Tapi yg sungguh terharunya, kalau refer The Sun hari ni (page 08), rakyat Jepon sanggop menyokong kenaikkan CUKAI (yg selama ini ditentang) utk bantu membangunkan semula kawasan bencana.. Sama2 ganding bahu susah senang mati hidop bersama2... Tapi dgn syarat, tukor PM baru (bukan parti)...

Japan "eyes sales tax rise" to pay for post-quake rebuild

TOKYO (Reuters) - Japanese consumers may have to help foot the reconstruction bill after last month's earthquake and tsunami caused $300 billion of damage, further burdening a hugely indebted economy, a newspaper said on Tuesday.

The government is considering raising the sales tax by 3 percentage points to 8 percent when the new fiscal year starts next April, the Yomiuri newspaper said on Tuesday.


It would be the first increase since 1997, though Japanese politicians have frequently debated such a move as a way of digging Japan out of its massive debt before the earthquake struck.


"It was clear even before this disaster and the need to secure funds for reconstruction that to ensure a sustainable fiscal situation, some sort of reform of spending and revenues was necessary," said Internal Affairs Minister Yoshiro Katayama.

"The debate over the fiscal situation is not something that began with this disaster."


The government hopes to avoid issuing new bonds to fund an initial emergency budget, expected to be worth about 4 trillion yen ($48 billion), due to be compiled this month.


But bond issuance is likely for subsequent extra budgets and markets are worried that post-quake rebuilding may hamper Japan's efforts to rein in its debt, running at twice the size of the $5 trillion economy.


Japan must convey the message that it will continue to stick to fiscal discipline, Finance Minister Yoshihiko Noda said on Tuesday.

The Yomiuri said the government had decided against raising income and corporate taxes.


"I am aware that the Democratic Party is considering various methods, including this (tax rise). But the government is not considering any specific funding methods at this stage," top government spokesman Yukio Edano told a news conference.


Katsuya Okada, secretary-general of the ruling Democratic Party (DPJ), said on Sunday Japan must raise taxes to repay new government bonds that will be needed to pay for reconstruction.


A poll by the Nikkei business daily showed on Monday about 70 percent of Japanese voters would approve of a tax hike to help with the rebuilding, but they want unpopular Prime Minister Naoto Kan to be replaced.


"No matter who is in charge, they will need to raise taxes and issue more bonds, but in two stages," said Yasunori Sone, a Keio University political science professor, suggesting a tax rise will come later than bond issuance.


IMPACT OF NUCLEAR CRISIS

As well as trying to deal with the consequences of quake and tsunami which killed at least 13,000 and left tens of thousands homeless, Japan is struggling to control the Fukushima Daiichi nuclear power plant that began leaking radiation when it was damaged by the natural disasters.

Gov't declares 20-km no-go zone around Fukushima nuclear plant

The government on Thursday declared the 20-kilometer evacuation area around the crippled Fukushima Daiichi power plant a no-go zone.

Chief Cabinet Secretary Yukio Edano said the order, to take effect at midnight, was meant to prevent unrestricted entry into the mostly deserted area ordered evacuated after last month’s tsunami and earthquake wrecked the plant’s power and cooling systems.

He gave no details of penalties for violating the order.
“We beg the understanding of residents. We really want residents not to enter the areas,” Edano said. “Unfortunately, there are still some people in the areas.”

Officials said the order was meant to limit exposure to radiation leaking from the plant, and to control entry to prevent theft.
Edano said authorities would arrange brief visits for residents, allowing them to return for about two hours to collect necessary belongings. Residents would be required to go through radiation screening, he said.

Prime Minister Naoto Kan was also visiting the region Thursday to meet with local officials and evacuees to discuss the plans for strict enforcement of the evacuation zone.

Almost all the area’s nearly 80,000 residents left when the area was evacuated on March 12, but some have been returning and police could not legally block them.

The train starts its slow 20-km-long ride at Unazuki, located at the mouth of Kurobe Gorge, and ends in Keyakidaira. The service will be operated until the end of November.

Small amounts of radioactive iodine found in breast milk of 4 women

A citizen’s group concerned about the impact on mothers and babies of the radioactive leaks from a crippled nuclear power plant in Fukushima Prefecture said Wednesday that small amounts of radioactive iodine have been found in the breast milk of four women living east or northeast of Tokyo.

Of the samples provided by the four women, the breast milk of the mother of an 8-month-old baby in Kashiwa, Chiba Prefecture, contained the highest level of 36.3 becquerels of radioactive iodine per kilogram, but no radioactive cesium was found, the group said.

The Nuclear Safety Commission of Japan has not set safety levels for radioactive substances in breast milk, according to the Health, Labor and Welfare Ministry. But the reading was below the safety limit of 100 becquerels per kg for tap water consumption by infants under 1 year old.

‘‘We cannot yet determine safety, but infants drink breast milk,’’ said Kikuko Murakami, who heads the group. ‘‘We want the government to conduct an extensive investigation swiftly.’‘

The samples of around 120 to 130 milliliters each were offered by nine women in Chiba, Miyagi, Fukushima and Ibaraki prefectures on March 24 and 30. The group had them analyzed at a private-sector radiation measurement company.

According to the group, milk from a woman in Moriya, Ibaraki Prefecture, contained 31.8 becquerels of radioactive iodine, but the second test for her showed a lower reading of 8.5 becquerels.

Milk from two women in Tsukuba, Ibaraki Prefecture, contained 8.7 and 6.4 becquerels.
Meanwhile, no radioactive iodine was detected in the breast milk of four women in the city of Fukushima, the town of Tanakura in Fukushima Prefecture, Shiroishi in Miyagi Prefecture and Tsukubamirai in Ibaraki Prefecture.

The group said breast milk from a woman in Koriyama, Fukushima Prefecture, was still being analyzed.
The Fukushima Daiichi nuclear power plant on the Pacific coast of Fukushima Prefecture has spewed radioactive materials into the air and sea since it was crippled by the March 11 earthquake and tsunami, which devastated the country’s northeast.
