Fourth Southeast Asian Al-Quran Reading Competition with the Qari M Rokhani declared the winner in the male category while Qariah Robiyah Al Adawiyah won in the female category.
Awg Muhammad Fikri Hj Awg Metussin and Awang Zulhafiz Awang Tengah did Brunei Darussalam proud by claiming second and third places in the Qari category.
In the Qariah category, the second place went to Monaifah Amen Alawi of thePhilippines while Dyg Norfaezah Haji Emran of Brunei Darussalam finished third.
The winners received challenge trophies for the male and female categories which was graciously presented by His Majesty _ $4,000, Brunei Darussalam Mushaf and a participation certificate. Second and third place winners received $3,000 and $2,000 respectively with Brunei Mushaf and participation certificates.
The rest of the participants received consolidation prizes of $700, Brunei Mushaf and participation certificates each.
The trophy for the Fourth Competition was in the form of a Quran made of crystal and stands on a local Meraka wooden structure. The shape of two hands is inspired by the shape of kimhap or tongkat ajai. The shape of the two hands symbolises the commitment of youths to the reading and understanding of the contents and teachings of Al-Quran.
His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam consented to present prizes to the winners during the closing of the Al-Quran reading competition at the International Convention Centre Plenary Hall last night.
The Fourth Southeast Asian Al-Quran Reading Competition was hosted by Brunei Darussalam with support from various governmental departments, private sector, non-governmental organisations as well as individuals.

HIS Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam last night said that the Al-Quran Reading Competition would act as a medium towards better understanding and cooperation among the Muslim youth of Southeast Asia.
The monarch made these observations in a Titah at the closing of the Fourth Southeast Asian Youth Al-Quran Reading Competition at the International Convention Centre last night.
The monarch said that the Al-Quran with its teachings would guide the youth towards the main aim of the competition. This will create unity amongst the youth and this spirit and attitude will lead to solidarity.
His Majesty said that "If we can achieve this, that means, the competition has upheld the good name of Islam and the name of their countries and their contestants.
"I don't want it so that when youth are mentioned that people should construe anything negative about them," added His Majesty.
"We realise that youth, including Muslim youth, face critical challenges. They are pushed by challenges from all sides which could shake their faith _ like reading materials, fashion, drama, song and dance.
"All these will require the 'faith shield', besides mature thinking and action by youth.
"I believe that through this Al-Quran Competition, Insyallah, realisation will dawn and they will overcome and remain distant from all kinds of turmoil.
"If this activity continues and improves, the Muslim youth in this region will became 'role models' _ an unbeatable youth able to face the strongest challenges of globalisation.
"In whatever situation and location, we need to see the Muslim youth in this region as a "exemplary youth", where their every action will lead to solidarity not to disintegration and whatever they say will bring Ma'aruf (goodness), not badness."
His Majesty said "In the context of Brunei youth I would like to see a consistent youth community oriented towards religious practices, good manners and, furthermore, in an understanding that self-respect is an asset to the nation. Being independent for the last 23 years, we need to do more to make our independence more fulfilling through religious and cultural responsibilities.
"We need to abide by religion and enrich a healthy culture. Without religion and a healthy culture, independence will not be complete.
This becomes the responsibility of parents, teachers, social workers, lecturers and youth programme planners to work together in ensuring healthy youth and mould them into assets of the nation."
Present last night were His Royal Highness Prince Haji Al-Muhtadee Billah, the Crown Prince and Senior Minister at the Prime Minister's Office, His Royal Highness Prince 'Abdul Malik, and His Royal Highness Prince 'Abdul Mateen. Also present last night were Pengiran Cheterias, cabinet ministers, foreign dignitaries and representatives from the public and private sectors.

