Anti-graft body set up Minimum wage set at SR3,000 SR2,000 unemployment allowance
RIYADH: King Abdullah, Custodian of the Two Holy Mosques, addressed the nation Friday prior to the announcement of a series of Royal Decrees introducing a minimum wage for the civil service, unemployment benefit, extensive funding for housing and health projects, a new anti-corruption commission and increased efforts to Saudize the workforce.
In a speech broadcast on national television and radio, King Abdullah said his pride in the nation was “beyond words” and described the people as “after Almighty Allah, the guarantor of unity of the country”.
“You struck back at falsehood with truth, and at betrayal with loyalty and steadfastness through your faithful resolve,” he said to the people.
King Abdullah also lauded the Board of Senior Ulema and other scholars for “supporting the word of Almighty Allah in confronting the voice of division and advocates of sedition”.
“Neither can I overlook the thinkers and writers of this nation who have fought the enemies of religion, homeland and nation,” he said. “I proudly say to each and every citizen that any nation that supports the word of truth has nothing to fear. You are at the heart of it and are the trustees of religion and the security and stability of this nation.”
King Abdullah further praised the personnel of the military, reserving special mention for those from the Ministry of Interior: “You are the shield of this country and the hand that strikes back at anyone tempted to undermine its security and stability. May Allah bless you in all you do.”
The Royal Decrees issued by the Custodian of the Two Holy Mosques were then announced, and included:
n A minimum wage of SR3,000 for Saudis employed in the government.
n SR2,000 in monthly unemployment benefit for jobseekers, beginning at the start of the next Hijra calendar year.
n The establishment of a national anti-corruption commission reporting directly to the King, with a Cabinet minister as its chairman. The first chairman will be Muhammad Bin Abdullah Al-Shareef.
n The creation of 60,000 more military and security jobs.
n SR250 billion for the construction of 500,000 new housing units.
n Raising the loan ceiling offered by the Real Estate Development Fund from SR300,000 to SR500,000.
n Payment of two months’ salary to all government, civil and military personnel.
n Payment of two months’ bursary to all government higher education male and female students.
n Orders to the Ministry of Trade and Industry and the Ministry of Labor to hold an “urgent meeting” with the business community to look at Saudization rates, and to the Ministry of Labor to present a quarterly report on Saudization rates and, along with the private sector, take measures to create jobs for Saudis in the private sector.
n The creation of 500 positions at the Ministry of Trade and Industry to help fight the manipulation of prices.
n Raising the ceiling of the Ministry of Finance’s program for private hospital funding from SR50 million to SR200 million.
n SR16 billion was also allocated to the Ministry of Health to carry out and expand medical projects across the country at:
— King Fahd Medical City in Riyadh, for centers for tumors, heart, neurology, and research.
— King Abdullah Medical City in Makkah, for the completion of the specialist hospital and centers for heart, organ transplant, tumors, neurology, and hospitals for women and maternity, eye, and rehabilitation.
— King Khaled Medical City in the Eastern Province, for a specialist hospital in Dammam, a specialist eye hospital in Dhahran, and centers for heart, tumors, rehabilitation, neurology and research.
— King Faisal Medical City, to serve the southern regions of the Kingdom with a specialist hospital in Abha, eye and rehabilitation hospitals, and centers for heart, neurology and tumors.
— Prince Muhammad Bin Abdul Aziz Bin Abdul Rahman Aal Saud Medical City in the northern regions, for King Abdul Aziz Specialist Hospital in Al-Jouf, and the construction of hospitals for eye and rehabilitation and centers for tumors, heart, neurology.
— The construction of intensive care centers at medical cities and specialist hospitals in a number of other cities, and the completion of King Khaled Specialist Eye Hospital in Riyadh.
Further Royal Decrees ordered: SR500 million for the renovation of mosques in the Kingdom; SR200 million for Holy Qur’an Memorization Associations; SR300 million for the bureaus of Call and Guidance at the Ministry of Islamic Affairs, Endowments, Call and Guidance; SR200 million for the establishment of offices for the General Presidency for Religious Research and Ifta, with 300 new jobs for the purpose, and SR200 million for the completion of regional head offices of the Commission for the Promotion of Virtue and Prevention of Vice.
A study was also ordered for the establishment of a Saudi Fiqh (Jurisprudence) Complex. The decrees also stated that the media should not defame or criticize the Grand Mufti or members of the Board of Senior Ulema.