Bandar Seri Begawan - The popularity of Internet investment schemes is catching up fast among the public. The worldwide reach of the Internet has given room for fraudsters or scam artists to multiply their victims in just a short period of time.
The bait of a Fast and extraordinarily high return on a minimum investment has hooked many curious and unsuspecting people into putting their money into such schemes.
The Ministry of Finance (Mon yesterday cautioned the public on these anomalous investment schemes being offered through the Internet.
These schemes, said the ministry, comes in various forms such as alleged direct selling scheme or pyramid scheme.
The High Yield Investment Programme (HYIP) has recently become the hot topic with many allegedly sucked into it and pouring in their savings hoping for an enormous return, which will never materialise.
By the time a person involved in these schemes realises that his/her so-called 'investment' has disappeared into thin air, the schemers had packed up and gone.

Some are said to be too embarrassed to come forward and report it to the authorities. As most of these schemes are offered from abroad, tracking them will be difficult and fruitless.
The Malaysian National Fatwa Council recently issued a fatwa or edict which ruled that any form of share investment through the Internet that promises a steady profit is haram (forbidden) because o [the elements of `riba' (interest) and `gharari (chance). In October last year, the Ministry of Finance had issued a warning about the dangers of Internet trading, in particular trading in commodities such as gold or foreign currencies (Forex).
In the latest warning, the ministry has urged the public to be vigilant over any investment scheme that promises high rates of return. Furthermore, anyone offering linancial investment products in Brunei must obtain approval or be licensed by the ministry before offering any. The penalty is also severe for those found flouting the regulation.
According to the Ministry of Finance statement, "Any person who contravenes or fails to comply with the regulations is liable upon conviction to a line not exceeding B$1 million, imprisonment for a term not exceeding 10 years or both under the Securities Order 2001 or a fine not exceeding BSIO million, imprisonment for a term not exceeding 10 years or both."
Under the Banking Order 2006, those found to continue committing the offence, a further line of not more than B$100,000 will be slapped for every day during which the offence is committed after conviction.
The ministry has warned the public to take special care in protecting themselves from various kinds of frauds being perpetrated in today's financial markets. The public has been advised to contact the ministry to confirm if a person or entity has been licensed before dealing in any of the schemes or products that they offer.
The ministry also welcomes any information on suspected unlicensed activities by individuals, suspicious websites or emails or anything relating to any unlicensed investment advice and services offered including those available on the Internet. Bandar Seri Begawan - The Ministry of Health marked another milestone yesterday with the signing of a memorandum of understanding with King's College, London along with an agreement between the ministry and King's College Hospital Trust.
Signing the Moll on behalf of the Ministry of Health was Permanent Secretary at the Ministry of Health Dato Paduka Serbini Ali, while signing on behalf of King's College London was Dcan and Head of School, King's College London Dental Institute Professor Naim Wilson, OBE.
Meanwhile, signing the Agreement in Training and Education Programme on behalf of the Ministry of Health Brunei Darussalam was Director of Dental Services, Dr Haji Shamshir bin Haji Zainal Abidin, while signing on behalf of King's College, London was Professor Naim Wilson.
The signing ceremony was witnessed by Minister of Health Pehin Dato Seri Setia Haji Suyoi. Also present was Deputy Minister of Health Pehin Dato Paduka Haji Hazair.
Yesterday's event was held at the Multi-Purpose Hall, Ministry of Health.
The signing ceremony marks the collaboration between the two parties in the aspect of training and education programme for dental officers and oral health care professionals.
The agreement yesterday was for a Dental Programme, which comprises a three-year Diploma course in Dental Therapy that will be jointly granted by the two signing parties. Through the programme, dental therapists will receive in-house training, while King's College academic staff will visit Brunei on a part-time basis to provide training throughout the duration of the course.
Dental therapists will be trained to care for both children and adults, with their main function being to assist dental services provided by existing dental care professionals in the country, especially in primary oral health care.
The Ministry of Health applauded the collaboration with King's College, known as one of the most prestigious dental schools in the world and renowned for conducting excellent courses in all aspects of oral health care.
"There is a shortage of dental care professionals, especially dental nurses and therapists in Brunei Darussalam to deal with the ever increasing workload," Dr Haji Shamshir said.
He added that the vision of the Ministry of Health was to train 100 dental therapists by 2015 to improve the oral health of the people and to augment dental services provided by the dental care professionals in the country.

Bandar Seri Begawan - Brunei Shell Petroleum Sdn Bhd (BSP) and Asia Pacific Consulting and Services Pte Ltd Offshore (APECS) yesterday morning inked a massive project deal, which includes contracts for replacing offshore pipelines and installing new platforms.
According to BSP Managing Director Dr Grahaeme Henderson, the projects are crucial for the development of offshore operations over the next two years.
The first series of projects will include replacing 18 pipelines offshore, where the new pipelines will be constructed at BSP's fabrication yard in Telisai before being transported offshore for installation.
The second series of projects, meanwhile, will include installing new platforms at the Mampak and Seria North Flank fields, constructing a new strucmre at the Magpie platform, as well as laying pipelines and undersea cables.
Stressing on the importance of safety, Dr Henderson urged BSP employees, contractors and sub-contractors to diligently comply with the safety requirements in any task that they perform.
The managing director of BSP pointed out that nearly 90 per cent of the company's transactions last year were with Bruneian companies and more than half of the contracts were awarded to local contractors.
Furthermore, Bruneians occupy the majority of management positions in companies contracted to BSP, he added.
Dr Henderson said that APECS has sub-contracted the pipeline fabrication work at Telisai to SKS, a wholly Bruneian owned and managed company. Meanwhile, the sub-contract for land transportation of the pipelines from Muara Port to Telisai has been awarded to another local company, MOC Sdn Bhd.
Another notable achievement is that the detailed designs for the pipelines and platforms are handled entirely by Bruneian companies.
All platform fabrication work will be performed by Bruneian companies at BSP's fabrication yard in Kuala Belait.
The conceptual design for the civil engineering part of the projects is also managed in-house with a BSP team made up of 80 per cent Bruneian engineers.
Two Bruneian graduate trainee engineers will also be assigned to work with the main APECS team throughout the duration of the project.
The projects will also create spin-off business opportunities, as there will be a significant boost especially for Small and Medium Enterprises (S M Es) at every stage of the supply chain ranging from engineering to logistics to office rentals, the managing director of BSP said.
Furthermore, the projects will have an impact on human resource development, particularly in opening up employment opportunities and fast-tracking-technical and vocational skill acquisition among Bruneians, Dr Henderson added.
Meanwhile, the executive chairman and chief executive officer of Swiber Holdings Limited, Mr Raymond Goh, said that the project with BSP was the first of many major offshore installation contracts to come.
Swiber Holdings, which is the parent company of APECS Offshore, also pledged its commitment to HSE (Health and Safety Executive) by launching its "Cause No Harm" philosophy for its staff, partners and stakeholders.

Bandar Seri Begawan - A local man who was caught carrying diesel which he had failed to declare before bringing it out of the country was fined B$1,000 or to serve jail for two months in default.
Daud bin Hj Jair, 52, unemployed, pleaded guilty before Senior Magistrate Radin Saflee to the charge of conveying in his car 541.53 litres of diesel worth B$176 at the Police Control Post of Ujung Jalan, Bangar Town, Temburong on April 3, this year.
The defendant was approached by police officers but he escaped from his vehicle and jumped into a nearby river, the' court was told.

Setiap $1 yang dibelanjakan pada tiket RBA atau percutian Golden Touch membolehkan pemilik kad memperoleh 2.5 mata penerbangan dan satu mata penerbangan bagi setiap $1 yang dibelanjakan dalam pembelian.
Ahli kad juga boleh menukar mata penerbangan ke penerbangan mata wang pada kadar pertukaran sebanyak 150 mata penerbangan bagi setiap nilai satu penerbangan dengan setiap nilai penerbangan adalah bersamaan dengan $1 yang boleh ditebus untuk mendapatkan penerbangan percuma di RBA atau agen penerbangan yang dilantik.
Kad itu turut menawarkan keistimewaan kepada ahlinya untuk mendapatkan cara terbaik untuk memperoleh penerbangan percuma dengan RBA.
Ahli kad emas boleh menikmati insurans penerbangan sehingga $300,000 selain tambahan bagasi sehingga 15 kilogram dan akses yang tidak terhad di Sky Lounge Lapangan Terbang Antarabangsa Brunei tanpa mengambil kira kelas penerbangan manakala ahli kad klasik pula akan menikmati insurans sehingga $100,000.
Sepanjang tempoh promosi dari April hingga Julai, ahli kad akan menerima hadiah pendaftaran apabila mereka mendaftar untuk pelan tiga tahun.
Ahli kad emas juga akan menerima tiket penerbangan percuma sama ada ke Singapura, Bangkok atau Bandar Ho Chi Minh dan akan diberi potongan 20 peratus jika membeli tiket untuk pasangan manakala ahli kad klasik pula akan menerima tiket penerbangan ke Kota Kinabalu dan juga potongan 20 peratus untuk tiket pasangan.

KUALA BELAIT, Rabu - Kementerian Pendidikan bimbang kerana kurangnya jumlah pelajar yang mengikuti aliran sains di menengah empat.
Pemangku Ketua Pusat Kerjasama Sains, Teknologi dan Alam Sekitar (STEP) Haji Metali Haji Mirasan menyeru semua pelajar menyertai program atau kegiatan yang dikendalikan oleh Pusat STEP, seperti pertandingan robotik, olimpiad, seminar dam pertukaran penuntut kerana pusat berkenaan ditubuhkan untuk mempromosi mata pelajaran sains, matematik, ICT dan alam sekitar.
Beliau berkata demikian pada majlis Anugerah Pelajar Cemerlang Peperiksaan Awam Tahun 2006 hari ini.
Sejak pusat berkenaan ditubuhkan, beberapa orang pelajar telah dihantar keluar negara bagi mengikuti aktiviti-aktiviti itu termasuk dari Sekolah Menengah Sayyidina Ali Kuala Belait.
Enam orang penuntut akan bertolak ke Shanghai pada 21 April ini bagi mengikuti pertandingan The 8th Asian Physics Olympiad selama seminggu dan dua dari penuntut itu ialah Md Yazid Haji Md Yakup dan Dayang Lap Lee Shen dari Sekolah Menengah Sayyidina Ali sendiri, katanya. BANDAR SERI BEGAWAN, Rabu - Sempena sambutan Hari Bumi pada 22 April ini, pelajar Sekolah Antarabangsa Jerudong menyiapkan berbagai kegiatan dan projek kutipan tabung yang bertujuan memperbaiki persekitaran dan memupuk kesedaran mengenai isu alam sekitar.
Aktiviti termasuk projek kitar semula, skim penajaan pokok yang akan menyaksikan 70 batang pokok ditanam di kampus sekolah dan ketika kempen kebersihan pantai Tungku yang akan diadakan pada 19 April.
Setiap tahun pelajar dialu-alukan menyerahkan reka bentuk kemeja-T sekolah sempena Hari Bumi dan pelajar tahun dua, Bo Yee Lee merupakan pemenang peraduan pada tahun ini.
Hasil jualan kemeja-T itu nanti akan disumbangkan kepada organisasi alam sekitar dan pada perhimpunan sekolah itu 20 April nanti, pegawai eksekutif Bank Standard Chartered Tiew Siew Chuen akan menyampaikan cek berjumlah $3,000 kepada pengetua sekolah, John Price.

BANDAR SERI BEGAWAN, Rabu - Seekor buaya berukuran 15 kaki panjang ditemui tersadai di tepi Sungai Kedayan berdekatan Jambatan Gadong awal pagi tadi.
Orang ramai adalah dinasihatkan untuk mengambil langkah berjaga-jaga apabila melawati sungai tersebut bagi mengelakkan kejadian yang tidak diingini kerana buaya itu dipercayai masih lagi berada di kawasan tersebut.
